(KGTV) -- Gov. Gavin Newsom on Monday announced updated guidance for hair and nail salons and barbershops in California that would allow those businesses to shift their operations outdoors amid the ongoing coronavirus pandemic.Last week, Newsom announced the shutdown of indoor operations, including beauty services, as COVID-19 cases across the state increased.In the days following Newsom’s order, restaurants were able to move dining outdoors, but barbershops and hair/nail salons were not able to do work outside.During a Monday press briefing, Newsom said the state updated its regulations for barbershops and hair salons for when they are moved outdoors.Some of the guidelines include:-- Face coverings required for employees and customers during service; workers should also have access to face shields, gloves and other personal protective equipment-- Outdoor operations must be under a tent, canopy or other sun shelter as long as no more than one side is closed, allowing sufficient outdoor air movement-- Temperature screenings for employees; screenings recommended for customers upon arrival-- Businesses should confirm customer appointments in advance and ask if a customer or someone in their household exhibits COVID-19 symptoms-- Stagger appointments to reduce customer congestion at business; this will also give business time to clean/sanitize-- Recommended expansion of operating hours to space out customer appointments-- Suspend walk-in visits-- Frequently disinfect commonly used surfaces and workstations-- Clean and disinfect all electrical and non-electrical tools-- Ensure any outdoor shade or outdoor working area has the same ventilation and airflow as the outdoors-- Have designated outdoor area for customers to waitClick here to view the state’s complete guidance sheet for hair salons and barbershops.For nail salons, some of the guidelines for operating outdoors include:-- Clients will be asked to apply hand sanitizer before nail services-- Employees should wear face shield with face covering when performing service on client’s face or neck areas (when he/she is not wearing face covering)-- Clients won’t be allowed to have a manicure and pedicure on the same visit-- Workers must have disposable gloves when performing services-- Businesses will have to evaluate if plastic partitions can be used between employees and clients; implement social distancing of workstationsClick here to view the state’s complete guidance sheet for nail salons and other personal care services, including massage therapy. 2549

(KGTV) — A vintage-looking license plate didn't fool a Southern California officer in Moorpark.A Moorpark Police officer recently pulled over a tractor-trailer to conduct a traffic stop for a false license plate, the Ventura County Sheriff's Department said in a release Monday. The plate appeared to be designed after California's 1960s vintage plates — though with some obvious differences.Instead of "California" the plate read "Califas." The plate's lettering also appeared uneven.During the traffic stop, the driver of the truck appeared to be under the influence, the sheriff's department says. The motorcycle officer's assumption turned out to be correct, the department said, as the driver was arrested for being under the influence, possession of methamphetamine, being an unlicensed driver, and having an active arrest warrant.Authorities ended up towing the truck, as well, citing it was unsafe to drive, the department said. 944

  

(CNN) -- Teen clothing retailer Forever 21 is preparing for a potential bankruptcy filing, according to several published reports.Forever 21, which is privately held, has more than 800 stores in 57 countries. And while many retailers have been paring back their network of stores in recent years, Forever 21 was adding stores as recently as 2016. It still has as many stores as it reported at that time.The ability to get out of leases and close stores at a lower cost is one of the advantages that the bankruptcy process affords to retailers.The company did not respond to requests for comment.Traditional brick-and-mortar retailers that specialize in selling clothes to teens and young adults have had a particularly hard time in recent years as younger buyers shift from mall visits to online purchases.Among the retailers in the segment that filed for bankruptcy and closed all their stores during the last five years are Wet Seal, American Apparel and Delia's. Aeropostale also filed for bankruptcy in 2016 but has kept some of its stores open.Many retailers have run into trouble due to being purchased by private equity firms or hedge funds. But Forever 21 is still owned by its founders, Do Won and Jin Sook Chang. A husband and wife team, the Changs immigrated from South Korea in 1981 and started the chain three years later with a single 900 square-foot store in Los Angeles and only ,000 in savings.Forbes lists the couple as having a net worth of .5 billion, and the privately-held company itself as having annual sales of .4 billion and 30,000 employees.Bloomberg reported in June that some members of Forever 21 management had asked some of its landlords to take a stake in the company as a way of coming up with funds it needs.Mall owner Simon Property Group, for which Forever 21 is a major tenant, took a stake in Aeropostale during its bankruptcy process. In July Simon Property CEO David Simon told investors it was open to working with other tenants facing trouble, without mentioning any by name."We'll work together on other distressed situations, and let's face it, there are some out there," Simon said. "But we're only going to buy into companies that, we think, have brands and that the volume that is worth doing it."But Bloomberg reported Thursday that Do Won Chang has been trying to maintain control of the company in any restructuring, and that his desire to do so has limited the company's ability to find funds it needs. 2469

  

(KGTV and CNN) - President Trump will visit California next week, said White House press secretary Sarah Sanders at a briefing Wednesday. Sources familiar with Trump's plans say he is expected to tour the US-Mexico border to look at border wall prototypes in the San Diego area. The eight 30-foot tall prototypes are located near the existing wall in Otay Mesa.The President and White House have been looking to schedule a trip to the border "for a while," one source said. Trump has not visited California since he was sworn into office, though Vice President Mike Pence did a lucrative fundraising swing through the state in October.White House press secretary Sarah Sanders confirmed Trump is traveling to California next week but did not provide more specific details. 795
