AURORA, Colo. — Amid renewed calls for justice, Colorado Gov. Jared Polis announced Wednesday that he is looking into what his office can do to respond to the death of Elijah McClain, a 23-year-old Black man who died following an interaction with Aurora police last August.“I am hearing from many Coloradans who have expressed concerns with the investigation of Elijah McClain’s death. As a result, I have instructed my legal council [sic] to examine what the state can do and we are assessing next steps,” Polis said in a tweet Wednesday afternoon.Over the past couple of weeks, interest in the case has grown both locally and nationally. People from Colorado State Rep. Leslie Herod to U.S. Sen. Elizabeth Warren, Ellen Degeneres and Martin Luther King Jr.’s daughter, Bernice King, have made calls for justice in the case and a renewed investigation into what happened that night and if officers should face punishment. The call came after the letter from the Public Safety, Court, and Civil Service Policy Committee. A release from the city said that the committee will bring the proposal forward to the full council at the July 6 meeting."We need to bring closure to this tragic incident by making sure every aspect of it is thoroughly investigated," Coffman said in a statement."Trust is already eroded—delaying action will only cause further strain in our community," said Allison Hiltz, the chair of the Public Safety, Court, and Civil Service Policy Committee.The independent investigation has been fraught with controversy since many council members felt the original outside probe, led by a Connecticut-based attorney with ties to law enforcement, was not independent enough. That contract was terminated June 10 and Mayor Mike Coffman said in a tweet that “another individual will be selected by the Mayor and the City Council.”Calls for an independent and external review in McClain’s August 2019 death have been ongoing since it happened, and the officers involved in his death did not face criminal charges and were found not to have violated department policies. The city has since changed department policies directly in the wake of McClain's death after calls for further investigation.McClain suffered a heart attack on the way to a hospital after the Aug. 24 incident, which happened in the 1900 block of Billings Street. Officers had responded to a call about a suspicious man wearing a ski mask and waving his arms. When they arrived, they contacted McClain, who they claimed resisted when the officers tried to detain him, police said.A struggle ensued, and a responding officer requested that a paramedic give McClain a dose of ketamine "due to the level of physical force applied while restraining the subject and his agitated mental state," officials said.But in the department's review of the incident earlier this year, the board found that the officers "had a lawful reason to contact Mr. McClain."The board also found that the force applied by officers — which included a carotid control hold — during the incident was "within policy and consistent with training."The carotid hold has since been banned by the department.The Adams County Coroner conducted the autopsy on McClain and ruled that the manner of his death was "undetermined," saying it could not determine whether his death was an accident, due to natural causes or a homicide.District Attorney Dave Young said Wednesday his office received more than 1,700 voicemails on Tuesday alone about the McClain case.He says he has to make a decision based on evidence and that a jury would find compelling beyond a reasonable doubt.“Understand that my role is limited to determine whether or not a criminal violation occurred. I am not indicating that the actions of the police department were appropriate. That's the role of the Aurora Police Department,” Young said.KMGH confirmed Wednesday the officers involved are all still currently employed by the Aurora Police Department.Young says the attacks have gotten personal and are overwhelming his office from doing their job of serving victims of crime.He encourages those sending emails to read his decision. As new wildfires force tens of thousands of people out of their homes, reports are emerging of flaws in emergency alert systems throughout the west."Where I think the false sense of security was, if something really bad is going to happen, we'll get alerted well beforehand," said Vacaville resident, Will Carlson.Carlson and several of his neighbors say they received no warnings as the Hennessey Fire inched closer to their homes. At around midnight, Carlson saw the flames moving quickly down a hill in the distance. Carlson was one of the last to leave, working frantically to help save animals on the property."What I remember is this sinking feeling in my stomach, and this helplessness that this barn is going to go up in flames, and the horses will be burned alive," said Carlson.After making it out safely, Carlson was left wondering how this could have happened. "Every neighbor that we talked to it was the same story, we knew there was a fire in the area, we thought that we would get alerted, and nothing was said to us," said Carlson. Le'Ron Cummings, public information officer for the Solano County Sheriff's Office, says alerts went out to these areas. However, they cannot guarantee the targeted population will get the message if cell service, internet, or landline signals are impacted. He says it was determined that cellular services and power were affected by the fire.Solano County uses the Everbridge platform to alert residents via the AlertSolano program, delivering Amber Alert-style messages. Cummings says during an evacuation, the Solano County Sheriff's Office and allied law agencies do door-to-door notifications in addition to AlertSolano messaging. The Sheriff's office also uses the High-Low Siren system familiar in Europe to advise residents to evacuate immediately.Carlson says he is frustrated with the response because he believes he had full cellular service throughout the night, texting and posting to social media as he evacuated. "So I think that's where the frustration came in from that night. How many animals could have been saved? Could there have been less loss of life? And could structures have been defended better if we had more warning?" said Carlson. Carlson says two people in his neighborhood died in the fire; however, county officials say they have no reason to believe the alert system was associated with fire-related deaths.Napa County also experienced some kinks with its alert system, when a coding error prevented an alert from going out. Emergency officials say it was an error on the part of its vendor and that the message was not urgent. Staff realized the problem, and they were able to use a different platform to send out the alert. "It happens over and over again," said Art Botterell, who is now retired from the State of California's Office of Emergency Services.Botterell led the effort to develop the Common Alerting Protocol, which he says led to the creation of the FEMA Integrated Public Warning System and some products from the National Weather Service."We've got a pretty good penetration of cellphones, sirens, and telephone dialer systems, that's not usually what breaks down. What usually breaks down is that alert is not sent in time or not sent at all," said Botterell. He says during a 2017 wildfire in Sonoma County, that would prove deadly and destructive, officials failed to send an alert, fearing it would cause panic and clog roadways. Botterell says another reason alerts are often not sent is because officials believe they don't have enough information."It is fair to say that in a lot of cases, we have not given our public safety people the tools to issue public safety warnings effectively," said Botterell. Botterell says more training is needed and believes state and federal governments should provide more guidance to ensure effective responses.With the vulnerabilities in cellular towers and alert systems as a whole, Botterell says counties must utilize several tools to try and reach everyone."We've got a lot of technology. AUSTIN, Texas – The Texas Medical Association has created a handy chart to help Americans determine how risky everyday activities are when it comes to contracting the novel coronavirus.From opening the mail to going to a bar, TMA’s COVID-19 Task Force and Committee on Infectious Diseases have ranked activities on their risk level for COVID-19.The activities are broken down into these levels: low risk, low-moderate risk, moderate risk, moderate-high risk, and high risk.TMA says the levels are based on input from the physician members of the task force and the committee, who worked from the assumption that – no matter the activity – participants were taking as many safety precautions as they can.No matter the activity, TMA says it’s best if you stay home if possible, wear a mask and maintain at least 6 feet of distance when you have to go out, and practice safe hand hygiene.TMA’s task force is made up of 15 physicians who are experts and leaders in medicine, some of whom are in direct patient care.The task force has researched and written in the neighborhood of 25 whitepapers and guidance documents to help inform Texas physicians as they battle the COVID-19 coronavirus. They created those papers and guidance to help inform and guide the more than 53,000 TMA members across the state as they battle the pandemic and care for Texas patients. 1365

  

As the holidays approach, many people are wondering how to safely celebrate. The CDC has urged Americans not to travel for Thanksgiving, and offering guidance for those who still want to go somewhere. Health officials weighed in on whether you need to quarantine before you visit family for the holidays."My own family, we usually have 100 relatives every year at Thanksgiving. Now, clearly, that’s not going to be happening this year. It’s going to be on Zoom for the big family, but I think there are ways that you can celebrate with your smaller family and get together safely, but it's going to take some work and some planning," said Dr. Tanya Altmann, a pediatrician and spokesperson for the American Academy of Pediatrics.Dr. Altmann says there are a number of steps people can take to protect themselves from getting COVID-19 this holiday season. Ideally, everyone would quarantine for two weeks before and after a get-together. Some families may think about switching their kids to remote learning if they are not already doing it."I don’t think its drastic. If you want to get together with elderly grandparents for Thanksgiving, I think keeping your kids home from school for a week and then testing them on day five to seven, assuming everybody is asymptomatic, can make a lot of sense. Again, I would still try to keep them a little distanced from the grandparents," said Dr. Altmann.But what if you can't switch your kids to remote learning? Dr. Altmann says then it won't be a true quarantine, but most schools that are in-person right now are doing everything right."They're masking, they’re distancing, they’re sanitizing and disinfecting, they’re hand washing. So, what we’re seeing is most kids are not catching COVID-19 in the school classroom during the school day, they're catching it at after-school activities, they're catching it on the weekends when they're gathering with friends or their families or doing things that maybe they shouldn’t necessarily be doing," said Dr. Altmann.So, how long should you quarantine last? For medical professionals, a quarantine usually refers to a person who's potentially been exposed but is not showing symptoms. It's a waiting period to help determine infection."I think really the best guidance is to wait that 14-day quarantine period to have some degree of confidence that you’re not going to become infected," said Dr. Beth Thielen, an Assistant Professor of Pediatrics at the University of Minnesota Medical School and an infectious disease physician. Dr. Thielen says, to be extra careful, you could also test yourself seven days into your two-week quarantine."A testing in between without symptoms is somewhat helpful because we also know there are a certain percentage of people who will develop asymptomatic infections and, in particular, this is probably important for children," said Dr. Thielen.However, testing rules and access varies in each state, so it's best to reach out to your local health official or doctor to find out about availability and turnaround times for results."So, I think for some, where now I'm hearing people are waiting days after a test, and so if you're planning to get tested before a trip and it's going to take four to five days to turnaround the test, that could be the entirety of your trip," said Dr. Thielen.Health officials advise erring on the side of caution, especially if you're planning on visiting elderly family members."I think the most important thing is to be really aware of that it's not just your family. 'Oh, we don't want to catch COVID, we might get sick' but that you could spread it to others who are even more vulnerable," said Dr. Altmann.Experts say to take the highest precautions to create the least amount of risk. 3756
