SAN DIEGO (KGTV) - San Diego County Supervisors are responding to a Team 10 investigation detailing the death of a child in foster care.Tyler Walter died Sept. 22, 2018. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day. Our child welfare system in America exists to protect children and preserve families, and we take that responsibility seriously. As a County, we are currently engaged in the process of evaluation and change to ensure we are doing everything possible to protect children and preserve families."In March the County Board of Supervisors approved creating the Child and Family Strengthening Advisory Board to help prevent and respond to child abuse and neglect.According to county officials, the new advisory board will serve as a platform for collaboration and transparent monitoring of the child welfare system to ensure the safety and well-being of children and families.A grand jury report released in June found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency.The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination.CWS staff and foster parents also lack the proper training to offer trauma-informed care or support for victims of human trafficking, according to the report. 2188

SAN DIEGO (KGTV) San Diego Police are investigating the discovery of three bodies found in the trunk of a parked car in Bay Terraces. Police found the bodies in a car parked on Jaime Avenue at Doti Point Drive after a neighbor reported a suspicious vehicle just before five pm Sunday. According to police, the bodies are that of two women and a man, possibly in their late teens or early twenties. They say the bodies were in such poor condition. They were unable to determine race. The medical examiner is working to determine the cause of death and their identities. Neighbors say the car was parked on the street for three days, but that's not uncommon.“A lot of people will park and they will walk to those apartments behind here or they park and they go to someone’s house over here, so it’s not really that suspicious," said Kevin Totten. Totten grew up in the neighborhood. He said it's usually quiet and is home to mainly families."It seems like someone did what they did, to these three innocent people and drove around and was looking for a spot to dump a car with three bodies in it," said Totten. After neighbors started noticing an odor, one of them called police Sunday evening."Once the wind would kind of blow, you can smell like, it’s hard to explain. I’ve never smelled that before. I thought well maybe it was like trash, but then a more pungent odor than that," said one mom who didn't want to be identified.The woman said once police arrived she noticed fluids coming from the car. "Once the police were here and they were kind of looking to see what was going on you could see the car and what looked like blood dripping from it. I’m like do I need counseling? Do my kids need counseling? It’s a lot to take in,” said the woman. Police aren't releasing any information about the investigation. Neighbors say the car was an older model BMW either silver or gray in color. They also said it had out of state plates. "Whomever the victims are, the families, hopefully they can figure who they are and sort of bring closure to them," said the woman. 2085

SAN DIEGO (KGTV) -- San Diego County officials are once again sounding the alarm, asking San Diegans to follow all health guidelines to slow the spread of COVID-19.On Wednesday, local leaders held a press conference to discuss the county's latest numbers and their placement on the state's colored tier system. The county stayed in the red tier, but was dangerously close to slipping into the more restrictive purple tier. In fact, County Public Health Officer Dr. Wilma Wooten said San Diego County was only two cases away from the purple tier."Yesterday we dodged a bullet. We could not have gotten any closer without tripping into the purple tier," County Supervisor Nathan Fletcher said at Wednesday's press conference. "But we don't want to live or die on the tiers by how many tests we've done."The county's unadjusted case rate is 7.7, while the adjusted rate is 7.0. Officials said the county's testing efforts allowed for that adjusted number. The county's health equity metric also improved, going down from 5.7% to 5.5%; the metric looks at the most undeserved, impacted communities.On Wednesday, health officials reported 263 new COVID-19 infections and six additional deaths, raising the region's cumulative totals to 53,263 cases and 863 fatalities.Six new community outbreaks were also reported Wednesday, two in businesses, two in restaurants, one in a restaurant/bar setting and one in a healthcare setting. In the past seven days, 32 community outbreaks were confirmed, well above the trigger of seven or more in a week's time.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Wooten said the best way to keep cases down is to continue following all health guidelines in place, like wearing a mask, staying home if you're sick, social distancing and avoiding indoor gatherings. The county is also looking ahead to Election Day, urging San Diegans to vote via mail-in ballot, but also reassuring in-person voters that it will be safe to cast a ballot. County Registrar of Voters Michael Vu is asking all in-person voters to wear a mask and be patient on Election Day. Vu said all 4,500 election workers will undergo two days of training before the election so they can handle sanitization procedures and how to direct crowds. SAN DIEGO (KGTV) — San Diego County officials say they are taking additional steps regarding employers linked to outbreaks.Supervisor Nathan Fletcher said the county will update its public health order to state "entities shall notify employees of an outbreak that occurred at a physical location where they work."Fletcher added that the county believes most businesses are acting responsibly and notifying employees. SAN DIEGO (KGTV) -- San Diego District Attorney Summer Stephan made a push Monday to remind residents that there are still resources for domestic violence victims during the stay-at-home order.Stephan did not have any data to show whether domestic violence cases have started to rise yet. However, she pointed to a case on Sunday where police say a husband killed his wife while their three children were home as an ominous example."The Chula Vista case is a tragic example.
