VISTA, Calif. (KGTV) - A backyard workshop in Vista caught fire Sunday afternoon, according to Vista Fire officials. Neighbors said they saw thick black smoke towering into the sky and heard almost a dozen explosions.Neighbor John Ploetz said it sounded, "like a bomb, people up the street heard it.""It takes a minute you know, your brain goes oh it's probably fine, or he's welding you know and then I see there's flames, and no firemen here, and the fence is on fire, I better call 9-1-1," Ploetz said he grabbed his garden hose and worked to contain the fire. He wet down nearby foliage and put out small spot fires on the outside of the fence.Fire officials said the fire started around 12:32 p.m. and arrived at the home in the 1000 block of Ora Avo Drive in minutes. Ploetz said what he did was something anyone would do and he was concerned the fire would spread to other homes nearby. He was shocked when a pine tree burned up in seconds, "it just whoosh! Went up like a torch, it was loud, that was before the firemen got here."The workshop contained propane tanks, and tools for metal art that the homeowner creates as a hobby. The family was at church when the fire started and were thankful no one was hurt. Among the valuables they lost were three boats and a motor home.Firefighters are still investigating the cause. 1340

Walking into an emergency room near her home in Houston, Texas, Laurie Delgatto-Whitten knew the COVID-19 test she was there for would be far from pleasant, but little did she know the surprise bill she'd receive in the mail weeks later would prove to be almost as painful."It was a just a quick swab; it lasted maybe two minutes and that was it," she recalled.Delgatto-Whitten got her COVID-19 test on May 18 and eventually received her negative test results about 10 days later. Then, in early June, she got a statement in the mail from her insurance company. Her bill totaled ,165.92."I mean, I think it’s a total scam and in the midst of a pandemic, it’s even worse," she added.However, under the CARES Act passed by Congress, COVID-19 tests are legally mandated to be covered. Over the past few months, though, some Americans have discovered flaws in the legislation. Because Delgatto-Whitten had already met her deductible, she personally didn't owe any money. But it's the principle of her insurance company agreeing to pay that astronomical bill that causes her deep concern."In the long run any cost insurance companies are taking on, they’re going to pass onto you. They’re going to be passed on to me," she said.Healthcare advocate Michelle Johnson is concerned stories like Delgatto-Whitten’s will deter other Americans from getting tested at a time with the virus is still spreading rapidly across the country."If people think it’s going to cost money to go get a test they just won’t do it," Johnson said.Johnson's advice is to request an itemized bill for any COVID-19 related procedures you might undergo. Aside from contacting your insurance company Johnson says to call your elected officials and let them know what's happening."The only solution is for elected officials to step up and do their job," she added. 1840

Visitors to the Bahamas will no longer have to quarantine for 14 days after the island updated its coronavirus rules over the weekend.On Sunday, the island stated in a press release that anyone who visits must test negative for COVID-19 five days before arriving on the island, apply for a health travel visa, complete a daily questionnaire, and take a rapid antigen test the fifth day of your stay.The antigen test is not required if you are leaving on the fifth day.And you're required to wear a mask and social distance in public places.Beginning Nov. 14, visitors must opt into COVID-19 health insurance when applying for the health travel visas."The cost of the required COVID Health Insurance is included in the Bahamas Health Visa and paid in advance of travel," island officials stated on its FAQ.The island said anyone who presents a test older than five days would not be allowed entry.Prior to the rules change on Sunday, visitors had to quarantine for 14 days upon their arrival as part of its vacation-in-place. 1032

VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2.
