SAN DIEGO (KGTV) — More than 900 local veterans can expect some Valentine's Day appreciation in their mailboxes soon.As part of Rep. Mike Levin's “Valentines for Veterans” program, the holiday cards were collected from 49th District constituents thanking veterans for their service.“Our courageous military men and women earn our gratitude every day. Crafting Valentines for the upcoming holiday is a small way to show veterans in our district appreciation for risking their lives in defense of our nation,” said Rep. Levin. “That is why I am launching the “Valentines for Veterans” program in California’s 49th Congressional District, so our community can say thank you while spreading a little merriment this Valentine’s Day to our local heroes.”The Valentine's Day cards will now be sent out to local veterans. 821

SAN DIEGO (KGTV) - Parents who want options for their child’s education can explore the possibilities this fall through the San Diego Unified School District’s School Choice program. School Choice gives students the chance to enroll in magnet programs or schools outside their neighborhood boundaries. Parents are responsible for transportation if their children attend a school through School Choice outside their community. Parents can apply for the program online or in person. In addition to specialty programs available to students through the choice application window, San Diego Unified also has free and fee-based, full and half-day enrollment seats available in the district’s Pre-K and Headstart programs. SDUSD’s Parent Welcome Center offers help for families with preschool through high school enrollment options. It provides parents with free one-on-one enrollment assistance year-round and is located at San Diego Unified District headquarters. The center is open to families by appointment or on a walk-in basis. The enrollment window opened October 7 and closes November 20. Each year, more than 10,000 area students apply for the choice program to attend one of the more than 180 schools in San Diego Unified. Last year, approximately 75 percent of all students were seated at one of their three choices of schools. Staff is available at 619-260-2410 or eoptions@sandi.net to provide assistance in English and Spanish, Monday through Friday, 9 a.m. to 4 p.m. 1483

SAN DIEGO (KGTV) -- Navigating the housing market can be a daunting task for first time home buyers. Zillow?recently released some statistics on what new home buyers can expect to see when getting into the San Diego market. Zillow found that, over the last five years, starter homes are actually increasing in value faster than other homes. The site says the quick appreciation is due to the demand for entry-level homes growing faster than supply.RELATED: Del Mar home sells for more than million in San Diego housing milestoneHome value appreciation among affordable homes is beneficial for people who own homes, but makes it tough for buyers trying to get into the market, according to Zillow. In the San Diego metro, there are 26 percent fewer starter homes to choose from than in 2017, where the typical entry-level home is worth 6,300.But there's good news for those lucky enough to land a home. Entry level homes in the San Diego metro have gained more than seven percent in value over the last year and nearly 65 percent over the last five years.RELATED: Housing association in California fining residents 0 for keeping garage door closedThe most expensive homes have gained just shy of seven percent in value.“When the housing market crashed, owners of the least valuable homes were especially hard hit, and lost more home value than homeowners at the upper end of the market,” said Zillow senior economist Aaron Terrazas. “Since then, though, demand for less expensive, entry-level homes has built steadily, causing prices to grow rapidly. As a result, these homeowners have been able to build wealth at a faster pace than owners of more expensive homes.” 1701

SAN DIEGO (KGTV) - Prosecutors say streetlight camera video revealed the killer of an East Village business owner. A bevy of surveillance and streetlight video was released during the preliminary hearing for Kevin Cartwright and Lorena Espinoza, accused of killing of Tony Radda, 49.October 2018. Just before 3 p.m., store surveillance video shows a woman wearing a purple wig and sunglasses enter the store.Video shows Radda and the woman going towards the back, possibly to show her some merchandise. Right away, a man in a mask is seen trailing behind them, lurking. When Radda and the woman return, the man in the mask attacks Radda, dragging him out of camera range. Prosecutors believe that is when Radda was shot several times and killed.Soon after, the masked man is caught prying open a cash register. Prosecutors say while the woman took off in an SUV; the man walked away.According to prosecutors, that walk was captured by a string of streetlight cameras. In one of the videos - about 12 blocks away from the store - the man in the mask sheds it, revealing a face, police eventually identified as Cartwright. On Friday, the judge is expected to decide whether the two will go to trial. 1206
