CHULA VISTA, Calif (KGTV) -- More than 20 people showed up to a town hall meeting hosted by the Baldwin and Sons regarding their development in Otay Ranch.Right now, the massive project includes 292 condos, 300 apartments, a 2-acre park and 15,000 square feet of commercial and retail space, as well as two hotels.  One of the hotels opened in 2017, and condos are under construction.The developer now wants to add 300 more apartments to their plan.  They say the plan will not require any additional space but instead will require a different building and site design.RELATED: Developer wants to add 300 apartments to Chula Vista propertyMany in the community raised concerns about traffic and the overcrowding in schools at the open house. Developers were there to address those concerns.According to Nick Lee, a study of the area says the roads it can accommodate nearly 12,000 trips a day. Even with the additional 300 units, it would push those numbers to around 8,000 trips a day.They also said they’ve spoken with the Elementary and High School districts, and both have told them they should be able to accommodate the students with their existing facilities.The developers expect to bring the new plans to planning commission next month. 1268

CHULA VISTA, Calif. (KGTV) -- One driver was arrested at a DUI checkpoint in Chula Vista overnight Saturday. According to the Chula Vista Police Department, the checkpoint was held on the 300 block of East H Street between 7 p.m. Saturday and 1 a.m. Sunday. More than 3,500 vehicles traveled through the checkpoint, 1,209 were screened, 13 drivers underwent sobriety tests and one was arrested. (CNS) - Authorities publicly identified a 30-year-old Whittier man who was fatally shot by officers after allegedly leading law enforcement on a chase from Orange to San Diego County.The shooting, which happened around 1 a.m. Sunday on southbound Interstate 805 north of Orange Avenue in Chula Vista, involved officers from both the California Highway Patrol and San Diego Police Department, Sheriff's Lt. Thomas Seiver said.Christopher Ulmer of Whittier in Los Angeles County suffered "multiple" gunshot wounds and was taken to a hospital, where he later died, Seiver said.The sheriff's homicide unit is investigating the shooting "due to the multiple jurisdictions involved" in the incident, the lieutenant said.The chase began just before midnight Sunday when Santa Ana police attempted a stop because of a traffic violation, according to CHP spokesman Salvador Castro.The driver headed south on Interstate 5, then got on southbound I-805 and eventually stopped his silver sedan on the freeway near Orange Avenue.A news video Sunday appeared to depict at least 10 gunshots during the standoff. CHP and San Diego police vehicles could be seen stopped behind the car with some officers drawing their guns. After the shooting, the news video shows a police dog bite down on Ulmer or his clothing before officers turn him over and start first aid.Authorities have not disclosed if Ulmer was armed during the confrontation. CHULA VISTA, Calif. (KGTV) -- Frustration is growing after a second fire broke out at the Teresina Apartments in Chula Vista on Sunday night. Witnesses tell 10News they saw a group of teens playing in the park near the apartments and a few minutes later they noticed the fire. William Maher lives in the apartment complex. He tells 10News he was the one who made the call to the fire department. Maher says the teens were recording the flames and laughing. He says they ran away when he yelled at him. The fire was so close to the apartments that the heat shattered several windows and melted window blinds.Sunday night's fire is the second fire in less than three weeks in that same area. On October 25th, fire crews responded to a fire just feet away. Maher hopes police will find the teens before someone gets hurt. He's also hoping parents look through their teen's phones to see if they can find the videos that were recorded. Anyone with information is asked to call the Chula Vista Police.  1050
