SAN DIEGO (KGTV) - On the edge of Balboa Park, parkgoers arrived Wednesday to a fresh layer of graffiti across a popular playground area.Joanne Schara leads a boot camp class at Bird Park at Upas three times a week. After a year of working out there, the things that drew her are now awash in graffiti. "It's just sad to see. You come here because you want a happy space. People bring their kids. People bring their pets. Its beautiful," said Schara. The tagging is everywhere, from the tables and benches and the wall wrapping around the playground area to utility boxes and graffiti on the ground."Doesn't give a good image at all," said Schara.Cathy Lea has lived in the neighborhood for 40 years and takes her dogs to the park twice a day."When I see the graffiti, it's disheartening," said Schara.Lea says every few days, there is more graffiti. On the concrete wall that surrounds the park, there are countless layers of tagging that have been painted over, only to be tagged again."That's not what this park is about," said Lea.On the Nextdoor app, some longtime neighbors posted the current graffiti is the "worst they've ever seen." Lately the graffiti has started to creep into areas previously untouched, including the playground set and the nearby rocks. As the tagging spreads, so does the frustration."It's not the kind of message we want to be sending in North Park," said Lea.Several neighbors have posted on the city's Get It Done app to get it cleaned up. Parkgoers worry it'll be tagged as soon as it's cleaned up. 1542

SAN DIEGO (KGTV) -- More than 20 people were arrested in San Diego as part of a statewide sanctuary enforcement operation carried out by Immigration and Customs Enforcement agents.ICE officials said the arrests were made between Sept. 28 and Oct. 2, with the focus on “criminal aliens and individuals who have violated U.S. immigration laws.”According to officials, arrests were made in San Diego, Encinitas, Vista, Lakeside, National City, Poway, Fallbrook, Spring Valley, Escondido, Oceanside, and San Marcos. In a news release, ICE officials said:“Of those arrested, 10 were the direct result of sanctuary state laws that force local law enforcement not to honored a lawfully issued immigration detainer. Two arrests were the direct result of the law enforcement agency releasing the individuals prior to ICE being able to place an immigration detainer on their case.Of those arrested, over 80 percent had prior criminal convictions and/or pending criminal charges. Of those, the criminal offenses included Lewd and Lascivious Acts with a minor under 14 with Force, Domestic Violence, Assault, Possession of Control Substance for Sale, Possession of Control Substance, Vehicle Theft, Burglary, and Driving Under the Influence of Alcohol. One individual who was arrested during the operation will face federal criminal prosecution for having illegally re-entered the U.S. after their removal. Those who were primary targets of this operation have final orders of removal issued by a federal immigration judge. Their due process was completed, and they will be removed from the United States. The individuals who were arrested and require adjudication from an immigration judge will be placed in detention pending the outcome of their removal proceedings.”Gregory Archambeault, Field Office Director for ICE Enforcement and Removal Operations in San Diego, said, “The State of California has chosen to prohibit local law enforcement agencies from cooperating with ICE to protect public safety. These local agencies are forced to release criminal aliens to the street, abandoning the victims of crimes and the innocent members of their communities. ICE is committed to upholding public safety, and the rule of law, by continuing to target, arrest and seek the removal of criminal aliens released from the custody of local law enforcement.” 2345

SAN DIEGO (KGTV) — More than 0,000 went missing from New Hope Friendship Baptist Church in 2008 and 2010, according to new Sheriff’s Department investigation report Friday. The investigation was an Internal Affairs probe into Lt. Devera Scott. Scott was also the treasurer for New Hope Friendship Baptist Church during the time the money went missing. The report claims Scott admitted to church officials she took the money. However, the church told investigators they did not want to press charges as Scott had promised the church she would it pay it all back through monthly payments, and a portion of her retirement. The church also told investigators they were in the business of forgiveness and did not want to ruin Scott’s career, according to the documents.Investigators also learned that Scott made the church a beneficiary to a 0,000 life insurance and accidental death and dismemberment insurance policy. The internal investigation became public Friday, following the ruling of a San Diego judge. The decision comes after local media, including 10News, sued to keep police unions from blocking departments from releasing records related to officer misconduct. The San Diego Sheriff's Department was not part of the suit and has been releasing cases pursuant to SB1421, according to sheriff's department Lt. Karen Stubkjaer.Scott retired from the sheriff’s department on March 22, 2013, before the investigation into the missing church money was complete according to the documents. No charges were ever made against Scott.Other court filings suggest Scott might have been facing financial problems at the time.10News reached out to the church for comment. The pastor referred 10News to their attorney, who was not immediately available for comment.10News also attempted reaching out to Scott but has not returned our request for comment. 1856

SAN DIEGO (KGTV) - Peeps are traditionally a sign of Spring: brightly colored marshmallow candy that’s front and center on store shelves.Long after Easter, Peeps, made by the Just Born company, appear to stay fresh as ever, seemingly indestructible in their pastel packages. In 2002, 10News put the durability of the everlasting marshmallows to the test. Reporter Herb Cawthorne, photographer Richard Klein and producer Revelle Anderson put Peeps on camera. The inspiration was simple, according to Klein. “We were sitting around talking about the purpose behind the Peep,” Klein said. That led to an elaborate shoot at San Diego locations. The candy was shot, run over, thrown off a five-story tower, and stomped with a crane."During the entire shoot I chewed on a Peep. It never got smaller. I wondered how we ate them as kids,” Cawthorne told 10News in 2018.The 2002 video shows only children eating the Peeps.Adults may want to take notice. Peeps are gluten-free and fat-free.Since their inception Peeps have crossed over into other holidays as well, now available in a variety of shapes for Halloween, Christmas, Valentine's Day, and the summer season.Peeps were first created in 1953 by laboriously hand-squeezing marshmallow through pastry tubes, according to Just Born. The process was eventually simplified and brought the production time of the treat from 27 hours down to 6 minutes. As far as the company is concerned, they hope their product retains its freshness year-round. Among their "frequently asked questions" on their website, Just Born says "storing unwrapped marshmallow in a warm, dry place generally results in prematurely stale product."The time it takes to destroy the sugary treat, however, remains up to consumers. 1791
