But more than 350 of the aftershocks were higher than 2.5, according to USGS data.Still, local officials said life was returning to normal after Friday's magnitude 7 earthquake, even as 4 to 8 inches of snow was expected Sunday."This is the second-largest earthquake we've had since 1964, which was a very significant earthquake," Anchorage Mayor Ethan Berkowitz told reporters Saturday, referring to the 9.2 quake that was the most powerful recorded in US history. "In terms of a disaster, I think it says more about who we are than what we suffered," Berkowitz said. His opponent was 10-year incumbent Steve Kouplan, the Democratic minority leader."I didn't think I had a chance going against Goliath. He could outspend me, out-market me and do pretty much anything when it came to money. So it was just me talking to people," Phillips said.Phillips sat at Mamadou's Restaurant in Glenpool, Oklahoma by himself to watch the results come in on election night. He said even his wife went home early. But the Republican stayed neck in neck with the incumbent all evening."Then the polls and stuff actually went down. So they stopped reporting for about 10 minutes and we were stuck on the last four counties. I was losing within half a point. Then they all came in at the same time and I went up and won by 350 votes," Phillips said.Phillips said he spoke with a couple other lawmakers and put a few posts on social media. That was the extent of his campaign."Straight party voting was huge for the Republican party. They came out and they wanted the Republicans in and I was the Republican. That accounted for 50-something percent of my votes," Phillips said.The representative-elect is a teacher at Tulsa Community College. His father, sister and stepmother are also educators. The family tells KJRH they're excited for new faces at the state capitol."I'm certainly anticipating some great changes. That we could go from being the last in something to being the first in something. MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. On Wednesday, a NASA research jet took off from the flight line.Part of why Miramar is so critical is it's location. Colonel Charles Dockery, the Commanding Officer at MCAS Miramar, said due to air congestion over land, Miramar's location close to the ocean alleviates that complication."Within one flight's distance from Miramar, we are within 66% of the training air space in the Continental U.S." he said. Some of their training, mimicked in Top Gun. "Not only to take down an adversary or an airplane, but also defend ourselves from their aircraft trying to attack us," he said. Right now, MCAS Miramar is working to remain competitive with nations overseas."We have four major nation state competitors out there, Russia China, North Korea and Iran," Col. Dockery said.If the need arises, he said troops would deploy from Miramar to support the effort to defend the U.S.He said if Miramar didn't exist, it would mean millions of tax-payer dollars to conduct the same training. "When you talk about the amount of fuel burned to get there, just when you talk about the amount of time to get there," he said.Col.
