San Diego (KGTV) There’s a battle over prime real estate in Hillcrest. There were plans to use the Third Avenue location for luxury housing, but some county leaders are hoping to use the space as a way to serve the homeless dealing with mental health challenges. Over a decade ago, the location once served as a center for adolescents. The county had plans to use the 7-acre lot for luxury condos. “I don’t believe that the public policy changes we face as a region is a shortage of luxury condos,” says County Supervisor Nathan Fletcher. “I believe the public policy challenge we face as a region is an investment in behavioral health services.”The vacant space on Third Avenue sits less than a mile from Scripps Mercy Hospital and UCSD Medical Center, Hillcrest. “We have 50 to 100 patients in our emergency rooms every day that need some form of mental health services,” says Patty Maysent, CEO of UC San Diego Health. The facility would offer services like psychiatric care and substance abuse. “A lot of folks go to the emergency room, get the most expensive care, get stabilized, and they have nowhere to go,” said Fletcher. The County Board of Supervisors will vote on the proposed site on Wednesday. 1217

Zhivargo Laing has lived in the Bahamas all of his life. “I grew up on Grand Bahama,” says the Freeport, Bahamas resident. Just a week ago, Hurricane Dorian made landfall as a Category 5 storm, flattening homes on the islands. “This level of damage to all of these structures, we have not seen before,” Laing says.Laing and his nephew, Ellison Laing, are still dealing with the devastation the hurricane left behind.“The water came to our waist, inside the house,” describes Ellison Laing.More than 4,800 people have been evacuated, and more people are waiting to be evacuated. Shelters are over max capacity. One woman in the shelter is not only grieving the loss of her home, but her loved ones as well.“I had three people pass in my family: my brother and my mom and my [cousin],” she says.Fifty people have been confirmed dead following the hurricane. There are still 1,300 people missing. In Freeport, located 50 miles away from Abaco, the majority of homes are without power and running water, making it difficult to begin the rebuilding process. “Yeah, they said it’s contaminated, says Ellison Laing of the water.“When the water came up, so did the septic, actually came up, too.”So, for now, the family has to wait. Once they can start rebuilding, they know Bahamians will step up to help one another. “If you would have been out there, you would have seen people helping people, whether living or dead,” says Ron Rickson, an Abaco resident.Because through tragedy, the Bahamian people are strong. 1517

Would you have surgery performed if it was done by a robot? Robotic surgery is now an option at more hospitals across the country.Patient Matthew Canino says the technology helped his heart.“The nature of being a SWAT officer can be very taxing on your body,” Canino says. “So, you have to be in very good physical condition.”But when Canino trained, he noticed something was off.“My heart would race, primarily when I was working out, it would race,” Canino remembers. “And I'd get short of breath. And I kind of I would just stop what I was doing, and it would go away, and I thought everything was fine.”But it wasn’t. Canino’s doctors found out a valve in his heart was leaking.“He said if it wasn't repaired it would continue to get worse and would likely lead to heart failure,” Canino recalls. He thought he’d have to get open heart surgery. However, his doctor recommended a robot instead.“We can get inside the heart through these keyhole incisions on the side of the chest, without cutting through any bones,” says Dr. Sanjay Tripathi, cardiothoracic surgeon at Swedish Medical Center.Dr. Tripathi inserted this camera and robotic arms inside Canino’s chest, and then he sat down at a console inside the operating room where he controlled the robot to do the surgery.“With the robotic technology, particularly 3D high definition imaging from the camera, we're able to see these fine details that would otherwise be a little bit more difficult,” Dr. Tripathi says.Swedish Medical Center is the only hospital in Colorado offering cardiothoracic surgeries with the aid of a surgical robot. But they’re becoming available at more hospitals around the country, and patients are seeing big benefits.“Less pain,” Dr. Tripathi says. “Faster recovery, less bleeding, fewer infections.”“By the third day I was almost completely pain free and needed no pain medication at all,” Canino says. Not all heart surgeries can be done robotically, but the hope is as technology advances, that will change. 2006

A San Diego student's death initially prompted the construction of the bridge that collapsed Thursday at Florida International University.Alexis Dale, an 18-year-old FIU freshman from San Diego, died in August 2017 when she was hit by a vehicle at the intersection of Southwest 8th Street and 109th Avenue near the school, according to the Miami Herald.Dale had just started studying information technology in June, the Herald reported. The bridge that collapsed Thursday was being built at the intersection where Dale died as a way for people to cross the busy street safely. At least nine people were trapped and at least six people died due to the bridge collapse in Miami."I am heartbroken at the news of the collapse of the pedestrian bridge on 8th Street and the resulting devastation. We send our deepest condolences to the victims and their families," FIU President Mark Rosenberg said in a statement.FIU students are currently on spring break vacation. 993

IMPERIAL BEACH, Calif. (KGTV) - A plan to build hotel rooms and apartments in Imperial Beach is one step closer to happening. The Design Review Board unanimously decided to move the plan to city council Thursday. The development is planned for an empty lot on 550 Highway 75. It will be a four-story development with 51 hotel rooms and 47 apartments. Developers say there’s a need for hotel rooms in the area. “There are less than a hundred units of hotel rooms in IB now,” said David Brienza, the developer with the Blue Wave Project, “IB needs a hotel community.” People living in the area raised concerns about impacts to the area, like noise and traffic. The design review board asked developers for look for ways to mitigate those concerns. If the plan gets the city council’s approval, developers say they could start construction by mid to late summer. 875
