SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. SAN DIEGO (KGTV) -- Memorial Day Weekend DUI arrests are down in San Diego County compared to last year, according to California Highway Patrol. In San Diego County, 42 people were arrested between 6 p.m. Friday and 6 a.m. Sunday. By this time on Memorial Day Weekend in 2018, 57 people were arrested. One person died this weekend in San Diego County due to a DUI crash, tying it with last year. Statewide, 741 people have so far been arrested for driving under the influence. By this time last year, 674 people were arrested for DUI. So far this weekend, DUI-related crashes have claimed 18 lives throughout the state compared with 14 by this time last year. 668

SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. SAN DIEGO (KGTV) — If you've noticed the sharp increase in gas prices around San Diego lately, chances are we're not done.The average price for a gallon of gas Saturday was .77 in San Diego, according to AAA, jumping another four cents since Friday and reaching the highest San Diego has seen in about five months.At this time last month, San Diegans were paying on average 46 cents less per gallon. A year ago, 23 cents less. The closest San Diego's average has come in recent months to was .84 on average in Oct. 2018, according to Gas Buddy.GAS MAP: Search for the cheapest gallon in San Diego with our Gas Map"Four dollars a gallon on average is certainly within the realm of possibility given today's average is .73 and wholesale prices went up some 18 cents," Patrick HeHaan, with GasBuddy, told 10News. "That, in addition to the increases that are already coming down the pipeline, will likely thrust San Diego to that a gallon mark. That's something we have not seen in four, call it five years."AAA says a series of refinery issues have reduced gas supplies. According to Bloomberg, Valero Energy Corp's refinery in the Bay Area, Phillips 66 refinery in Los Angeles, and Chevron Corp.'s El Segundo plants have all seen shut downs and halts in oil production this month due to various problems.Nationally, gas has been averaging .73 a gallon.
