SAN DIEGO (KGTV) - Customs and Border Protection officials responded Monday to the arrival at San Diego’s U.S.-Mexico border of the first group of migrants from the caravan moving through Mexico.Some 85 people associated with the LGBTQ+ community are near the San Ysidro Port of Entry, according to journalist Jorge Nieto. SAN DIEGO (KGTV) — Border Patrol agents say they found human remains in the Tijuana River Valley early Saturday.The agents discovered the human remains near the Tijuana River just before 8:20 a.m. on Dairy Mart Road and Clear Water Way, according to City News Service and Chief Patrol Agent Douglas Harrison.The investigation was turned over to the San Diego Police Department's homicide detectives. 10News has reached out to San Diego Police, but have yet to hear back.No further information was immediately available.City News Service contributed to this report. 572

SAN DIEGO (KGTV) - Cesar Rivera thought he'd achieved the American Dream when he and his wife bought a house just north of Mission Valley. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. At any rate, it's exactly the situation the City Council aimed to avoid when it passed strict regulations in 2018. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. "Nobody wants a party at their house. We try to regulate it. San Diego Police say they have been called to Volage's rental three times since May for noise complaints. California Highway Patrol officers the crash included a white Toyota Tacoma and a red Honda.The driver of the Honda died at the scene. CHP officials said they believe that person was driving the wrong way and may have been under the influence of alcohol - multiple beer cans were found in the vehicle.The driver of the Toyota was taken to a nearby hospital with serious injuries. SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater. He also has a long gray and white goatee.Anyone with information on Vargas' whereabouts is asked to call 911 immediately. 1276
