As hospitals are becoming overwhelmed with COVID-19 patients, North Dakota is permitting coronavirus-positive health care workers to continue assisting patients.The guidance stipulates that the health care workers must remain asymptomatic and take enhanced precautions in order to stay on the job. This comes as travel nurses are stretched thin as dozens of states are reporting record hospitalizations.Given the situation in North Dakota and elsewhere, it is possible more states will have to follow suit and continue using infected staff members in order to provide care. The CDC has spelled out guidance in these situations.The CDC says hospitals must exhaust a number of other guidelines, including adding travel nurses, postponing elective medical procedures, and postpone elective time off, before going into a crisis staffing situation.“If shortages continue despite other mitigation strategies, consider implementing criteria to allow HCP (health care personnel) with suspected or confirmed COVID-19 who are well enough and willing to work but have not met all Return to Work Criteria to work,” the CDC’s guidance states. “If HCP are allowed to work before meeting all criteria, they should be restricted from contact with severely immunocompromised patients (e.g., transplant, hematology-oncology) and facilities should consider prioritizing their duties in the following order:1. If not already done, allow HCP with suspected or confirmed COVID-19 to perform job duties where they do not interact with others (e.g., patients or other HCP), such as in telemedicine services.2. Allow HCP with confirmed COVID-19 to provide direct care only for patients with confirmed COVID-19, preferably in a cohort setting.3. Allow HCP with confirmed COVID-19 to provide direct care for patients with suspected COVID-19.4. As a last resort, allow HCP with confirmed COVID-19 to provide direct care for patients without suspected or confirmed COVID-19.”North Dakota Gov. Arizona Governor Doug Ducey announced during a news conference Wednesday that local governments now have the ability, if they so choose, to mandate masks in their cities.The move comes as healthcare workers and many city leaders across the state called for the governor to make it a statewide requirement to wear masks in public to prevent the spread of coronavirus.Ducey said during the press conference that the amount of positive cases and the percentage of positive cases per test varies greatly by city and county across the state. Therefore, he says he is choosing to leave it up to local governments whether or not to mandate masks.Ducey did not clarify how exactly each local government could implement a mandate on masks, but Phoenix Mayor Kate Gallego tweeted that the Phoenix City Council would vote on a mandate on the upcoming agenda.When asked about how the use of masks would be enforced, Ducey said that would be left up to the mayors to decide.Ducey also announced during the press conference that 300 National Guard members will be called upon to help with contact tracing across the state.A spokesman for the governor has said, "addressing COVID-19 remains our highest priority. Anyone using public transportation during the COVID-19 pandemic should not just wear a mask while in transit, but they should also leave their mask on while waiting at bus stops, train stations and other hubs, according to Centers for Disease Control and Prevention (CDC) guidance issued on Monday.In guidance published on the CDC website on Monday, the agency "strongly recommended" anyone using public transportation to wear masks during their rides, while waiting at transportation hubs and while boarding planes, trains and buses. The agency also said that all public transportation workers should also wear masks.Not only did the CDC recommend all passengers be required to wear masks, the agency also said that transit workers "should refuse to board anyone not wearing a mask" and require all passengers "to wear masks for the duration of travel." The only time a passenger should remove their mask is to eat, drink, take medication, or identify oneself to a security agent.Transit workers should also be provided with spare masks so they can give them out to riders who are not in compliance, the CDC added.Not covered in the guidance were children under the age of two, those instructed by medical professionals to not wear a mask for health reasons, those with disabilities or mental health conditions who find wearing masks to be difficult, the deaf and hard of hearing or transit workers whose jobs and the safety of others would be jeopardized by wearing a mask.The CDC recommends that all Americans wear masks in situations where keeping six feet distance from others is difficult. As floodwaters started receding in central Texas, authorities discovered the body of a second victim in this week's deluge.The woman's body was found in Llano County, one of the areas inundated by the swollen Llano River, county officials said Wednesday.
