BEIJING, Feb. 3 (Xinhua) -- China has decided to start public hospital reform with pilot programs in selected cities or districts in each province, autonomous region and municipality, according to a cabinet guideline passed Wednesday.The guideline on public hospital reform was discussed and approved by an executive meeting of the State Council chaired by Premier Wen Jiabao.The public hospital reform is aimed to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to a statement issued after the meeting.It was stressed at the meeting that public hospitals must retain its orientation of serving public interests and giving top priority to people's health.According to the statement, a coordination mechanism should be established between big public hospitals and grassroots medical service institutions so that they could cooperate with each other with proper division of labor.The management system of public hospitals should also be reformed so that operation and supervision of the hospitals are conducted separately, it said.The quality of public hospitals' medical services should be improved, whereas their incentive mechanism of income distribution should be perfected, the statement said.Public hospitals should also gradually quit profiting from drugs and rely on medical service charges and government subsidies.The guideline also encourages non-governmental sectors to invest in and set up non-profit hospitals.

NAIROBI, Feb. 11 (Xinhua) -- Somali pirates have released a fishing boat from Taiwan, China, and all of its crew held since April, a regional maritime official said Thursday."The Taiwanese ship was released this morning. The fishing vessel which has a crew of 30 from various Asian nationalities was seized in April last year," Andrew Mwangura, East Africa's coordinator of the Africa Seafarers Assistance Program, told Xinhua.The Win Far 161 was seized last April 4 near an island in the Seychelles, more than 1,100 kilometers off the coast of Somalia.The ship carried a crew of 30 -- 17 Filipinos, six Indonesians, five from the Chinese Mainland and two from Taiwan, China.Mwangura said 27 crew members were said to be safe, though a Chinese sailor and two from Indonesia died in captivity.The coordinator could not confirm whether a ransom was paid to secure the release of the 700-ton ship and crew.Piracy has been rampant off Somalia since the country slid into chaos after warlords toppled military dictator Mohamed Siad Barre in 1991.Somali pirates now hold at least seven ships and more than 160 crew members.The hijackings have prompted the international community to deploy security forces in the area to deter the pirates.

  

BEIJING, Feb. 5 (Xinhua) -- The State Council of China Friday issued an urgent notice urging relevant departments and local authorities to settle pay disputes involving migrant workers as millions of them are heading home for lunar new year reunion.The notice asked local governments and relevant departments to prioritize in their work the settlement of migrant workers' back pay dispute with their employers.It underlined the construction industry where back pay disputes often happen.It also ordered local governments to improve the emergency management system to respond to possible mass incidents caused by pay disputes.Two migrant workers were stabbed to death by their employer over a pay dispute Wednesday in central China's Henan Province.The two men asked for wages on behalf of 17 fellow workers and got into a fight with their labor contractor after being told that their monthly payment had been docked by over 100 yuan (about 14.6 U.S. dollars), and then were stabbed in the neck with a fruit knife by the contractor.In China, millions of migrant workers from the countryside make their living in booming cities. Back pay to migrant workers has affected the income of the rural population for a long time and is considered a "chronic illness" undermining social stability.

  

ULAN BATOR, Feb. 1 (Xinhua) -- Aid materials provided by the Chinese government arrived on Monday to help Mongolians cope with the worst snowstorms the country has ever seen in three decades.The aid, worth 10 million yuan (1.46 million U.S. dollars), includes food, portable power generators and quilts.At a handover ceremony at the airport, Enkhbold Miyegombo, deputy prime minister of Mongolia and head of the State Emergency Commission, said the timely support was an embodiment of brotherhood between China and Mongolia.Chinese Ambassador Yu Hongyao said he was confident that Mongolians would overcome the disaster with the leadership of the Mongolian government.The Red Cross Society of China has also announced a donation of 30,000 dollars to Mongolia, Yu said.Snowstorms across Mongolia have left over 1.5 million head of cattle dead, dealing a heavy blow to the country's farming industry.
