SAN DIEGO (CNS) - Just one bid was received for San Diego's next utility franchise agreement -- a minimum million offer from San Diego Gas & Electric to provide the city's gas and electric utilities for the next 20 years, it was revealed Thursday at a special meeting of the City Council.After months of public comment, debate and concern over the franchise agreements, the lone bid -- actually split into a million bid for natural gas and million for electric -- was a surprise for many who believed multiple energy companies had expressed interest.The utility franchise agreement bid was unsealed and presented as an informational item. The council must take action at its next meeting on Jan. 12; the existing franchise agreement with SDG&E expires Jan. 17. It was originally signed as a 50-year agreement starting in 1970.SDG&E, whose parent company is San Diego-based Sempra Energy, has been the sole electric and gas utility for San Diego since 1920.Mayor Todd Gloria and five of the nine city council members were sworn in this month, leaving them just four weeks to decide whether to approve SDG&E's minimum bid for 20 years, ask for an extension to allow new elected officials to get up to speed, cancel the process altogether and start over or pursue municipalization -- purchasing and putting the city's utilities under public control.Many of the callers who weighed in Thursday urged the council to ask Gloria and SDG&E for a one-year extension rather than forcing a bad decision during an economic crisis. That route would be accessible with two-thirds council approval and would continue the service under the previously signed franchise agreement, City Attorney Mara Elliott said.Councilman Chris Cate, one of the four incumbent members, expressed frustration at the delay."This is a process which has been undertaken for well over two years," he said. "We knew the deadlines years ago."He said an extension wouldn't be a good use of the city's time or resources, and shot down the municipalization idea as a costly endeavor already looked at by analysts, which the city could ill afford as it grapples with budgetary fallout from the COVID-19 pandemic."It would not be coming from a fiscally prudent or service prudent standpoint as a city," he said.However, the majority of the council seemed to tilt toward taking more time and asking for an extension."We cannot commit to a bad deal because we are in an economic downturn at the moment," said Councilman Sean Elo-Rivera. "This will affect us for years after the crisis has passed."Councilman Stephen Whitburn agreed."We must have the opportunity to do our due diligence," he said. "We need to make sure that out city's full menu of options have been thoroughly vetted."Councilwoman Marni von Wilpert said she didn't see, in her experience as an attorney, how the current council would be able to make an informed decision in such a short time on a contract which will be worth billions to whichever company or institution takes it over. Councilman Raul Campillo said he was "in no rush" to sign a deal which wasn't best for San Diego.Gloria, who called for the special council meeting this week, seemed to agree."I am committed to a deliberate and thorough review of this complex issue that will affect every San Diego household and business in the city for the years to come," Gloria said on Tuesday. "The public deserves to know what bids have been submitted. We must ensure that we do not squander this once-in-a-generation opportunity to help meet the city's climate goals and protect ratepayers."The lone bid, for the minimum million that former Mayor Kevin Faulconer set when he opened the bidding period Sept. 23, came as somewhat of a surprise. Berkshire Hathaway and Indian Energy had both expressed interest previously but failed to submit bids.Callers, many of whom represented environmental and progressive organizations, urged the council and Gloria to make sure any agreement was in compliance with the city's Climate Action Plan and included a Climate Equity Fund, two-year audits, a right-to-purchase clause if the franchise holder failed to meet standards, and an evaluation of public power.Councilwoman Monica Montgomery Steppe said she had major issues with the bid standards as they stood, but would not approve a plan which did not offer protections for union workers. 4402

SAN DIEGO (CNS) - A San Diego City Council committee signed off Thursday on the proposed sale of a vacant city-owned property on Cortez Hill to a nonprofit agency for less than ,000 to create more than 100 units of affordable housing.The .4-acre property at 1449 Ninth Ave. was most recently the site of the now-vacant Cortez Hill Family Center, which housed homeless families.The City Council's Land Use and Housing Committee unanimously approved the proposal to sell the property for ,593 to Community Housing Works, which develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout the state.The sale will now move to the full City Council for consideration.According to a staff report, the low price is justified because "the property sale furthers the public purpose of providing low-income rental housing for 55 years, the number of affordable housing units will be increased, and the city will be relieved of administrative costs and liabilities associated with managing and maintaining the property."Councilman Chris Ward, the committee's chairman, said the building has served an important role, and he's grateful to Community Housing Works for proposing to create a net affordable housing gain."We are eager to get started and to keep working," said Mary Jane Jagodzinski, Community Housing Works' vice president of housing and real estate development.The proposal calls for Community Housing Works to demolish the existing three-story structure and its 48 units and build anywhere between 75 and 110 units, at least 44 of which would be for people or families making 30% or less of the Area Median Income. The other units would be available to people making between 30 and 80% of the region's AMI. The property would also have up to three manager units.The city acquired the property -- formerly a Days Inn hotel -- in 2001 for transitional housing for homeless families. The San Diego Housing Commission administered homeless services at the facility from 2010 until last year, when nonprofit homelessness services provider Alpha Project took over.The building was vacated by families in April after the city opened Operation Shelter to Home at the San Diego Convention Center for those experiencing homelessness during the COVID-19 pandemic. The rest of the people at the city's transitional homeless shelters -- such as Cortez Hill -- were shuffled to central locations to allow for easier tracking of the virus and to prevent spread of the illness.Alpha Project vacated the building on May 8 and the city officially declared the property "surplus" on May 19.The city's sale is contingent on the development of affordable housing on the property. According to city documents, it will be exclusively restricted to low-income rental housing. The San Diego Housing Commission will monitor the property's affordable restrictions. 2902

  

SAN DIEGO (CNS) - For the fourth day in a row, San Diego County public health officials Saturday reported a case rate of fewer than 100 positive COVID-19 tests per 100,000 people, however, the state said it will have to review data before removing the county from its monitoring list.Previously, county and state officials had said if the rate stays below 100 per 100,000 people -- it was 94.7 Saturday -- for three consecutive days, the county would officially be removed from that list. After an additional 14 consecutive days below that number, K-12 schools could potentially reopen for in-person teaching, depending on individual school district metrics.Additionally, 48 elementary schools have filed waivers with the county to return to school early.RELATED: What happens next? San Diego County eligible to fall off of California watch listThat timeline is now uncertain, as is the timeline of reopening certain businesses for indoor operations.As the county awaits further guidance from Gov. Gavin Newsom, public health officials reported 279 new COVID-19 cases and four new deaths Friday, raising the county's totals to 34,344 cases and 626 deaths.One woman and three men died between July 5 and Aug, 13, and their ages ranged from the late 50s to late 80s. All had underlying medical conditions.Of the deaths reported thus far during the pandemic, 96% had some underlying medical condition. According to Dr. Wilma Wooten, the county's public health officer, the leading underlying causes, which helped contribute to the deaths, were hypertension, diabetes, heart disease, dementia/Alzheimers and chronic kidney disease.RELATED: Coronavirus test used by NBA players gets FDA approvalOf the 11,268 tests reported Friday, 2% returned positive, maintaining the 14-day positive testing rate at 4.3%, well below the state's target of 8% or fewer. The 7-day rolling average of tests is 7,944 daily.While signs look positive for the region, County Supervisor Nathan Fletcher warned county residents against getting complacent."We are seeing progress, but we are in the middle of a marathon, not a sprint to the finish line right in front of us," he said. "Our goal is not just to have the rate of cases fall below 100 per 100,000, but to keep it there."RELATED: CDC: After COVID-19 recovery, patients are likely unable to spread virus for 3 monthsOf the total positive cases in the county, 2,835 -- or 8.3% -- have required hospitalization since the pandemic began, and 710 -- or 2.1% -- were admitted to an intensive care unit.County health officials also reported two community outbreaks Friday, bringing the number of outbreaks in the past week to 25.The latest outbreaks were reported in a distribution warehouse and one in a health care setting, according to the county Health and Human Services Agency.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.Latinos are still disproportionately impacted by COVID-19, with that ethnic group representing 61.3% of all hospitalizations and 45.4% of all deaths due to the illness. Latinos make up about 35% of San Diego County's population.A new COVID-19 testing site began operating Wednesday at the San Ysidro Port of Entry PedEast crossing, and County Supervisor Greg Cox cited its immediate success and demand for it.The free testing site will operate from 6:30 a.m. to noon Monday through Friday and will focus on testing essential workers and American citizens who live in Tijuana, according to San Diego County health officials.No appointments are necessary at the walk-up site, which aims to offer about 200 tests daily. People getting tested will not be asked about their immigration status or who lives with them, health officials said."We know that communities in South Bay have been hit the hardest by COVID-19," said Wooten. "The location was selected because of the increase in cases in the region and the number of people, especially essential workers who cross daily." 4143

  

SAN DIEGO (CNS) - An Italian restaurant in Encinitas agreed to pay ,800 to settle a pregnancy discrimination lawsuit filed by a former employee who alleged her hours were substantially cut, and she was ultimately fired, after she told her employer she was expecting, the U.S. Equal Employment Opportunity Commission announced Tuesday.After informing the owner in 2015 that she was expecting, the server was told that she "should stay home since she was pregnant, that her pregnancy had caused coverage problems, and that (the owner) would offer a position with less pay for more work so that she would not come back from her pregnancy leave," according to the complaint filed against Maurizio Trattoria Italiana LLC.She was fired in the summer of 2015, while less experienced servers were hired, according to the complaint.RELATED: Lawsuit aims to stop California's AB 5 from taking effect"Women should not be penalized for having children," said Christopher Green, director of the EEOC's San Diego office. "The EEOC takes pregnancy discrimination seriously and will vigorously protect the rights of pregnant employees."According to the EEOC, that conduct violated Title VII of the Civil Rights Act of 1964, as amended by the Pregnancy Discrimination Act.In addition to the financial settlement, the restaurant operator agreed to review and revise its policies to bring it into compliance with Title VII and the Pregnancy Discrimination Act, according to the EEOC."We commend Maurizio Trattoria Italiana for agreeing to comprehensive injunctive remedies that are intended to prevent future pregnancy discrimination," EEOC Regional Attorney Anna Y. Park said. "The EEOC continues to see pregnancy discrimination as an ongoing problem. We encourage other employers to follow suit and review their policies and practices relating to pregnancy discrimination to ensure they are in compliance with federal law." 1917
