SAN DIEGO (KGTV) -- Some students in the San Diego Unified School District are being allowed to return to campus Tuesday as the district begins the first phase of its reopening plan.The district began the 2020-21 school year on Aug. 31 with a distance learning program for its students. In recent weeks, during the distance learning period, teachers have been working to determine which students they believe would benefit from appointment-based in-person learning sessions.Appointment sessions will be voluntary; the rest of the time, those students will continue with distance learning.SD Unified officials said they’ve also been working with health experts in designing a reopening plan that would ensure all students and staff are safe.Despite the reopening plan, there are some parents who still do not believe it’s enough.On Tuesday afternoon, a group of parents called Reopen SDUSD has scheduled a rally at 4 p.m. in front of the Board of Education building to voice their concerns about the reopening plan.The group, which held a similar rally last month, is calling for a more detailed reopening plan and they want the district to be more transparent.Reopen SDUSD has gathered thousands of signatures for a petition urging the district to allow more students to return to campus.ABC 10News spoke with some parents at the September rally who said they want options because distance learning is not working for them.One mother said her children “dread going on Zoom. They dread being on the computer. They don’t like learning via the screen. They’re just losing a lot of interest, and I end up having to yell at them, ‘Do your work!’ And it’s frustrating because it impacts our relationship in a negative way.” 1725

SAN DIEGO (KGTV) - Serious crashes and traffic-related deaths have increased in San Diego, a trend the police department is hoping to reverse.One strategy to tackle the problem is education through enforcement operations.On Saturday officers focused on the Hillcrest and Linda Vista neighborhoods, citing drivers for speeding, making illegal turns, failing to stop for signs/signals and failing to yield to pedestrians in crosswalks. They also cited pedestrians crossing the street illegally or failing to yield to drivers who have the right of way. "For me personally I really want to see the number of our serious collisions reduced because when I am on my normal shift I do go to the serious injury collisions since I work traffic division, and it's just really disheartening and sad to see people involved in preventable collisions getting seriously injured," said traffic Sgt. Robert McDonald. McDonald says the city saw 56 fatalities in 2018, a roughly 51% increase in deaths from 2017. He says 34 of the fatalities were pedestrians. Officers were also targeting people on scooters breaking the rules. "I have seen more and more people riding the scooters on the street, like they're supposed to, instead of the sidewalk, but we still have a continuing problem with people riding on the sidewalk, going too fast, drinking, colliding, injuring themselves," said Sgt. One of the people accused in the scheme is Toby MacFarlane, who was a senior executive at an insurance company living in Del Mar, according to the indictment. According to the document, MacFarlane participated in the scheme by agreeing to use bribery to get his son and daughter into USC for soccer and basketball. MacFarlane reportedly paid 0,000 to various organizations for the admissions. His daughter attended the school from 2014 to 2018 when she graduated, according to the documents. His son attended the school from 2017 to 2018. MacFarlane is being charged with conspiracy to commit mail fraud and honest services mail fraud. The other San Diegan accused in the scheme is Elisabeth Kimmel, a former owner and president of a media company that owned KFMB. SAN DIEGO (KGTV) — SeaWorld's next big attraction is on track to open later this spring.Construction on the park's Tidal Twister roller coaster is set to be completed in May of this year, the park said Wednesday. The roller coaster is being hailed as a first-of-its-kind coaster with a figure-8, horizontal design and dueling trains in which riders sit both backward and forward.Tidal Twister will take riders on a journey as if they're riding the tide, accelerating 30 miles an hour, twisting and banking on a figure-8 track, and crossing an opposite facing train in the middle of the attraction. SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209
