RICHMOND, Va. — Crews have arrived to remove a statue of Confederate General J.E.B. Stuart from Richmond's Monument Avenue — an area of the city that contains several Confederate statues that Mayor Levar Stoney has promised to remove.The J.E.B. Stuart monument is one of about a dozen statues Stoney has ordered be removed from city property.Statues of Confederate General Stonewall Jackson and Confederate Naval Commander Matthew Fontaine Maury were removed from Monument Avenue last week and taken to an undisclosed location. A statue of Confederate President Jefferson Davis was toppled by protesters last month.A statue to Confederate General Robert E. Lee is located on state-owned property and could be removed once legal challenges to its removal make their way through court.The Stuart statue, erected in 1907, is the first monument Stoney promised would be removed following the holiday weekend.The mayor said it would cost .8 million to remove the statues. He said the money would come from the Department of Public Works and be reimbursed by a private fund.While city attorney Haskell Brown told Richmond City Council that Stoney did not have the power to remove statues, Stoney said he believed he is on sound legal ground to remove the statues using his emergency powers as the Emergency Management Director."That's in our Emergency Operations Plan. That is also the part of the governor's declaration of emergency that I'm the emergency manager," Stoney said. Rudy Giuliani just contradicted the White House and the Justice Department on a very sensitive subject: The AT&T-Time Warner deal."The president denied the merger," Giuliani, a new member of President Trump's legal team, said in an interview with HuffPost on Friday.Giuliani was seemingly trying to defend the president against any suggestion that Michael Cohen improperly influenced the administration after the revelation that Cohen, Trump's longtime personal attorney, was paid large sums of money by AT&T and several other corporate clients."Whatever lobbying was done didn't reach the president," Giuliani said, repeating a claim he made to CNN's Dana Bash on Thursday.But then Giuliani went further, telling HuffPost's S.V. Date that "he did drain the swamp... The president denied the merger. They didn't get the result they wanted."In other words: If AT&T hired Cohen to win government approval of the deal, AT&T wasted its 0,000.But the assertion that "the president denied the merger" flies in the face of everything the government has previously said about the deal."If Giuliani didn't misspeak, this is major news," former federal prosecutor Renato Mariotti tweeted Friday night. But there were persistent questions about possible political interference, especially in light of the president's well-publicized disdain for both CNN and attorney general Jeff Sessions.Still, AT&T and Time Warner executives believed the deal would receive DOJ approval, much like Comcast's acquisition of NBCUniversal did nearly a decade ago. By October, they thought the thumbs-up was right around the corner.They were wrong. In November, the DOJ went to court to block the deal, alleging that the combination of the two companies would give AT&T too much power in the marketplace.That's when questions about Trump's hidden hand really got louder. Democratic lawmakers raised alarms. So did AT&T and Time Warner. Other critics pointed out Trump's complaints about Sessions and the DOJ. Trump had recently been quoted saying "I'm not supposed to be involved in the Justice Department," adding, "I'm not supposed to be doing the kinds of things I would LOVE to be doing, and I'm very frustrated by it."But White House aides like Kellyanne Conway insisted that the White House was not interfering.The DOJ's antitrust chief, Makan Delrahim, said the same thing. He denied being influenced by Trump.In an affidavit, Delrahim said "all of my decisions" about suing to block the deal "have been made on the merits, without regard to political considerations."Ahead of the trial, AT&T and Time Warner sought discovery on any relevant communications between the White House and the Justice Department. RIPON, Wisconsin — An assistant professor at a Wisconsin college is getting national attention for the research she just published about a dog's empathy for its owner.The idea came to Ripon College's Julia Meyers-Manor when her collie tried to save her mom from a pile of pillows when she was just playing with her children.In her study, Meyers-Manor observed whether dogs would open a door if their "trapped" owner was on the other side crying or humming, and if so, how much of an effort they would make to "rescue" the person. She also recorded the dogs' heart rate variability.Meyers-Manor said dogs can "feel" your emotions. One dog named Molly rammed through the door and leaped into her owner's arms."If we're distressed they become distressed," Meyers-Manor said.The animals, however, had a hard time deciphering whether the human was being truthful."In the crying condition the dogs basically ran in, and if they did, they did it within 20 seconds," said the assistant professor.About 50 percent of the dogs rammed through the door. (AP) — A group of Democratic California lawmakers called Monday for the state to invest 0 billion to drastically reduce its carbon emissions and reliance on fossil fuels by 2030.A resolution proposed by Democratic Sen. Henry Stern would set the non-binding goal and also declare a climate emergency, citing recent devastating wildfires and the impacts of air pollution on child asthma. It comes as Democrats in Congress advocate for the passage of the Green New Deal, a massive investment in rebuilding the nation's infrastructure and workforce to fight climate change."We have to live in California, hopefully for the rest of our lives, and hopefully in a way that doesn't burn down our homes, that doesn't make our kids sick (and) allows us to get to work without losing our minds in traffic," Stern said on the steps of the state Capitol with students from eight different University of California schools behind him.The 0 billion would be spent over 12 years and come from existing pots of money, including the state's carbon emissions auction program and a gas tax increase to fund transportation projects. The resolution would say all of that money should be spent toward projects that reduce, sequester or remove greenhouse gas emissions.While Stern's resolution would not be binding, Democratic state Assemblyman Todd Gloria has introduced legislation to eliminate greenhouse gas emissions by 2030. The state's current goal is eliminating fossil fuel use for electricity by 2045 and to achieve carbon neutrality by that year, meaning the state takes as much carbon out of the atmosphere as it puts in.The goals are aggressive and ambitious even for California, a state viewed as a global leader on confronting climate change. The 2045 clean energy goal passed the 80-member state Assembly last year by just four votes, with some Democrats voting against it.Gloria's proposal would require an "immediate phase out of fossil fuels.""The emergency facing our state, our nation, our world is climate change, and don't let anybody tell you anything different," Gloria said.Stern's proposal, meanwhile, would call for the elimination of fossil fuels in the energy sector by 2030.
