UNITED NATIONS, Nov. 18 (Xinhua) -- China on Friday voiced its hope that countries concerned "will continue to appropriately address the issue" of the alleged plot to kill Saudi Arabian ambassador to the United States "through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf region."The statement came as Li Baodong, Chinese permanent representative to the United Nations, was addressing the UN General Assembly to explain the Chinese position on the issue after he abstained from voting on the draft resolution on the alleged Iranian involvement in the assassination plot."China hopes countries concerned will continue to appropriately address the issue through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf region," he said."At present, the case is highly complicated and sensitive," Li said. "Parties still have different views over the issue. Any conclusion or action must be based on comprehensive, impartial, objective and transparent investigation and substantial evidence.""Before facts are out, parties should adopt a prudent approach, refrain from jumping to conclusions, and avoid action that may complicate and worsen the situation," he said."China abstained from the vote on the General Assembly draft resolution entitled 'Terrorist Attacks on Internationally Protected Persons'," he said. PHNOM PENH, Oct. 3 (Xinhua) -- Cambodia reported on Monday that some 54 Cambodian children had been killed by dengue fever in the first nine months of this year, compared to 37 kids dying of the disease in the whole year of 2010.From January to September this year, some 12,392 cases of dengue fever had been reported with 54 children killed by the disease. The whole year 2010 reported only 5,497 cases, Ngan Chantha, director of dengue control at the Ministry of Health, said on Monday."This year's rainy season has been plagued by floods, leading to more cases of the disease," he said. "I would like to appeal to parents to let their children sleep under mosquito nets and if their kids have any symptom that is suspicious of the disease, they should urgently send them for medical attention."Dengue is caused by mosquitoes. The disease causes an acute illness of sudden onset that usually follows symptoms such as headache, fever, exhaustion, severe muscle and joint pain, swollen glands and rash.In Cambodia, the outbreak of dengue fever usually begins at the onset of the rainy season from May to October. 

SAN FRANCISCO, Nov. 11 (Xinhua) -- Facebook is close to a settlement with the U.S. Federal Trade Commission (FTC) over the charges that the world's largest social network misled users about its use of their personal information, the U.S. media reported Friday.The proposed settlement would require Facebook to get users' consent before making "material retroactive changes" to its privacy policies, said a report from The Wall Street Journal, citing people familiar with the talks.The agreement with the FTC is also expected to ripple much farther in the tech industry as more companies are developing programs to observe people's online behavior and profiting from the personal information, such as the target advertisements.With a current 800-million-user base worldwide, Facebook changed its user policy in late 2009 to disclose more of users' personal information without adequate notice, leading to a federal investigation along with mounting complaints online.On Thursday, two U.S. representatives asked the Palo Alto, California-based company to explain a February patent application, saying that it raises alarm bells about how the company tracks users on other websites.Outside the U.S., Facebook is also drawing criticism on its privacy policies in countries with strict privacy laws, such as Germany. HELSINKI, Nov.23 (Xinhua) -- Nokia Siemens Networks is planning to cut its workforce by 17,000 worldwide by the end of 2013, the company said in a statement on Wednesday in Espoo, Finland.The company said the measures are part of an extensive global restructuring program, in which it will focus on mobile broadband and services."We need to take the necessary steps to maintain long term competitiveness and improve profitability in a challenging telecommunications market," said the company's Chief Executive Rajeev Suri in the statement.Rajeev Suri called the job cuts regrettable but necessary, and said the company would provide support for individuals and communities affected by the cuts, but defended the decision on economic grounds.Nokia Siemens is aiming to cut operating expenditures by around a billion euros over two years.Some 74,000 people currently work for the Espoo-based company in 150 countries, around 7,000 in Finland. The company will announce the geographical distribution of the job cuts later on.
