BEIJING, Nov. 21 (Xinhua) -- Two Chinese Internet giants -- Tencent and Qihoo 360, apologized to Internet users after being ordered to stop their spat and officials vowed to investigate the dispute to determine whether actions by either company had broken the law. Both of the companies posted an apology letter on the company websites Sunday night.Qihoo 360 said the companies' software had resumed operation and the two sides would stop mutual accusations. This was after China's Ministry of Industry and Information Technology (MIIT) Sunday ordered the two companies to publicly apologize within five working days. The business war between the two Internet giants had triggered a public outcry.Tencent, China's largest Internet company, said on Nov. 3 that it would shut down the QQ instant-messaging service on computers installed with security software made by Qihoo 360 following a dispute between the companies.Tencent's move marked an escalation in its dispute with Qihoo 360 that began more than one month ago. The two sides have accused the other of improper business practices. On Sept. 27, Qihoo 360 accused QQ of invading the privacy of its users through scanning, monitoring and loading information with QQ doctor, a security software developed by Tencent.Following this, Qihoo 360 released a safety software called "Koukou Guard" on Oct. 29, claiming it could speed up QQ and offer more privacy to its users. However, Tencent responded by warning its users that the "Koukou Guard" caused QQ to malfunction.Tencent has 600 million registered QQ users, while Qihoo 360, China's largest free anti-virus software provider, has 300 million clients. The unfair competition between the companies, especially the move to unilaterally shut the instant-messaging service, had affected users and caused "bad social consequences", the MIIT statement said.Further, the ministry announced it would take effective measures to ensure the fair, just and orderly competition within the Internet market to protect the interests of Internet users. An on-line survey conducted by Sina.com showed about 80 percent of Internet users regarded the two giants' actions to be selfish and had harmed the interests of their clients.

GUANGZHOU, Dec. 24 (Xinhua) -- A fishing boat with at least 13 crew aboard has been missing for a week in waters off the coast of south China's Guangdong Province, authorities said Friday. The boat, registered in Yangxi County, Yangjiang City, was unable to be located at its anchoring spot in Dongping Port at 3 a.m. on Dec. 16, when other boats in the port that were taking shelter from strong winds received the boat's distress call, Yangxi County marine affairs officials said.Winds of up to 72 kilometers per hour started blowing on Dec. 15, whipping up five- to six-meter-high waves, the official said. The family of the boat's owner, Feng Zixing, reported the boat missing on Dec. 17, after private searches failed to find the boat or its crew.Feng and most of the missing crew are from the county's Lanpao Village.A search for the boat had found nothing by 7 p.m. Friday. The 28-meter-long, 5-meter-wide boat was built with steel in 2001. It was equipped with radar and walkie-talkies.

NEW YORK, Nov. 12 (Xinhua) -- China and the United States will continue to pursue the common interest without being affected by the recent changes of the U.S. political landscape, said a U.S. scholar on Friday."There is a lot of consistency in China-U.S. relations. If you look back over time, whether it is Democrats or Republicans in the Congress or in the White House, China has always been an important country for the United States. Both countries will continue to pursue the common interest," said Elizabeth Wishnick, Research Associate at Weatherhead East Asian Institute, Columbia University. She told Xinhua in an interview that it would be difficult to see major changes occurring between U.S.-China ties after the U.S. midterm elections, because both countries share so many common interests in terms of preventing the nuclear proliferation weapons and reducing the problems of terrorism, etc."Keep in mind the long-term interests we share and the long history of cooperation we have, China and U.S. will find ways to move forward and have good possibility for future cooperation," she stressed.Wishnick admitted that it is a difficult time right now for U.S. and China, because "the economy is pulling both nations in different directions and no solution has been worked out yet to resolve the pressing economic problems that divide us.""It's a challenge for us to keep focus on what can be accomplished bilaterally, instead of getting too distracted by pressing current problems. If we could have better understanding of each other's domestic concern, it will help have less confrontational dialogue," she added. She regarded Chinese President Hu Jintao and U.S. President Obama's meeting on the sidelines of the G20 Summit, as well as President Hu's coming visit in January, as good opportunities for two leaders to further deepen mutual understandings."It is a process of building trust. As long as they are able to discuss their differences, they have better chance to be able to address them more effectively," she said.
