SAN DIEGO (KGTV) — Another local man says he was shaken down by Mexican police, as Tijuana officials announced an investigation into the alleged incidents.Since January, 69-year-old Lupe Adame has been driving his truck back and forth from Escondido to Tijuana to help his friend renovate a home. On a Wednesday night in mid-June, he was returning from Tijuana, blocks from driving up to the line to cross the border, when he saw the police lights."Police car got over on my driver side and he said, 'Pull over!' ... A stunned Adame says they patted him down and emptied his pockets, including his wallet."When I looked at my wallet, I realized that this guy took my money. I said, 'You just robbed me.' At the border crossing, he reported the incident to a US Customs and Border Protection officer."She says, 'You know what, you're the third person it happened to in my lane, including someone who was robbed of 0,'" said Adame.On Thursday, ABC 10News reported on a similar account from Tom, a San Diego retiree who says he was also shaken down several weeks ago by Mexican officers, officers who explained their COVID-related motive."They're just going to pull over Americans and take whatever money they have because the people in Tijuana are hurting really bad because the border is closed," said Tom, who asked us not use his real name.Since March, non-essential travel has been banned by both governments to limited coronavirus infections.In a statement, a spokesperson for the city of Tijuana called any shakedown, "an evil act," while announcing they will investigate "to apply the corresponding sanctions."The State Department tells 10News they are monitoring the situation, but declined further comment on any investigation. 2412

SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this. SAN DIEGO (KGTV) — Boulevard Fitness in University Heights has closed its doors following a letter from the city threatening expensive fines and to force the business to close.The gym stayed open in the face of local coronavirus-related restrictions on indoor activities for fitness centers for more than a month, according to a letter from City Attorney Mara Elliott."To date, evidence we have reviewed shows your business has been out of compliance for more than 45 days. If our office chooses to remedy the violation by pursuing an unfair business practices action, you and your business could be subject to fines of ,500 a day for each violation and orders to close," Elliott's letter on Tuesday stated.RELATED: Businesses to begin outdoor services at San Diego parksIn a letter sent to the gym's members on Wednesday, Boulevard Fitness said it has temporarily closed "due to current fiscal situations.""We are not sure when this closure period will end but we will be [sic] continuously monitor this and update you when appropriate," the gym's letter read. "However, we are working closely with our legal counsel to get in compliance with public health orders so that we can open up again soon."Boulevard Fitness owner Shawn Gilbert told ABC 10News back in July that staying open is a matter of survival."I took a huge financial hit in May. Money out of my pocket that's never coming back. We have bills to pay, we have rent to pay,” Gilbert told ABC 10News. This is reportedly the first case of its kind referred to the City Attorney's office."For more than a month, Boulevard Fitness ignored the county's orders to stop endangering the health of its members and the public. My office stepped in and got quick compliance the same way we did with the Banker's Hill party house -- by laying out the fines and penalties we could seek if they continued breaking the law, " Elliott said.
