It is a county-approved program that is supposed to help you pay for energy efficient home improvements, but some homeowners blame the program for big tax increases they cannot pay. At least three homeowners who received financing through the PACE (Property Assessed Clean Energy) program say they were misled. The PACE program allows you to pay for home improvements, like solar panels, through your property taxes.  Maria Silva said her Del Cerro home is her life. “It’s very important… it’s my home for 28 years,” Silva said.  It is a home she is in danger of losing. Silva said it started with a man coming to her doorstep about two years ago. Silva said he offered a deal on home improvement projects like double pane windows.  At first, she said no. However, she said the salesman was persistent. For Silva, it was more than a money problem.  She is legally blind. She wanted to wait for her son.  “He told me well, this promotion ends,” Silva said of the salesman.  She said she told the man she was visually impaired, but he told her not to worry and he “was going to read everything for [her].” She did not want to miss out on what she thought was a good deal. At the time, Silva said she was told she would be paying no more than ,000 a year. Silva said she understood the payment would be going on her property tax, but when she got the bill, it showed an increase of more than ,000 this year.  “It seems very predatory,” said her son, Allan Silva.  On top of that, Allan Silva says the company who upgraded their air conditioning unit never removed the old one like promised. “It kind of seems like some shady things happened to my mom,” Allan Silva said. Carolyn Reilly with Elder Law and Advocacy has heard of deception with this program.  “They're telling them it's a free product, it's a free government program,” Reilly said. Reilly said loans are approved for seniors on fixed incomes who cannot afford them and she’s handling many cases from the elderly who say financing was not explained.  “They're desperate because at some point, it's going to lead to foreclosure for them,” Reilly said. One Poway woman, who did not want to use her name, said she wound up with a ,000 bill added to her taxes. She said A1 Solar sold she and her husband on solar panels, but she had no idea a lien would be placed on her home in addition to increased taxes. She also alleges that her husband was not the one who signed the documents. “I was not happy with the salesman coming in and going to the computer and signing Jim's name to the documents. I don't think Jim fully understood what was happening,” she said. Her husband, Jim, is dealing with numerous medical issues. Michele Glen is their caretaker and also signed on with A1 Solar. Team 10 examined the contracts, which say the amount would be added to the homeowner’s property tax. However, Glen said the salesman “rushed [them] through it.” “He says, everything is fine,” Glen said.  Team 10 called the salesman they say went to their home. He said he had nothing to do with A1 Solar and hung up before Team 10 could ask any more questions. According to the Contractors State License Board, A1 Solar’s license was suspended for multiple complaints, including misrepresentation to obtain a contract. A lawyer who worked for the company says A1 Solar is now out of business. San Diego County Supervisor Dianne Jacob said the PACE program has generated about 0 million in projects and has created thousands of jobs. She has received a few complaints, but believes overall, the program is working. “Frankly, if there are bad apples in the barrel, you need to get them out of the barrels,” Jacob said. She told Team 10 the county will continue with the PACE program because overall it has “been very helpful to a lot of people.” Experts at the Approved Home Pros, a contractor’s association, say the PACE program can be a good fit for some homeowners, but it is important to be educated before committing to it.  Recently, Governor Brown signed legislation that aims to provide more oversight and strengthen consumer protections with the PACE program.     4297

It's Hispanic Heritage Month.Sites like Yelp and Nextdoor are encouraging people to support Hispanic-owned businesses in their communities.This week, Yelp launched a tag that allows businesses to mark themselves as Latinx-owned.Nextdoor is teaming up with the group We Are All Human to provide resources to Hispanic-owned small businesses. They'll also provide free advertising during the month.The U.S. Hispanic Chamber of Commerce represents more than 4 million Hispanic-owned businesses. It says Latino business owners have been hit particularly hard during the pandemic and need support.Many have limited relationships with banks and are in neighborhoods considered “challenging” to lend to. Many were left out of the Paycheck Protection Program.“In round one, we saw many Latino-owned businesses were really largely left out of those opportunities,” said Ramiro Cavazos, President of the U.S. Hispanic Chamber of Commerce. “Half of our businesses have banking relationships. If you did not have a bank relationship, many of them were shut out.”On average, Hispanic-owned businesses only have about 27 days’ worth of capital reserved. A quarter of them have had to close, at least temporarily, since the pandemic began.“Our Latino-owned businesses provide jobs for our community,” said Cavazos. “They also pay taxes and make investments in their community. INDIANAPOLIS -- Ninety minutes after Tonya Holtgrave dropped her dog, Titan, off at Barkefellers on the west side, the doggy daycare called to tell her that Titan appeared to be injured.Holtgrave said they told her that they weren't sure what happened, but she needed to take him to a veterinary hospital immediately."I was just shocked when they called me and said he was hurt, and it's kind of been a shock ever since," she said.According to medical records, Titan fractured his tibia in both legs."They let my dog get hurt," Holtgrave said "That's negligence on their part, not mine."She said the vets told her Titan will need an expensive surgery. She wants the company to help pay for it."I just can't afford that right now, ,000 for surgery," Holtgrave said. "I am already out over ,000 just in all of these vet bills and stuff, and his medicine."Barkefellers said they checked their surveillance cameras and did not see any point where the dog might have gotten injured under their care. Holtgrave said she had Titan's vet call the facility. The manager said they can't pay for anything unless they have proof that Titan was injured on their property."The other vet had already told him it was a traumatic injury, that he didn't walk in there with two broken legs," Holtgrave said.The owners of Barkefellers said they will help pay for the medical bills once they have their own vets review the records and X-rays themselves, and get the proof they need to make sure this injury happened there. 1518

INDIANAPOLIS -- A second threat was made to Noblesville High School in addition to the active shooter at Noblesville West Middle School, police confirmed Friday.Noblesville Police Chief Kevin Jowitt confirmed the threat to the high school at an 11 a.m. press conference on the situation at the middle school.MAIN STORY | Two shot at Noblesville West Middle School“We’re also aware of a secondary threat that has been made to Noblesville High School," Jowitt said. "We have multiple officers and a command post established at Noblesville High School there who are diligently ensuring the safety of students and staff there. The juvenile was taken to Riley Hospital for Children. In hospitals, one bacterial species is becoming increasingly tolerant to the alcohols used in hand sanitizers, according to research published Wednesday in the journal Science Translational Medicine.Globally, hospitals use isopropyl or ethyl alcohol-based disinfectants, such as hand rubs, to prevent patients from becoming sick from many germs. These are the same active ingredients found in hand sanitizers available for personal use and at schools -- but that doesn't mean people should give up on them.The bacterium Enterococcus faecium resides in our guts, but if encountered in a hospital, it can cause various complicated infections affecting the abdomen, skin, urinary tract and blood. This particular bug is a member of the Enterococci family, which ranks as the fourth and fifth leading cause of sepsis, a life-threatening bloodstream infection, in North America and Europe, respectively.Many hospital-acquired infections have decreased or been kept in check by Australia's strict hygiene practices that rely on alcohol-based hand sanitizers. Yet drug-resistant E. faecium infections have increased in Australian hospitals over time, according to the study authors.This alarming pattern prompted them to investigate whether E. faecium might be developing resistance to the alcohols used in hand rubs. 1343
