CHENGDU, Dec. 5 (Xinhua) -- A spreading grassland fire in a mountainous Tibetan region in southwest China proved deadly when it trapped soldiers and local residents trying to put out the blaze. By Sunday night, at least 22 have been killed and three severely burned, local officials said.The wild fire was raging through a grassland atop a plateau some six kilometers from the county government seat in Daofu County, Tibetan Autonomous Prefecture of Garze, Sichuan Province. About 500 mu (33.3 hectares) of the grassland has burned, while 200 mu (13 hectares) is still on fire, a source with local fire-fighters told Xinhua."The fire line stretches several kilometers long. As it darkens at night, most fire-fighters have retreated to the camps." Yang Hao, a senior local fire-fighting official told reporters. "However, we are still closely monitoring the situation."Prairie fire is seen in Daofu County in southwest China's Sichuan Province, Dec. 5, 2010. Sichuan Governor Jiang Jufeng led a work-team to Daofu, some 580 kilometers from provincial capital Chengdu, late Sunday night. An emergency medical team is also the en route to Daofu from Chengdu.Local officials said the grassland fire broke out at noon on Sunday and was brought under control at about 3 p.m. However, gusting winds boosted the flames and trapped people fighting the fire.Of the 22 fatalities, 15 were soldiers, two were workers with the grassland administration while five others were local civilians, officials said. Three of the severely injured have been rushed to hospitals.Gusting winds ebbed anew late Sunday night, providing favorable conditions to put out the flames, fire-fighters said.

MOHE, Heilongjiang, Jan. 2 (Xinhua) -- Some 42,000 tonnes of crude oil had as of 5:48 a.m. Sunday flowed through an oil pipeline linking Russia's far east and northeast China, 24 hours after the pipeline began operating, a spokesman for the Chinese operator of the pipeline said.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China at Mohe and terminates at northeast China's Daqing City.A total of 1.32 million tonnes of oil is scheduled to be transported to China through the pipeline in January, said a spokesman for Pipeline Branch of Petro China Co., Ltd. (PBPC), the operator of the Chinese section of the pipeline.The 1,000-km-long pipeline will transport 15 million tonnes of crude oil from Russia to China per year from 2011 until 2030, according to an agreement signed between the two countries. Some 72 kilometers of the pipeline is in Russia while 927 km of it is in China.

BEIJING, Nov. 19 (Xinhua) -- Chinese ministries and local governments have coordinated efforts to combat price hikes by increasing grain supplies, clamping down on speculation and offering subsidies, as the central government has growing concerns about rising inflation.In a move to head off price hikes, the State Administration of Grain will increase sales of grain supplies to meet the public's needs and stabilize market prices, the agency said in a statement posted on its website Friday.Additionally, it will sell a set amount of cooking vegetable oil and soybeans from government reserves beginning next week, in addition to the weekly sales of wheat, rice and corn that has already begun, the statement said.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, it added.The statement said the move was designed to protect farmers' interests and maintain moderate prices in the grain market.Further, the Ministry of Agriculture announced Friday that it will work to add 8 million mu (0.53 million hectares) of planting areas for vegetables and 2 million mu for potatoes to stabilize agricultural production and increase vegetable supplies during the winter.Also, Zhou Bohua, head of the State Administration of Industry and Commerce, said the administration will "seriously" work to prevent the hoarding of agricultural products, forcing up prices and other speculative practices.These measures echoed the central government's call to tame price rises.China's State Council, or the Cabinet, on Wednesday announced price control guidelines to reassure consumers facing rising inflation.The efforts mainly included imposing temporary price controls on important daily necessities and production materials when necessary, and urging local authorities to offer temporary subsidies to needy families.In addition, the government will work to ensure market supplies and strengthen market supervision.Local governments also unveiled specific measures intended to help people pressured by the higher cost of living.
