SAN DIEGO (CNS) - The San Diego City Council voted unanimously today to support Mayor Kevin Faulconer's plan to expand outdoor dining and retail options during the COVID-19 pandemic.The vote follows Faulconer's July 7 executive order that waived requirements for the temporary use of sidewalks and private parking lots as outdoor dining and retail venues to increase space for physical distancing.Tuesday's vote allows businesses to use adjacent on-street parking to operate while also waiving a majority of permitting fees.``Our local restaurant and retail owners have shown incredible resolve and resilience throughout this pandemic. Many of those small businesses have been among the hardest hit and San Diegans are ready to support them safely and responsibly,'' Faulconer said. ``The response we've seen to outdoor dining has been overwhelmingly positive, and this ordinance opens up so many more options for our small businesses as they work hard to rebound and recover.''The plan is expected to impact up to 4,000 restaurants in San Diego that employ more than 55,000 individuals.Previously, securing an outdoor sidewalk cafe permit could cost businesses more than ,000 and take several months to process. SAN DIEGO (CNS) - The San Diego City Council's Public Safety and Livable Neighborhoods Committee unanimously voted Wednesday to send a suite of proposed regulations on dockless scooters to the full council.Mayor Kevin Faulconer introduced the regulations Oct. 18 after the city spent months wrestling with how to both ensure public safety and allow dockless scooter companies like Bird, Lime, and Razor to continue operating in San Diego.Faulconer's proposal would mandate that scooter companies limit the maximum speed of scooters in high-traffic areas of the city, send monthly data reports to the city detailing things like parking and trip information, educate riders on local traffic laws, and indemnify the city for liability for riders injured within city limits. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer announced Monday he has directed city staff to delay full enforcement of parking regulations until Oct. 1, to provide more support for residents impacted by COVID-19.Parking enforcement has been limited to holiday or Sunday regulations in San Diego since March 16. During that time, the city has suspended citations for vehicles violating street sweeping parking restrictions, metered parking, time limits and yellow commercial zones. Citations have continued to be issued for vehicles parked illegally at red, white and blue painted curbs.Previously, restrictions had been scheduled to return on July 1, Aug. 1 and Sept. 1, but the ongoing pandemic has prompted a delay each time.According to Faulconer's office, before March the city processed an average of 42,000 parking citations per month. In April, the city issued 1,704 parking citations for violations of the holiday or Sunday regulations.Restarting parking enforcement is seen as one small step toward restoring San Diego's economy by allowing for increased turnover of customers in business districts, Faulconer has said. But extending limited enforcement of parking regulations will provide additional relief for residents impacted by COVID-19 shutdowns."We know many San Diegans are facing financial hardship during this difficult time, and the last thing we want to do is add another burden like having to pay for a parking ticket," Faulconer said. SAN DIEGO (CNS) - San Diego County had the fourth-most homeless residents in the U.S. this year, according to a report released Monday by the U.S. Department of Housing and Urban Development. San Diego County's data was taken from the 2018 Point in Time Study, completed Jan. 26. The region had an official count of 8,576 homeless residents during the three-hour window in which the count took place, behind Seattle/King County in Washington, Los Angeles County and New York City, which topped the list with 78,676 homeless residents. According to the report, roughly 5,000 members of San Diego's homeless population are unsheltered, living on the street, in a vehicle or in a hand-built structure such as a tent. Another 3,500 homeless residents were sheltered at the time of the study, living in emergency shelters, safe havens and transitional housing. The county's count could be higher than 9,000 homeless residents, however, because the San Diego Regional Task Force on the Homeless did not count residents in recreational vehicles and some residents in shelters. County officials and homeless advocates believe the actual homeless population could total as high as 9,220, but the true count has remained opaque since the task force, which oversees the Point in Time County, announced the error May 31. Overall, California leads all other states with 129,972 homeless individuals, followed by New York at 91,897. At the time the counts were completed in January, California laid claim to 24 percent of the country's total homeless population. Combined with New York, Florida, Texas and Washington, roughly half of the country's homeless population was clustered in five states. Homelessness in California has declined in recent years despite the robust total. The state's homeless population fell by 1,560, or 1.2 percent, from 2017 to 2018 and 9,014, or 6.5 percent, from 2007 to 2018. SAN DIEGO (CNS) - Police today were investigating the death of a man found lying in the middle of a Rancho Bernardo road.Dispatchers received a call about 11:55 p.m. Thursday from a person who reported seeing a person down in the road near the intersection of Cresta Drive and Sonora Road, just south of Rancho Bernardo Road, San Diego police Sgt. Michael Stirk said.Firefighters responded to the area, found the man and pronounced the victim dead at the scene, Stirk said.Investigators were attempting to determine if the man was hit by a car or suffered a medical emergency, Stirk said.The San Diego County Medical Examiner's Office was called to the scene and will perform an autopsy to determine the cause of death.Anyone with information regarding the death was asked to call San Diego County Crime Stoppers at (888) 580-8477. 839
