CHULA VISTA (KGTV) -- Talk about setting the academics bar high.An unexpected message sent to families of Rancho del Rey Middle School in Otay Ranch Wednesday night left about 2000 students trying to explain why they were required to attend Saturday School.("Could you describe the ruckus, sir," was probably said.)The school blitzed automated phone messages, texts, and emails alerting parents or guardians to have their child at school 8 a.m. Saturday morning for a half day of study."A teacher will come out to greet your student and escort them to a classroom, they are released at 12pm. Students should bring school work or reading materials for a 4 hour period of study," the message said.The school, which broadcast the messages to every registered family at around 5 p.m., confirmed about five hours later that the barrage of alerts was an error. "Earlier today a message about Saturday School was sent to all students. Please disregard the message, it was meant for a select group of students that needed to attend," said Rancho del Rey Middle School Assistant Principal Michael Govea.Since the school offices were closed when the messages were sent, nobody was around to answer calls from anxious families. In the span of that radio silence, trepidation across the student body prompted people to search for answers on Facebook."A few of my son friends received a notice for Saturday school from rancho del Rey middle. These kids are good student with no absences. Any parent receive a message about Saturday school?," one parent posted on a Facebook community page."I hope they send another message out saying it was a mistake or they are going to have a huge drop off on Saturday morning for Saturday school lol," another parent wrote.While the epic Breakfast Club summit won't take place, the school is requiring at least some students to be at campus this weekend. (KGTV) -- A Hazmat crew was called to a propane leak at a home in Chula Vista Tuesday night. Crews at the scene tell 10News that a food truck parked in the driveway of the home was leaking propane. Initially the plan was to jack the truck so crews could access, but they were unable to do so. They're now planning to safely light off the propane until it burns off. At this time one home has been evacuated, others may be evacuated soon. *This is a developing story. 10News will continue to update as details become available.  595

CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. (CNS) - The body of a woman who apparently had been shot to death was found Wednesday in a patch of shrubbery near the Otay River.A passer-by made the discovery in a field behind a Smart & Final store in the 3100 block of Main Street in Chula Vista about 6:30 a.m., according to police.Preliminary evidence at the scene -- notably, spent shell casings -- indicated that the woman, whose identity was not immediately available but police described her as a Hispanic woman in her 20's, was slain, Lt. CHULA VISTA, Calif. (KGTV) -- The Chula Vista City Council Tuesday approved a number of items to help people struggling during the COVID-19 pandemic. The city’s eviction moratorium was extended until at least July 31, giving renters relief if they cannot make their monthly rent payments.The council also approved a .5 million small business grant program to reimburse businesses for losses caused by the closures during the pandemic. The money comes from the federal government. Businesses can apply for the grant on the city’s website and must meet certain criteria. Some of the requirements include having less than 10 employees, being independently owned and not being an essential business.For businesses along Third Avenue, the relief is welcome. Chula Vista Brewery has moved their business outdoors and continued curbside pick-up to stay afloat during the pandemic.In a move to expand outdoor dining, Chula Vista’s council approved a permitting process to allow businesses on Third Avenue to expand into the public right of way, with social distancing and ADA compliance. This will allow for things like sidewalk and curb cafes.The city also authorized the closure of a portion of Third Avenue to traffic.
