SAN DIEGO (KGTV): In the wake of Starbucks and Disney doing away with plastic straws, environmental groups in San Diego want the city to do the same.The Surfrider Foundation is sponsoring a proposal that the San Diego City Council will vote on in September to require restaurants to only offer straws to customers who request them, instead of giving them out with every drink.They're also pushing for a ban on Styrofoam take-out containers.Natalie Roberts-Decarli, the Interim Executive Director of I Love a Clean San Diego, says her group wants people to be more conscious of the waste they create in their daily lives."Straws kind of fly around easily, they blow away easily, and they're not able to be recycled," she says. "So they end up in our landfills or just litter."At one ocean clean up event last year, I Love a Clean San Diego found 6,000 straws on the coast in just a few hours. Roberts-Decarli says plastic straws are always in the top ten items of trash they find."There's no perfect answer right now. Everyone is still trying to work together to come up with the best solution," she says.Many local restaurants have already taken that step. According to Surfrider, more than 100 restaurants in San Diego County are certified as "Ocean Friendly," meaning they follow a list of criteria for recycling and avoiding plastic. The full list is on their website.Marketing analysts say changes from big companies like Starbucks and Disney mean this will likely spread and expand."It raises the consciousness of consumers and it sets rising expectations in consumers," says Heather Honea, the Chair of San Diego State University's Marketing Department in the Fowler School of Business."By people banning it and having discussions about whether it's bad or good or what does it mean, how does it affect them, it creates top of mind salience that changes people's perspectives on things because they become aware of the topic. And for a moment, they think about it, ponder it and reconcile how they think about it," she says.Environmental groups say making the change would be easy for consumers, who could carry reusable straws in their purses or car glove compartments. They compare it to the reusable grocery bag change that happened in San Diego over the last few years.However, not everyone supports the idea. Some warn that the ban could be discriminatory against people with disabilities, many of whom require straws. Others say it would make it harder for senior citizens or parents of young children. 2537

Homeowners in many San Diego neighborhoods said it is about some regulation is enforced. But homeless advocates called it a human rights violation. 10News met with two "van-lifers," as they called themselves. One of them was 39-year-old Jason Thorwegen. He said he is a Southern California native, who has been homeless since childhood."I started being homeless at the age of 8 years old," Thorwegen said. He admitted, it has not been easy, and that he is not perfect. But he never thought he would be in trouble, while trying to stay out of trouble, inside his van. Tuesday night, San Diego City Council approved the updated the Vehicle Habitation Ordinance, after residents complained about health and safety. "People who live in my neighborhood are defecating and urinating on the street, I see it. and I live it," one lady said at the Council meeting Tuesday.RELATED: San Diego City Council passes restrictions on living in vehiclesStarting Wednesday, living in a vehicle is illegal on city streets between 9 pm and 6 am unless parked in a designated Safe Parking Zone. "It's kind of disheartening, to be honest, to see that it's not as comprehensive as it could have should have been," Teresa Smith said. Smith runs the non-profit organization, "Dreams For Change," which provides 60 safe parking spaces throughout the city. The city currently has 120 spaces, with plans to offer more this year. "Even though as much as they try to say it was not around criminalization, I do not see how it is not," Smith said.10News also spoke to "van-lifer," Maria Ennis. She plans to get the ACLU on her side, to fight that the untimely law, is a human rights violation. "If they are making more parking lots, why don't they make the parking lots first? And then try to make that law?" Ennis asked.Thorwegen said the new lots would not change his lifestyle."I have anxieties that prevent me from living inside," Thorwegen said. He said he has non-combat-related PTSD and other illnesses. That is why started "Van for a Plan."The Go-Fund-me campaign asks people to donate old vans. He then converts them to be provided to clean, homeless veterans. "We want them to do the work, and that way, they can earn the vans," Thrrwegen said. He is working on his second van now. San Diego (KGTV)- Heart- pounding moments for visitors at the San Diego Zoo Safari Park. Powerful gusts tossed riders on the Balloon Safari from side to side. Riders on the balloon held on tight during the gusty landing. “There were some points where the basket was almost tipped completely sideways,” says Jordan Lapidot, who was visiting the park with her family yesterday afternoon. “I have this image in my mind of this guy, and he’s grabbing the outside of the cage as they get just thrown.”The San Diego Zoo Safari Park says the balloon has a long cable in the middle of the cage that safely brings it down from the sky. That cable never broke during the windy ride. “They were trying to get it down as quickly as possible,” says Lapidot. The Safari Park tells 10News if the wind reads over 29 miles per hour they will shut the ride down. They sent us a statement about the incident, saying in part: “As the sudden storm arrived and winds picked up, some operations at the Park, like Balloon Safari and Flightline were closed to public use.”No one was hurt while on the ride. 1090

SAN FRANCISCO (AP) — A woman was drunk when she drove her large family off a Northern California cliff last month and her wife and several children had large amounts of a drug in their systems that can cause drowsiness, authorities said Friday.Police had previously said they believed the Hart family died in a suicide plunge from a scenic overlook. The crash happened just days after authorities in Washington state opened an investigation following allegations the children were being neglected.Preliminary toxicology tests found Jennifer Hart had an alcohol level of 0.102, said California Patrol Capt. Bruce Carpenter. California drivers are considered drunk with a level of 0.08 or higher.Toxicology tests also found that her wife Sarah Hart and two of their children had "a significant amount" of an ingredient commonly found in the allergy drug Benadryl, which can make people sleepy. Toxicology results for a third child killed are still pending, Carpenter said.Carpenter said none of the car's occupants were wearing seatbelts.Sarah and Jennifer Hart and their six adopted children were believed to be in the family's SUV when it plunged off a cliff in Mendocino County, more than 160 miles (250 kilometers) north of San Francisco.Authorities have said data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said."We believe that the Hart incident was in fact intentional," he said.Carpenter said the family stopped in the small town of Naselle, Washington, about 80 miles (128 kilometers) northwest of their Woodland, Washington, home, during their drive to the California cliff. But investigators are still trying to determine why they stopped in Naselle, which added an hour and a half to their trip, and whether they contacted anyone. Naselle is near U.S. Highway 101, a popular, scenic route along the coast.Five bodies were found March 26 near the small city of Mendocino, a few days after Washington state authorities began investigating the Harts for possible child neglect, but three of their children were not immediately recovered from the scene.Two more are missing and another body has been found but not identified.The 100-foot (31-meter) drop killed the women, both 39, and their children Markis Hart, 19; Jeremiah Hart, 14; and Abigail Hart, 14. But after spending two weeks with the family Argyropoulos said she noticed kindness, love and respect for the children was largely absent. SAN DIEGO (KGTV)- Hospitalizations related to COVID-19 continue to increase across San Diego County.The county’s latest numbers show 458 patients hospitalized, while 178 are in the Intensive Care Unit.“It is not quite what we’re seeing in Florida and Houston, but we are seeing an increase for sure,” said Dr. Julie Phillips, the medical director of Sharp Grossmont’s Emergency Department.“Almost every ER in the county has their tents set up, and they never took them down despite us not needing to utilize it for a number of weeks, if not even about six weeks, then starting last week it is back in use,” said Phillips.Currently, Sharp Grossmont has 27 hospitalized COVID-19 patients, while Sharp Chula Vista has 44, and Sharp Memorial has 29.Phillips said most local hospitals are well equipped to handle the surge.“All of us have staffed up beds by 150 percent awaiting for this,” she explained. “We know a lot more; we feel better about knowing how it’s transmitted, we feel better about our PPE, especially our N95 masks. Flattening the curve gave us time to get what we needed ready to go, so now we’re ready.”On Friday, Scripps Health reached a single-day all-time high number of hospitalized COVID-19 patients.At its five locations, a total of 126 people were hospitalized. Earlier that week, the number was still in the 90s.Both Scripps Mercy in San Diego and Chula Vista had 38 patients hospitalized at each facility.The numbers were the highest for a single day since the pandemic began.Infectious disease specialist for UCSD Health, Dr. David Pride, tells 10News UCSD’s hospital system is also seeing an increase.“Going back to early June, we admit between 1 and 6 new patients per day. The rolling average is a bit higher the last couple of weeks,” said Pride via email. “We are operating near our capacity, but largely because we accept outside hospital transfers readily who need a higher level of care than their hospitals can provide. We still maintain surge capabilities, so we could admit many more patients should the situation get more dire.”A spokesperson for Palomar Health said they had seen an increase in patients in the last couple of weeks, but still have plenty of capacity.Kaiser Permanente has also seen a recent rise in COVID-19 related hospitalizations.The following statement was sent to 10News.“Consistent with other San Diego County hospitals, Kaiser Permanente has seen a recent rise in COVID-19-related hospitalizations.
