SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. The park took shape in 2003, according to the lawsuit.Montoya and other neighbors say there was not enough drainage put in, sending water running down the five-foot berm every time it rains.A storm in December 2018 left many stranded, including Ricky Vasquez, who was trying to pick up his one-year-old son."Other cars were stuck in the middle of the street because the water was so high," said Vasquez.Neighbor Pastor Nicolas Martinez said his home flooded, ultimately costing ,000.Montoya was fed up."San Diego's America's Finest City for some but not for all because I've got documentation for over 30 years for asking for help for this situation that they've created and I'm just ignored," said Montoya.He went to attorney Evan Walker, who said his team found one of the two storm drains at the park "is not connected to any sort of system despite the city's own plans to connect them to the system."Montoya hopes the lawsuit causes the city to step up.10News reached out to the City of San Diego who said they could not comment on ongoing litigation. 2211

SAN DIEGO (KGTV) — San Diego's most popular hiking spots may become a little easier to get to — before the hike up, that is.County planners will consider whether to purchase about 84 acres of land from the Taylor Family Trust to help construct a parking lot on State route 67 to help hikers access the trail head.Currently, hikers and runners park along SR-67 and on surrounding neighborhood streets and run or hike along the highway and private or state-owned lands to access the county's utility road that leads up to the popular North County landmark."The most popular route to Potato Chip Rock is currently accessed by hikers parking on the shoulders of SR 67 and on nearby neighborhood streets, which poses safety concerns. Non-Poway residents must also pay to park on the weekends.From the Ramona side, the hike up is about four miles round trip.The county already owns 18 acres that is landlocked and can't be accessed directly. The 84-acre plot could provide access to the county land and allow for off-road parking, the board says.The plot of land would be large enough for parking to serve those accessing the eastern route of Mount Woodson as well as the county road up to the rock. SAN DIEGO (KGTV) — Several residents have reported receiving calls from San Diego Superior Court demanding money for pending court cases or face arrest.The scam has been reported by several members of the county Hispanic community, according to court officials. The caller says the potential victim has a pending case and that they must deposit money into a bank account or an arrest warrant will be issued.Scammers are using software to mask their number, so the ongoing calls will display the official court phone number in Caller ID."The Court would like to remind the public that it will not demand money over to phone to clear up cases or dismiss any warrants. When in doubt, immediately hang up and call the Court on your own," a release from San Diego Superior Court said.Law enforcement officials also recommend hanging up and calling authorities if scammers become aggressive over the phone. 908

SAN DIEGO (KGTV) — Several North County residents felt their homes and businesses rattle briefly after a loud boom Friday.The noise and shaking were reported at about 1:30 p.m., according to San Diego Sheriff's Department. Deputies in the North County received calls from Vista about the noise. 10News also fielded several calls from Oceanside and San Marcos over the incident.USGS did not register any major earthquakes in the region Friday, according to the agency's website. At about 1:31 p.m., USGS recorded a 1.6-magnitude earthquake with a depth of about 5 miles in the Ocotillo Wells area, about 100 miles east of Oceanside.Camp Pendleton was scheduled to perform exercises involving mortar fire and high explosive munitions, according to a noise advisory statement, and finish its Exercise Iron Fist training alongside Japanese armed forces on base Friday. However, a spokesperson for Camp Pendleton told 10News the base was on normal operations Friday.The base's website advises that, "depending on atmospheric conditions, the sound of the explosions may be amplified and heard up to 50 miles away." SAN DIEGO (KGTV) — San Diego Police say a man has died after an officer-involved shooting in the City Heights area on Thursday.SDPD officers responded to reports of a man with a gun in the 4200 block of Menlo Ave. at about 4 p.m., according to SDPD Lt. Matt Dobbs.Police say two women were driving in the area when they were confronted by a man with a handgun."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to a SDPD news release. The women drove away and then called 911.Officers arrived to find the man and demanded he drop the gun. 612
