He has more than 37 years of local government finance and management experience. He was previously San Diego's COO from 2008-2013 and the city's chief financial officer from 2006-2008 and 2012-2013. SAN DIEGO (CNS) - Power outages left tens of thousands of homes and businesses across San Diego without electrical service Tuesday.The first of the two blackouts began for unknown reasons about 11:15 a.m., affecting Fort Rosecrans, Lindbergh Field, Marine Corps Recruit Depot, the Midway area, Mission Bay, Ocean Beach, Pacific Beach, Point Loma and Sunset Cliffs, according to San Diego Gas & Electric.In all, the outage left about 13,000 utility customers without electricity, SDG&E reported.Repair crews had power restored to all the affected areas as of 12:30 p.m., according to the utility company.About 90 minutes later, another outage took place to the east, knocking out electrical service to roughly 8,300 addresses in Balboa Park, Center City, Chollas Creek, City Heights, Golden Hill, Normal Heights, North Park, Oak Park and University Heights, SDG&E reported.The utility predicted restoration of power to those neighborhoods by late afternoon. 976

SAN DIEGO (CNS) - The San Diego Police Department conducted a bicycle and pedestrian safety enforcement operation Monday from 10 a.m. to 6 p.m. Officers focused on enforcing safety laws involving motorists, bicyclists and pedestrians in the Northern Division, which includes Clairemont, Mission Beach, Pacific Beach, La Jolla and University City. They looked for drivers who were speeding, making illegal turns, failing to stop for signs and signals, failing to yield to pedestrians in crosswalks, or any other violations. They also searched for pedestrians who crossed the street illegally or failed to yield to drivers who have the right of way. Pedestrians should cross the street only in marked crosswalks or at intersections. Police have investigated several collisions involving bicyclists and pedestrians during the past three years. In 2013, California had 701 pedestrian deaths, accounting for more than 23 percent of all roadway fatalities. The national average is 15 percent. Police say drivers should follow these safety tips:- Look out for bicyclists, pedestrians and scooter riders, especially at night or in bad weather.- Slow down and be prepared to stop when turning or entering a crosswalk.- Stop at the crosswalk stop line to give drivers in other lanes an opportunity to see, and yield to pedestrians.- Be cautious when backing up.- Share the road with bicyclists.- California law requires at least three feet of clearance when passing a bike rider.- Look for cyclists before opening a car door or pulling out from a parking space.- Yield to cyclists at intersections and as directed by signs and signals.- Watch out for bike riders when making turns.Tips for pedestrians:- Cross at crosswalks or intersections, and obey signs and signals.- Walk facing traffic.- Don't text or talk on a cell phone while walking.- Make eye contact with drivers as they approach.- Wear bright clothing during the day and reflective materials, or use a flashlight, at night.- Look left-right-left before crossing a street.Tips for scooter riders:- Wear properly fitted helmets.- Riders are considered vehicle operators; they are required to obey the same rules of the road as other vehicle operators, including obeying traffic signs, signals, and lane markings.- When riding a scooter in the street, cyclists must ride in the same direction as traffic.- When riding at night, scooter riders are required to have a front light and a red reflector to the rear- No passengers are allowed on any scooter. SAN DIEGO (CNS) - The Port of San Diego's Board of Port Commissioners announced its approval Thursday of a 15-year extension for the San Diego Symphony Association's lease at Embarcadero Marina Park South. The lease, approved Wednesday, includes three 10-year options and one five-year option, allowing the association to lease the park for up to 50 years. The association currently uses the park land for its Bayside Summer Nights concert series, which it started in 2004. The concert series is held on a temporary stage that is assembled and disassembled each year. Later this year, the association hopes to break ground on the Bayside Performance Park project that would include construction of an open-air performance venue with seating for 10,000 as well as various improvements to park features like benches and basketball courts. The new venue also would serve as the permanent location for Bayside Summer Nights. ``The San Diego Symphony is investing a minimum of million in improvements, including many public amenities and better performance facilities, creating a new, year-round attraction on the San Diego Bay waterfront,'' Board Chairman Garry Bonelli said. ``We're confident concert-goers will love the improved access and state-of-the art stage and sound system, and bayfront visitors will love the new and improved part.'' The stage will be designed by London-based company Soundforms, according to the association. The stage will be feature an acoustically engineered shell made of tensile white fabric and will complement the look of the nearby San Diego Convention Center. The venue will remain open to the public year-round as part of Marina Park South. ``I want to recognize the incredible partnership that has existed over the past four-and-a-half years between the Port of San Diego, the California Coastal Commission and the San Diego Symphony Orchestra,'' San Diego Symphony CEO Martha Gilmer said. ``The work we have accomplished together to create and activate a public performance park will be transformative and have lasting impact to San Diego residents and visitors.'' Kamala Harris questioned U.S. Customs and Border Protection Commissioner Kevin McAleenan on the economic fallout of last month's nearly six-hour closure of the San Ysidro Port of Entry during a Senate Judiciary Committee hearing Tuesday in Washington, D.C. CBP fully closed the San Ysidro Port of Entry to vehicles from 11:30 a.m. to around 5 p.m. Nov 25 after a group of asylum-seeking members of the migrant caravans in Tijuana attempted to cross the border and illegally enter the U.S. CBP agents used tear gas and pepper ball guns to quell the crowds. According to Harris' office, businesses in the city of San Ysidro lost .3 million due to the closure. Roughly 5 billion in annual gross regional product in San Diego and Imperial counties is reliant on interborder commerce. ``You can appreciate that there's a lot of concern in that part of our state from business owners, especially when the president has threatened to `permanently close the border,' that there would be real economic harm to that region,'' Harris said. According to McAleenan, the agency remains in daily contact with the San Diego Association of Governments and the San Diego Regional Chamber of Commerce regarding the closure and its economic effects. The CBP is also conducting a review of the incident, which McAleenan said happens after every use of force. ``I personally wrote into our operational plan the need to maximize legitimate trade and travel while we made sure that any caravan arrival would be managed in a safe way, so I delegated that authority to the lead field coordinator in San Diego area,'' McAleenan said. ``They actually opened it up a little bit before they felt that we had full resolution, because they thought it was a secure enough situation. And they worked very hard to catch up on the traffic backlogs.'' Harris also requested data from the CBP on how many migrants the agency has referred for prosecution for trafficking allegations. Federal officials, including Department of Homeland Security Secretary Kirstjen Nielsen, have suggested that a significant number of migrants pose as so-called ``fraudulent families'' in order to gain asylum.
