SAN DIEGO, Calif. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera. There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer. With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera. He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs. California’s P-EBT program was approved in April 2020 and began implementation in May 2020. 2764

SAN FRANCISCO (AP) — A woman who drove off a Northern California cliff last month in an SUV carrying her wife and children was drunk, authorities said Friday.Toxicology tests found Jennifer Hart had an alcohol level of 0.102, said California Patrol Capt. Bruce Carpenter. California drivers are considered drunk with a level of 0.08 or higher.Toxicology tests also found that her wife Sarah Hart and two of their children had "a significant amount" of an ingredient commonly found in the allergy drug Benadryl, which can make people sleepy. Toxicology results for a third child killed are still pending, Carpenter said.Carpenter said none of the car's occupants were wearing seatbelts.Sarah and Jennifer Hart and their six adopted children were believed to be in the family's SUV when it plunged off a cliff in Mendocino County, more than 160 miles (250 kilometers) north of San Francisco.Authorities have said that data from the vehicle's software suggested the crash was deliberate, though the California Highway Patrol has not concluded why the vehicle went off an ocean overlook on a rugged part of coastline. A specialized team of accident investigators is trying to figure that out with help from the FBI, Carpenter said.Five bodies were found March 26 near the small city of Mendocino, a few days after Washington state authorities began investigating the Harts for possible child neglect, but three of their children were not immediately recovered from the scene. Two more are missing and another body has been found but not identified. The 100-foot (31-meter) drop killed the women, both 39, and their children Markis Hart, 19; Jeremiah Hart, 14; and Abigail Hart, 14. Hannah Hart, 16; Devonte Hart, 15; and Sierra Hart, 12, have not been found. 1760

SAN DIEGO (KGTV)— Rady Children’s Hospital announced their partnership with Children's Specialized Hospital in New Jersey, to expand its opioid-free Pain Management Program.10News met 17-year-old Jasper Neale at Rady Children's Hospital. Neale said in the summer of 2014, he was at a junior lifeguards camp at Moonlight State Beach in Encinitas. When he was running on the sand, he fractured his heel. His family thought it was a straight forward injury. But the pain started to spread everywhere, making him immobile.“It went up my calf, and my whole leg and calf were getting really swollen,” Neale said. “It started with like a three out of ten, but it became a ten out of ten for my whole body.”His x-rays showed recovery, but his pain was not going away. The injury puzzled locals doctors. "They kind of just said, ‘We're not sure.’ This is the weirdest thing I've ever seen,” Neale said. Their last hope was the Children's Specialized Hospital in New Jersey, where they had an advanced chronic pain management program. There, the specialists told him his diagnosis: complex regional pain syndrome."You never take any drugs. You literally have nothing but yourself,” Neale said. Unlike traditional methods of pain relief, this program does not use any opioids.“People want a quick fix. The magic pill. The magic surgery to make everything get better, but most of the time, that's not available,” Andrew Skalsky, Division Chief of Rehabilitation Medicine at Rady Children’s Hospital, said. They have a tough love approach, combined with alternative therapies."I came in being unable to walk, and the very next day, they forced you to run. They forced you to swim."“Unfortunately with a lot of chronic pain patients, they actually have to somewhat create more pain to make themselves better, but then also giving them the emotional and psychological tool kit to cope with that pain,” Skalsky said.Today, Rady Children’s Hospital announced they too will be adopting this program, so in the future, patients like Neale can get the treatment they need closer to home. For Neale, it was a seven-week treatment in New Jersey that fixed his chronic nerve pain. He came back to Encinitas, not hooked on drugs. There were no side effects. "From the day I left to now, I can do everything I want to do,” Neale said. Neale’s recovery led to the discovery of a new passion. The 6’8” senior at San Dieguito Academy is now a star volleyball player. In the fall, he will play for the University of Toronto."Going from being completely dysfunctional, to being a fully functioning human, with only doing it through physical therapy and natural ways is amazing,” Neale said. Ready Children’s Hospital said this approach is not for all treatments. This one focuses solely on chronic pain. 2782

San Diego is weighing major new rules that would ban people from living in their cars near schools and homes. The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. The issue of in-car living has grown along with San Diego's high housing costs. The car is one of the last pieces of shelter a homeless person may possess, Mayor Kevin Faulconer noted Tuesday. At a news conference, the mayor announced that the city would open an additional parking lot for people to legally sleep in their cars. It will be in the overflow lot across from SDCCU Stadium, providing access to housing and other services."The goal for every person or family staying here will be to access resources to get back into long-term housing," Faulconer said. Meanwhile, the city's Public Safety and Livable Neighborhoods Committee will consider the citywide restrictions Wednesday. Ann Menasche, a senior attorney with Disability Rights California, called the proposed rules draconian and said the fault is with the city. "They created the crisis by the policies of the city, and now they want to blame the victims of the crisis for the crisis itself," she said. "This is going nowhere."The new parking lot for sleeping overnight should open in about 45 days. 1874
