BEIJING, Feb. 21 (Xinhua) -- The Chinese government's insight and the adjustment of the economic pattern were the two major factors helping China ride out the global economic downturn, scholars said here Sunday.Zhuang Fuling, professor of Renmin University, said the Chinese government made a correct analysis of China's economic situation and took quick and resolute action.At the end of 2007, the central government called for vigilance against possible scenarios of various sorts. Moreover, in the Central Economic Work Conference held in December 2008, China drew up guidelines to cope with the global economic downturn through domestic consumption expansion, development pattern transformation, key sectors reforms, and continued effort to open up and improve people's livelihood.Ye Duchu, professor of Party School of the Central Committee of the Communist Party of China (CPC), attributed the success to China's systemic advantages."We could employ the country's fullest strength to reduce or offset the negative implications of the crisis," Ye said.The National Bureau of Statistics revealed on Jan. 21 that China maintained a GDP growth rate of 8.7 percent in 2009 despite the global recession.The global financial crisis, by nature a challenge to China's development mode, prompted the country to quicken its drive to transform its economic pattern in a bid to realize sustainable development for the future, scholars say.Lu Zhongyuan, deputy director of Development Research Center under the State Council, said China should seize the opportunity to optimize the economic structure and promote the system and technological innovation.Jin Bei, president of Institute of Economy under Chinese Academy of Social Sciences, considered the crisis a good chance for competitive enterprises to carry out strategic adjustment.On Feb. 3, Chinese President Hu Jintao called for the whole nation's efforts to accelerate the adjustment of China's economic development pattern to promote sound and fast economic and social development.Wu Zongxin, counselor of Counselors' Office of the State Council, highlighted the building of the CPC in pulling through the global economic downturn."China's good performance during crisis is attributed to its staunch and capable leadership," said Wu.The Fourth Plenary Session of the 17th CPC Central Committee urged all Party members to be prepared for dangers in times of peace and push forward Party building work to ensure the Party's "backbone" position in people's minds when coping with various domestic and overseas challenges.Zhuang said the rapid and sustained economic growth called for strengthening and improving the Party building under the new circumstances.The cadres of the Party at county levels have been trained at the Party School of the CPC Central Committee since 2008 in a bid to better cope with the global financial crisis."This is an endeavor rarely seen in the world, thus guaranteeing China's effective response in fight against the crisis," said Ye.

  

JAKARTA, Jan. 23 (Xinhua) -- China's State Councilor Dai Bingguo met with Surin Pitsuwan, secretary-general of the Association of South East Asian Nations (ASEAN) here on Friday.Dai highly appreciated the achievement of ASEAN in terms of ASEAN Community construction and its integration development. He said that China as a strategic partner supported the development of ASEAN and was willing to see it show more influence in international affairs.He said that the relationship between China and ASEAN had gone steadily, and the two sides had achieved plenty fruits in their cooperation. "As the China-ASEAN free trade zone went into operation on Jan. 1, the two sides saw their economic and trading cooperation entering into a comprehensive and deepening development stage, which provides more benefits to their people," said the visiting State Councilor.Dai added that the cooperation between China and ASEAN follows the development trend and people's wishes, and it would improve the peace and development of Asia-Pacific region, while the economic globalization and regional integration were being accelerated.He said China had attached great importance to its relationship with ASEAN. According to him, Chinese Premier Wen Jiabao declared a series of important initiatives on further strengthening China- ASEAN cooperation at the recent China-ASEAN summit. China is willing to join hands with ASEAN nations to fulfill these initiatives, expand and deepen communication and cooperation with them, share the opportunity, face the challenges, achieve win-win, and create a brighter future for the China-ASEAN strategic partnership, and contribute to the common development and prosperity of Asia.Dai also said that China as a member of East Asia family always proposed and supported East Asia cooperation. With a diversification, East Asia has many cooperation system existed. China advocates opening up and make each system to support and improve others with its own advantages. China welcomes countries outside East Asia to make efforts for the peace and development, with the cooperation between ASEAN and China, Japan and South Korea as a main channel and ASEAN working steadily as a guiding force.Surin said that the ASEAN-China relationship developed fast with many active, innovative and prominent achievements. According to him, China acted positively against the international financial crisis with a responsible attitude, which contributes significantly to the stability and recovery of Asia and world's economy.He added that the ASEAN nations appreciated the support and assistance from China, and was believing they could benefit from China's Development.The secretary-general said that ASEAN expected to join hands with China in the development of ASEAN-China free trade zone, enhance cooperation in more areas, realize mutual benefit and win- win, and improve the stability and prosperity in this Region. "We are confident about the future of ASEAN-China free trade zone," said Surin.

  

BEIJING, Feb. 23 (Xinhua) -- A severe drought over the past months has left 7.5 million people and more than 4 million head of livestock without adequate drinking water in two southwestern Chinese provinces, local authorities said Tuesday.In addition, the long dry spell has threatened reservoirs and affected millions of hectares of crop land and forests in Yunnan and Guizhou Provinces, according to the local drought relief authorities.Yunnan has been experiencing the worst drought in six decades since last autumn due to lack of rainfall and high temperatures.  People of Dawen Village of Donglan Township load barrels of water by horses in Donglan County, southwest China's Guangxi Zhuang Autonomous Region, Feb. 23, 2010.
