YUZHOU, Henan, Oct. 16 (Xinhua) -- Scores of rescuers on Saturday night slowly made their way through dust-filled underground tunnels to continue searching for 16 miners who were trapped following a coal mine gas leak in central China's Henan province.Twenty-one miners have been confirmed dead in the accident, local work safety authorities said, while 239 out of the 276 miners who were working underground escaped after the gas leak occurred at about 6 a.m. in a small coal mine in Yuzhou city."The thick dust in the shaft is hampering the rescue. We must clear the dust first. We have located the trapped miners already," said Du Bo, an engineer with the mine's parent company who participated in the rescue. He said more than 2,500 tonnes of coal dust were in the pit due to damage caused by the gas leak. The conditions of the missing miners remains unknown. Officials said the miners were located 50 to 80 meters down the shaft from the entrance to the pit."Fortunately, there was no gas explosion. Otherwise, the consequence would be disastrous," a rescuer surnamed Wang told reporters. He said most of the victims were believed to have suffocated.Officials said work crews are struggling to retrieve the remains of the victims from the mine. The mine is owned by Pingyu Coal & Electric Co. Ltd., a company jointly established by four investors, including Zhong Ping Energy Chemical Group and China Power Investment Corp. It was hit by a similar gas and coal leak in 2008. Twenty-three people died in that accident.Ironically, miners were working underground to improve accident prevention measures when the gas leak occurred on Saturday.Billboards reading "Safety is a fortune of the family; Safety is of heavenly importance to our miners" hung at the entrance of the mine.Guo Gengmao, governor of Henan, and Luo Lin, head of the State Administration of Work Safety, supervised the rescue efforts.Authorities are investigating the cause of the gas burst. The accident occurred as people around the globe watched in awe during the rescue of 33 Chilean miners trapped underground for more than two months. China's work safety officials and experts said there are lessons to learn from Chile's dramatic rescue."Mining accidents in China usually claim heavy loss of lives. The lack of modern emergency response systems is a key factor," said Liu Tiemin, a researcher with the China Academy of Safety Sciences and Technology.Gas leaks in China's coal mines left 341 people dead in the first half of this year.Of note, the fatality rates have actually decreased in recent months as the country's senior officials ordered the industry to strengthen safety measures.China closed 7,466 illegal mines in four years, from 2006 to 2009. Mine operators are required to obtain all operational permits and have safety systems installed.

BEIJING, Nov. 5 (Xinhua) -- China's Vice Premier, Li Keqiang, said Friday that the population count, the first in 10 years, should be "authentic, accurate and complete", to provide a basis for economic and social development. In a visit to local communities in Beijing, Li said all-out efforts should be enlisted to conduct the census with quality and efficiency.Li noted that some progress has been made, but new problems also emerged as some migrant residents have not been found in their homes.Chinese Vice Premier Li Keqiang (4th R) talks with a resident in the Dongcheng District of Beijing, capital of China, Nov. 5, 2010. Along with census takers, Li visited Beijing residents on Friday to inspect China's ongoing sixth population census. He also said the census has entered a critical phase, and hoped the 6 million census takers could overcome difficulties and carefully carry out the counting."Only by getting a clear picture of the population could we better plan and provide people with equal public services in education, health-care, housing and pension," Li said.On Monday China began the once-in-a-decade population count, with 6 million census takers going door-to-door during the next 10 days to document demographic changes in the world's most populous country.Statistics from this census will be calculated in December and the main results will be released by the end of April 2011.

XIAMEN, Sept. 7 (Xinhua) -- China's foreign trade surplus was approximately 84 billion U.S. dollars from Jan. to July, down 20 percent year on year, and the year 2010 is expected to see a small trade surplus, said Commerce Minister Chen Deming on Tuesday.Chen made the projection at the ongoing World Investment Forum that runs from Sept. 7 to 9 in southeast China's coastal city of Xiamen.China has seen a trade surplus in recent years, but with a decreasing margin, and the trade surplus takes up a very small proportion of the GDP, noted Chen."China's foreign trade policy aims to stabilize exports and increase imports, which can boost China's economy and also bring positive impacts to neighboring countries," said Chen.Customs statistics show that China's import and export value in the first seven months reached 1,617 billion U.S. dollars, with exports worth 850.5 billion U.S. dollars, up 35.6 percent, and imports at 766.6 billion U.S. dollars, up by 47.2 percent.China's trade surplus in 2009 was more than 190 billion U.S. dollars, down 34.4 percent from the 290 billion U.S. dollars in 2008.The World Investment Forum is the global meeting on investment and development issues organized by the United Nations Conference on Trade and Development. BEIJING, Oct. 15 (Xinhua) -- The 17th Central Committee of the Communist Party of China (CPC) opened its fifth plenary session in Beijing Friday to discuss the nation's next five-year development plan. The four-day meeting will review proposals for the country's 12th five-year program (2011-2015) on national economic and social development. The period would be critical for building a moderately prosperous society, the Political Bureau of the CPC Central Committee announced last month. It would be a time of difficult issues for deepening the reform and opening-up process while accelerating the transformation of the nation's economic development pattern, said the announcement.China has pledged to build a "xiaokang" -- moderately prosperous -- society in the first two decades of the 21st century."The next five-year program will be vital for dealing with difficulties to realize the objective by 2020," said Prof. Hu Angang, a prominent expert on China's national situation in Beijing."The new program will basically be in accordance with the principles of Scientific Outlook on Development," Hu said.Despite of high GDP growth for years, China still faces huge challenges in development, ranging from unbalanced economic growth pattern, widening gap between urban and rural areas and between different regions, to environmental problems as well as international trade protectionism."China's export-driven economic growth is unsustainable," said Justin Yifu Lin, World Bank Chief Economist and Senior Vice President."Transformation of the country's economic growth pattern should still be a major issue for the next five years, 15 years and even a longer period of time."The CPC Central Committee Political Bureau said in a last month's statement that transformation of the economic growth pattern should be based on improving people's livelihoods.President Hu Jintao has pledged to adopt "Inclusive Growth," a concept created and advocated by Asian Development Bank in 2007, for resolving social problems as a result of economic development.According to Hu, inclusive growth means to spread the benefits of economic globalization and development among all countries, regions and people and to realize balanced economic and social progress through sustainable development.World Bank President Robert Zoellick said developing countries will play a more important role in balancing and stabilizing the world economy, and China's effort will be of great significance for restructuring the world economy after global downturn.A draft version of the proposals for the 12th five-year program has been offered to some delegates of the CPC's 17th National Congress and organizations outside the Party. The document was further revised based on their suggestions.Sources with the CPC said the proposals, accumulated from throughout the Party and other organizations, would become a guideline document for China's continued reform and opening-up process as well as socialist modernization.
