(KGTV) -- The County is investigating complaints from neighbors that a business owner with a criminal history for fraud may have converted a former hotel into a drug treatment center without proper permitting.Residents living near the former site of the Tuscany Village Resort on Circle R Way in unincorporated Escondido say they started noticing people wandering trough their neighborhood this summer."The people that are staying there have told us they're getting treatment," said one neighbor, who asked not to be identified.The property was acquired in March by NSI Services, LLC, according to public records. The company identifies itself as a "drug rehab" in its incorporating paperwork."Our concern is the safety and well-being of our community with a gentleman who seems to have disregard for the law," the resident said.NSI Services is owned by Larry Burns, an entrepreneur with several aliases who served prison time for mail and wire fraud and has been charged with crimes in at least three states.Burns, who also goes by Lawrence Burzynski, did not respond to phone calls by 10News seeking comment Monday or Tuesday.Burns was once the president of the Escondido-based Crosby Centers and is listed as a director of the Crosby Clinic on its website. Neighbors say they've seen a Crosby Clinic van parked at the resort.The clinic advertises drug rehab services along with treatments for traumatic brain injuries and CTE, and attracted media attention for treating former NFL players. In 2015, the NFL Players Association issued a warning to players about Burns, urging players using his services to "exercise extreme caution."Burzynski "has accumulated numerous convictions for felony FRAUD related violations," the bulletin read. "He has been convicted in federal prosecutions in Wyoming, Colorado, California and elsewhere."The old Tuscany Village Resort is not zoned for drug rehabilitation or medical services. After complaints by neighbors, code compliance inspectors began investigating the property on August 7, according to a letter from County Planning and Development Services Director Mark Wardlaw.The owner "indicated they had not yet finalized their plans for the property" but "noted that he may use the property as a resort that may also provide brain injury and other medical treatments," the letter stated. The owner, who was not identified in the letter, said he did not intend to offer drug or alcohol treatments at the facility."We will continue to keep our code compliance case open until we have received all the information required to classify the use," Wardlaw wrote.Staff gave the owner a 0 citation on September 12 for improperly storing items in the parking lot. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. Election offices across the country are making preparations to ensure everything is ready for a smooth voting process. A crucial piece to make sure that happens is recruiting enough poll workers for Election Day."The majority of poll workers are over age 60, and so, often in some of those higher risk categories for complications for COVID-19. So in the primaries this year we saw a lot of challenges getting poll workers," said Ben Hovland, Chairman of the U.S. Election Assistance Commission. Hovland says, in years past, most poll workers have been retirees volunteering their entire day and doing an important civic duty at polling places.During this summer's primaries, as COVID-19 cases rose, cities and states nationwide had some difficulty retaining poll workers. So much so, that the U.S. Election Assistance Commission launched National Poll Worker Recruitment Day."We created a website Helpamericavote.gov. If you go there you can choose your county and jurisdiction in the drop down menu and it can get you to your local election official and you can sign up if you want. But again, we’re seeing a number of places that still need poll workers," said Hovland.In Madison, Wisconsin, more than 1,000 poll workers canceled their volunteer shift for the primary and an August election. But then, something extraordinary happened. The city had more people sign up to be poll workers than ever before."We heard from a lot of people who said, 'I’m signing up to work at the polls because my grandma usually does and my mom usually does and can’t right now because of COVID, so I want to fill that spot.' We had to stop taking applications, which we’ve never had to do before," said Madison's City Clerk, Maribel Witzel-Behl. Witzel-Behl says during the last three presidential elections they had 3,000 poll workers. Now, they have 6,000 signed up. Many are local college students or people who were given the day off by their employer in order to participate in the presidential election."Now, almost 4,000 of those 6,000 poll workers are first-time poll workers and so that’s a pretty amazing thing to think about," said Witzel-Behl. Witzel-Behl says extra workers will help them be "pandemic proof" on Election Day. Poll workers are instructed to follow strict health guidelines, which include not having a fever within the last few days or showing any symptoms of COVID-19.Now that so many are signed up, the City of Madison will be conducting 50 new poll worker virtual training sessions to get them ready for the big day. Officials hope this boost in volunteers gives a renewed and longstanding interest for civic engagement."We're glad that the poll workers who have been in place for decades and may have a greater risk for COVID-19 don't have to feel bad about staying home and sitting this one out. That there are plenty of people to fill in and they're able to stay safe because we want our whole community to be safe," said Witzel-Behl.The U.S. Election Assistance Commission says there are also other ways people can contribute to a smooth Election Day. This includes being prepared to vote, simply by ensuring you're at the correct polling place, bringing the proper identification and making sure your address information is updated."That means you're in the polling place less time. That means shorter lines behind you.
