SAN DIEGO (KGTV) — A 19-year-old Arizona student has been arrested and now faces animal cruelty charges after police say he abused his emotional support dog.Netzer Villagomez, a student at Grand Canyon University, was arrested Sept. 22 after an Arizona Humane Society Animal Cruelty Investigator responded to reports of animal abuse involving a pug named Miso, an emotional support dog.Miso was examined by an AHS veterinarian, who said she found two fractured ribs, a fractured pelvis, and fractured tooth. Blood work also revealed elevated liver values indicating acute injuries.Police said Villagomez admitted to hanging Miso by its collar and leash, with all four legs off the ground, on two occasions for several seconds each time. Police say he also admitted to harming the dog on purpose.Villagomez sent photos of the reported abuse to another person, police added.Villagomez has been charged with Animal Cruelty, which went from a Class 6 to Class 5 Felony in Arizona last August. This means that such crimes cannot be dropped to a misdemeanor and may included jail time or supervised probation or treatment, according to the law. He's the first person to be arrested under the new penalties.Grand Canyon University released a statement to 10News, saying Villagomez had been expelled following his arrest."GCU Public Safety became aware of an incident involving Netzer Villagomez and immediately took possession of his emotional support animal to ensure its safety. The animal was turned over to the Arizona Humane Society and Mr. Villagomez was removed from campus. Mr. Villagomez has since been expelled from the university following his arrest by the Phoenix Police Department. SAN DIEGO (KGTV) -- A City of San Diego employee says she was sexually harassed by her boss on the job and now the man accused of the harassment is asking the city to pay for his legal defense.The woman says her supervisor groped her and grabbed her arm hard enough to tear open a recent surgical wound, causing it to bleed. The parks and Rec Department employee alleges that her supervisor, Frank Cardenas, sexually harassed her, even touching her inappropriately at work.Josh Gruenberg is representing the city staffer and says she has put up with enough. "He pinned her legs against her desk in her cubicle he wrapped her up in his arms and pulled her close multiple times,” said Gruenberg.The victim says she rejected every overture Cardenas made. At one point, the victim says Cardenas told her "if she wanted to get the support to grow within the city she should only care what Cardenas thinks or wants.""He really tried to get her to put his trust in him and that it would be good for her career,” Gruenberg said.The lawsuit also claims that Cardenas gripped the victim’s arm so hard that he reopened a surgical incision, causing her to bleed at work."And all of this took place in the workspace. This was not something that involved the two of them going away for a weekend. This all took place on the job,” Gruenberg said.Cardenas declined a request for an interview. SAN DIEGO (CNS) - The San Diego-based Institute of Public Strategies reminded residents Tuesday that reduced alcohol usage plays a large part in suicide prevention and increased mental health, especially among teenagers and young adults.According to the San Diego County Medical Examiner, alcohol use was a factor in 30.8 percent of county suicides in 2016. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038
SAN DIEGO (CNS) - The San Diego Unified School District has started voluntary COVID-19 testing for students and staff at several elementary schools, under a partnership with UC San Diego Health, it was announced today.The testing initiative is designed to help to keep students and staff safe while expanding in-person learning amid the pandemic. The reopening strategy was developed in collaboration with UCSD infectious disease experts, according to SDUSD Superintendent Cindy Marten.``The end of the COVID-19 crisis is now in sight with the development and delivery of a safe and effective vaccine, and that has given us all cause to hope,'' Marten said. ``In the meantime, we are doing everything we can to continue operating safely despite the worsening infection rates in our community. That is why testing is essential.''San Diego Unified's testing plan was announced in November, and the Board of Education voted then to authorize an initial million investment in the testing plan, which includes a joint laboratory services testing agreement with UCSD Medical Center. SAN DIEGO (KGTV) -- A cheating scandal on a California State Board of Pharmacy exam has left 1,400 recent graduates unlicensed and unable to work, forcing some to deny job offers as their student loans become due.The board announced this week it invalidated all test scores on the California Practice Standards and Jurisprudence Examination for Pharmacists (CPJE) administered since July after it found evidence of "wide-scale subversion" of the exam.Board investigators determined more than 100 test questions were shared online. The CPJE is a critical step in the licensure process for new pharmacists."The board sincerely regrets that the actions of some are negatively impacting the lives of many," the board wrote in a statement posted Wednesday. "California consumers must have confidence that individuals passing a licensing exam have the requisite knowledge and skills to practice safely and competently."Some graduates working as interns in pharmacies while waiting for their license said they had lost their jobs over the licensing delay. Others said they had to turn down job offers."Our loans are increasing, we are all financially burdened as we can't find jobs until we take this exam," one test-taker wrote in an email to 10News. "People are very frustrated in the lack of communication from the board. We are being punished over other people's mistakes. We don't deserve this."The board is offering pharmacist applicants a chance to retake the test on November 16 and 17, and said it would "work diligently to expedite the results." That means applicants likely wouldn't be licensed and ready to work until December, leaving some who expected to begin working by late August in a financially stressful situation."Most people study for this exam for one to two months," said another test-taker.
