SAN DIEGO (KGTV) - Californians associate “The Big One” with a devastating earthquake, but U.S. Geological Survey experts say a potentially larger threat could hit the state in the form of an “ARkStorm.”SPECIAL REPORT: Complete coverage of California's winter stormsExperts from every scientific field related to a potentially disastrous weather event gathered in 2010 to create the ARkStorm Scenario report for the USGS, imagining aspects of flooding of biblical proportions reaching the Western United States.“These storms do pose a real risk to California, in some ways far greater than that of earthquakes,” experts said in the study.The ARkStorm Scenario report reads like a Hollywood post-apocalyptic film script. Weeks of rain and snow are followed by catastrophic floods, landslides, and property and infrastructure damage which would cripple California’s economy.While the name “ARk” brings to mind a lifeboat scenario, ARkStorm project manager Dale Cox and chief scientist Lucile Jones coined the abbreviation to represent “atmospheric river.” A common term for meteorologists, these rivers in the sky work like highways for water vapor which comes to a screeching halt when it reaches land.A typical atmospheric river is the Pineapple Express, which pushes moisture from the tropics to the West Coast. It was a Pineapple Express that reached San Diego on Valentine’s Day, bringing warmer rain and lower snow levels, according to National Weather Service meteorologist Alexander Tardy.RELATED: Mega storm could cause billions in damage to California, report showsModels in the ARkStorm report show multiple areas of submergence in central San Diego. Mission Beach, which routinely sees flooding during heavy rain, is underwater in the ARkStorm scenario. Fiesta Island, ordinarily dry, disappears under Mission Bay.West-facing beaches, including those near Highway 1 in North San Diego County, are covered in water. Imperial Beach fares no better in its known run-off spots.“You have this outflow then you have the storm pushing in; it dams up,” says Cox of the coastal flooding impact.RELATED: How to check if your neighborhood is at risk of floodingTiming is critical in the creation of an ARkStorm. The same amount of precipitation predicted in the ARkStorm Scenario fell in 2017, says Cox. What made the difference in the impact, he says, is that the rain fell in 80 days instead of the 23 days imagined in the report.The West Coast will get notice, but not much, Tardy says. Other data were collected from tree rings, and newspaper reports from Sacramento in 1861 and 1862, the years an epic storm submerged California’s Central Valley past the level of telephone poles.As severe as it may seem, the ARkStorm Scenario is not the worst case scenario, said Jones.“If it has happened, it can happen again. SAN DIEGO (KGTV) - Clothing retailer Forever 21 announced Tuesday it may close three stores in San Diego County as part of its Chapter 11 bankruptcy restructuring. The affected locations, which include Fashion Valley, University Towne Center, and Parkway Plaza in El Cajon, could be shut down "pending the outcome of continued conversations with landlords,” according to court documents. Attorneys also said the list of store closures could change pending restructuring efforts.Forever 21 has 800 stores worldwide and plans to close almost 200. "We do however expect a significant number of these stores will remain open and operate as usual, and we do not expect to exit any major markets in the US," the company said. The chain was founded in 1984 in a small Los Angeles store by South Korean immigrants Do Won Chang and his wife, Jin Sook. The chain expanded quickly in suburban malls, and catering to young girls and women with a mix of inexpensive basics. SAN DIEGO (KGTV) - Applications are now being accepted for the CONNECT ALL @ the Jacobs Center Business Accelerator Program (CAJC).CAJC is the region's first low-to-moderate income and diversity-focused business accelerator program.The first CAJC group of 13 local startups included businesses in retail, technology, food, and health and beauty. The founders come from various ethnic backgrounds, including African-American, Asian, Caucasian, Hispanic, and Pacific Islander.Entrepreneurs receive six months of free workspace, mentorship, and workshops - learning skills like how to access capital. Kelly Twichel is one of 13 entrepreneurs in CONNECT ALL's first cohort. Her woman-owned company Access Trax was born in a college classroom. "It's important because you want to level the playing field. Anybody has and can come up with a great idea."Twichel and the rest of the first CONNECT ALL cohort will finish their program in October. "Not having to give up equity in my company meant a lot to me because I wanted to grow this as organically as possible and really maintain control. We are a woman-owned small business, and I wanted to do everything I could to continue to foster that."She's now in the running for the Amber Grant for Women Entrepreneurs contest; if awarded, Twichel's company would receive ,000. The goal of CONNECT ALL is to grow startups into thriving businesses which go on to hire local and strengthen the City of San Diego's economy. SAN DIEGO (KGTV) -- California is the worst state for military retirees when it comes to the cost of housing, according to WalletHub. Overall, California ranked 21st on the list of best and worst states for military retirees. The Golden State ranked 9th for quality of life, 3rd for number of VA health facilities per number of veterans and 5th for number of VA benefits-administration facilities per number of veterans. Dragging California down to the 21st spot however, is the cost of living. The state ranked 51st for housing affordability and 49th for percent of veteran-owned businesses. California also ranked 48th for its percentage of homeless veterans and 12th for veteran job opportunities. The report also found that red states are friendlier to military retirees than blue states. 802
