TIANJIN, Nov. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for more efforts to accelerate economic restructuring and improve people's living standards amid the country's consolidated economic growth momentum. He made the remarks during his two-day inspection in Tianjin, a north China port city, that ended Tuesday. He urged more efforts on economic restructuring while ensuring "relatively fast economic growth" and "managing inflation expectations" .Li also emphasized regional economic growth as the "new engine" for the overall development and stressed development of new strategic industries and hi-tech sectors to provide the impetus for the growth.During his visit to a grain reserve, Li asked local authorities to "try all means" to increase grain production, ensure supplies and reserves, and regulate the market to better manage expectations of inflation.Further, local governments should build low-income housing "on a massive scale" to increase housing supplies for low-income households, Li said while visiting a residential community under construction. He also asked hospitals to provide better services and called upon local authorities to offer help to low-income families.

BEIJING, Jan. 3 (Xinhuanet) -- Chinese scientists have made a breakthrough in spent fuel reprocessing technology that could potentially solve China's uranium supply problem, Chinese television reported on Monday. The technology, developed and tested at the No.404 Factory of China National Nuclear Corp in the Gobi desert in remote Gansu province, enables the re-use of irradiated fuel and is able to boost the usage rate of uranium materials at nuclear plants by 60 folds."With the new technology, China's existing detected uranium resources can be used for 3,000 years," the China Central Television reported.China, as well as France, the United Kingdom and Russia, actively supports reprocessing as a means for the management of highly radioactive spent fuel and as a source of fissile material for future nuclear fuel supply. This Dec 26, 2008 file photo shows a huge construction site of the expansion project of the two million-kw generating units in the Qinshan Nuclear Power Plant in Haiyan, East China's Zhejiang province. But independent scientists argued that commercial application of nuclear fuel reprocessing has always been hindered by cost, technology, proliferation risk and safety challenges.China has 171,400 tonnes of proven uranium resources spread mainly in eight provinces -- Jiangxi, Guangdong, Hunan, Xinjiang, Inner Mongolia, Shaanxi, Liaoning and Yunnan.China is planning a massive push into nuclear power in an effort to wean itself off coal, the dirtiest fossil fuel. It now has 12 working reactors with 10.15 gigawatt of total generating capacity.China has set an official target of 40 gigawatts (GW) of installed nuclear generating capacity by 2020, but the government indicated it could double the goal to about 80 GW as faster expansion was one of the more feasible solutions for achieving emissions reduction goals. As such, China will need to source more than 60 percent of the uranium needed for its nuclear power plants from overseas by 2020, even if the country moves forward with a modest nuclear expansion plan, Chinese researchers say.

BEIJING, Nov. 16 (Xinhua) -- Foreign direct investment (FDI) into China rose for the 15th consecutive month in October, indicating China remains a favored investment destination for foreign businesses.Inbound FDI increased 7.86 percent year on year in October to 7.663 billion U.S. dollars, the Ministry of Commerce (MOC) said Tuesday. The October figure means inbound FDI for the first 10 months of the year totaled 82.003 billion U.S. dollars, a year-on-year increase of 15.71 percent.MOC spokesman Yao Jian said at a press conference China remains a hot spot for foreign investors.Foreign businesses have begun to shift their investments from export-orientated sectors to domestic market-orientated businesses because of China's improved legal system and its expanding market, he said.In the first 10 months of the year, the manufacturing sector received 47.59 percent of FDI inflows while the services industry got 45 percent.A total of 21,181 foreign-invested enterprises were approved for establishment during the 10-month period, up 16.62 percent from a year earlier. In September inbound FDI grew 6.14 percent year on year. The acceleration in the rate of inbound FDI growth was due to the U.S.'s second round of quantitative easing, some analysts explained.Yao denied the link but said the Chinese government is keeping an eye on liquidity.

SEOUL, Nov. 12 (Xinhua) -- Chinese President Hu Jintao called for concerted efforts to realize strong, sustainable and balanced growth of the world economy at the Group of 20 (G-20) summit here on Friday.Delivering a speech entitled "Build on Achievements and Promote Development" at the summit, he presented a four-point proposal for the major economies to jointly promote global economic recovery and growth.FOUR-POINT PROPOSAL FOR GLOBAL ECONOMIC GROWTHChinese President Hu Jintao attends the inauguration of the Group of 20 (G20) Summit in Seoul, capital of South Korea, Nov. 12, 2010.Hu said the world economy was slowly recovering thanks to the concerted efforts of the G-20 and the entire international community, but total demand remained insufficient in the absence of new sources of growth"Countries differ in policy objectives, making macroeconomic policy coordination even more difficult and global recovery even more fragile and uneven," he said. The Chinese leader had been promoting cooperation and coordination since he arrived in Seoul for the summit on Thursday morning."We must adopt an attitude responsible to history and the future, bear in mind the common interests of mankind, build on what we have already achieved and continue to work in concert for strong, sustainable and balanced growth of the world economy," Hu said. The first point of Hu's proposal at the summit was that the world community should improve the framework for strong, sustainable and balanced growth and promote cooperative development."Strong, sustainable and balanced economic growth is of great significance to the whole world," he said."We should stick to the country-led principle, take into full account the different national circumstances and development stages of various members, and appreciate and respect each country's independent choice of development path and policies," he added. The second point was that the world community should champion open trade and promote coordinated development."We must be firmly committed to free trade, to the consensus reached at previous G-20 summits, and to the effort of opposing all forms of protectionism and removing existing trade protectionist measures," he said. The Chinese president also called on the world community to reform the financial system and promote stable development."We should continue to push for fair and merit-based selection of the management of international financial institutions, and enable more people from developing countries to take up mid-level and senior management positions," he said. The last point of Hu's proposal was that the world community should narrow the development gap and promote balanced development.@ "We must endeavor to build a new and more equal and balanced global partnership and encourage developed and developing countries to have more mutual understanding and closer coordination rather than follow the old path of trading accusations and public confrontation," he said.

BEIJING, Jan. 14 (Xinhua) -- A senior leader of the Communist Party of China (CPC) vowed Friday to enhance bilateral ties with Estonia.Li Changchun, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made this pledge during his meeting with visiting President of the Parliament of the Republic of Estonia Ene Ergma in Beijing.Li praised the recent growth of relations and cooperation between the two nations, saying China values its ties with Estonia and regards the country as an important partner in the Baltic Sea region.China would work to increase the mutual political trust with Estonia, encourage the exchange and communications between the two business communities and strengthen the humanitarian exchange between the two peoples, Li said.Li recalled his visit to Estonia last September and applauded the close contact established between the CPC and the Estonian political parties, expressing his hope that the two sides could step up exchanges and cooperation based on the principles of independence, equality, mutual respect and non-interference in each other's internal affairs. He also briefed the Estonian guests about China's latest economic and social developments.Ergma, who was visiting Beijing at the invitation of Chinese top legislator Wu Bangguo, said Estonia attaches great importance to its relations with China and is expecting to expand cooperation with China in fields such as biology and information technology. The Estonian parliamentary delegation arrived in China on Wednesday. Besides Beijing, the delegation is scheduled to visit the southwestern province of Sichuan and the Hong Kong Special Administrative Region.
