There's a new first responder on the lookout for anyone who may be experiencing mental health issues.“Most people probably see their pharmacists more than their primary care physicians or certified therapists, so pharmacists are in a really good position to be able to notice these early warning signs or risk factors,” said Chad Cadwell, a Walgreens pharmacist. Walgreens pharmacists just finished the first phase of mental health first aid training. The program was developed by the National Council for Behavioral Health.They're taught to look for risk factors and red flags in patients, everything from anxiety and depression to addiction.Pharmacists can connect those people with the right resources, support groups, or may just lend an empathetic ear.“Really listening to their needs, spending those extra couple of minutes, instead of trying to get the work out, but also spending that time talking and listening to your patients, right now with everything that is going on with the pandemic, everything is so busy,” said Cadwell. The collectible doll, which will be released on Thursday, celebrates the annual Mexican festival, in which people honor their departed loved ones.The doll "honors the traditions, symbols and rituals often seen throughout this time," said Mattel, the toy company that owns the Barbie brand.Barbie's long black dress is embroidered with hearts and butterflies, with colorful ruffled sleeves. Her face is painted with a skull -- a popular practice during the festival, when revelers dress up in colorful costumes and hold parades. On top of the doll's head rests a crown with monarch butterflies and marigolds.Monarch butterflies typically migrate in Mexico for the winter and arrive around the same time as the festival, and they have come to symbolize the souls of loved ones coming back to visit. Marigolds are often used to decorate homes during the holiday.This year, Dia de los Muertos will take place on November 1 and 2. On top of parties and parades, families often set up ofrendas, or altars, featuring photographs of late relatives as well as their favorite food and drinks. Traffic fines are meant to be a deterrent, but now California Governor Gavin Newsom is saying the fines and other added fees are getting too high. "They should be held accountable... but if it is a speeding ticket going eight miles over the speed limit- I think you should get a break," said David Murcia, a Santa Maria resident.In his latest budget proposal, Governor Newsom wants to expand a pilot program that lowers traffic fines.It could mean those who make less than about ,000 a year will only pay half of what other drivers pay and allow them to make payments.A recent study found that high fines led to drivers simply not paying them, which means less money for the state and more people at risk of having their license suspended.A pilot program was started in four counties to test out the low income fine reductions."They are pretty extreme on a lot of the fines for the citations... and I would be more inclined to pay mine if they were reasonable," said Rory Medlin, an Oceano resident.Even though it was not part of the pilot program, San Luis Obispo County already has an ability to pay program set in place.The local program uses a person's financial history to determine fine reductions, and the new state-wide proposal is similar. The governor said the program is a first step toward undoing the effect of extra fees and assessments tacked onto the base traffic fines.The fines for traffic violations have not increased, but more and more fees designed to supplement the general fund have increased dramatically.
