SAN DIEGO (KGTV) — Thousands of SDG&E customers were left in the dark in Central San Diego, as an power outage hit late Wednesday.The outage affected about 5,800 customers in the Sorrento Valley, Mira Mesa, and Scripps Ranch areas just after 5 p.m., according to SDG&E's outage map. Those still without power dropped to about 1,900 customers by about 6 p.m.It's unclear what caused the outage. Crews were assessing the issue and estimated power would be restored by 8 p.m. up to 9:30 p.m. in some areas.Other outages were also reported in the Oceanside and Poway areas around the same time as well. SAN DIEGO (KGTV) -- The San Diego County Sheriff's Department said Wednesday it would end the use of the carotid restraint. Sheriff Bill Gore said in a statement that " I am stopping the use of the carotid restraint by my deputies effective immediately.""I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation," he added. San Diego Police Chief Nisleit said during a news conference that he would direct officers in a memo Tuesday to end the use of the carotid restraint procedure following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."The announcement comes as thousands of people throughout San Diego County took to the street to protest the death of George Floyd. Following the announcement, the Oceanside Police Department said they would also end the use of the carotid restraint. SAN DIEGO (KGTV) -- The San Diego Police Department has identified the officer involved in an East Village shooting over the weekend as Andres Ruiz. The department says Ruiz is assigned to the Canine Unit and has been with the department for more than 11 years. The incident started just before 10 p.m. on May 23 at an apartment complex on Park Boulevard and Market Street. Police were called to the complex following reports of a woman trowing objects from a window. When they arrived, officers found broken glass and furniture on the sidewalk below the unit. RELATED: Woman hurt in officer-involved shooting in East VillageAuthorities say the woman refused to listen and brandished a knife, continuing to throw objects from the window and refusing to come out of the building, prompting police to force their way into the building. After the woman locked herself into the bathroom, police used verbal direction, chemical agents, and a police canine in an effort to take the woman into custody. When officers made their way into the bathroom, the department says the woman grabbed and punched the canine and threatened officers with the knife. “One officer fearing that he was going to be struck or stabbed with a knife, fired at least one round striking the female,” said Capt. Rich Freedman of the San Diego Police Department.The woman was treated and taken to the hospital with non-life threatening injuries. No officers were injured, but some people were hit by objects that were thrown out of the window. The suspect has only been identified as a 26-year-old San Diego resident. 1593

SAN DIEGO (KGTV) – The San Diego County jail system is being blamed after a part of a former inmate’s cheek was bitten off by another inmate who was mentally ill.10News was at Thursday afternoon’s press conference where their families accused the jail system of failing to provide adequate mental health resources. “I felt unprotected,” says Miguel Lucas. Lucas now has a scar running across his cheek. It comes after he says part of his face was bitten in an unprovoked attack by inmate Reginald Harmon. It happened in June at the Central Jail.Harmon is still behind bars, but now family members and supporters of both men are coming together to say the jail system that's run by the San Diego County sheriff's Department needs reform. “I was sick to my stomach and I was very upset with the jail,” says Harmon’s mother, Alicia Muhammad. She says that days before he got jailed, she made repeated calls to the Psychiatric Emergency Response Team (PERT) hoping for intervention, but each time he was discharged. After being arrested for suspected DUI, she says she warned the jail. “I spoke with the lady at the front desk and advised her that my son had mental issues and she said, ‘Okay.’ She would let the guards know,” she adds.However, she says her son wasn't placed into a mental health unit. Even after he reportedly attacked a different inmate, the families say he was placed in a lower security unit and neglected by mental health providers for two days, until he attacked Lucas. “It’s just unfortunate that people had to go through what I went through and what people are still going through to this day,” says Lucas. Following the attack, the families of both men connected and found a friendship. Currently, Lucas is living with Harmon’s aunt and attends church with the Harmon’s family. Lucas did not want to press charges, expressing that he knew Harmon was having mental health issues at the time of the attack.The families plan to file a civil lawsuit against the San Diego County Sheriff’s Department in the next few months. SAN DIEGO (KGTV) - The Sweetwater Union High School District announced their plans for the 2020-2021 school year Thursday night to the board and community.Due to a rise in coronavirus cases and state restrictions classes will be completely virtual from Aug. 3-Oct. 2.Students will have a block schedule, which means no change for many students. They will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.The district said this provides flexibility to both teachers and students.The district said there will be graded assignments and tests, but teachers voiced their opinion saying it is hard to monitor whether students are cheating. The district set three checkpoints to determine if the district will remain virtual throughout the entire school year. Those dates are September 21, November 30 and March 1. These dates allow the district to plan for the future, coordinating buses and teacher's needs.Some parents aren't comfortable with the idea of going back to campus anytime soon."I'm feeling like they need to study it more," said Dr. Marie Zhivago said. Her incoming senior and freshman students have asthma, making them more vulnerable to COVID-19. "I don't want my kids to be guinea pigs. I don't want them to be the test," Zhivago said. She thinks if students go back to school too early there could be another wave of cases, adding, "I'm not ready to sacrifice one child for that, one death, no way."The district said when they're allowed to bring children back to campus there will be strict guidelines for social distancing, masks and sanitation.The district is offering a separate virtual learning opportunity for up to 360 families, called Launch Academy.The district said students are being connected with equipment to get them online and have resources available for students, teachers and counselors.Zhivago said these investments will pay dividends, telling ABC 10News, "I think they should put the funding into distance learning because this is definitely going to happen again."The board will vote Monday on the proposed plans. 2137
