The fog hangs heavy over Great Bay along the New Hampshire seacoast on a raw as Josh Carloni and his wife, Jessica, emerge through the mist on their fishing boat.They are the owners of Rising Tide Oyster Company, a family-owned business that typically sells thousands of oysters a year to restaurants across New England. But when the novel coronavirus hit back in March, their sales disappeared overnight as restaurants were forced to closed.“Every time you turn on the news, there’s just more bad news out there,” said Carloni. “Our business is down maybe 20 percent.”The Carlonis and oyster fisherman across the country were finding themselves in similar positions. They suddenly had thousands of perfectly healthy oysters that needed to be harvested, but there was no place for them to go.“Oyster farmers had been growing these oysters for three years, and suddenly, they didn’t have a market at all. The pandemic hit oyster farmers across the country hard,” explained Alix Laferriere, who serves as the Marine and Coastal Director for the Nature Conservancy of New Hampshire.Laferriere and her team thought there was little they could do to help struggling oyster farmers until a few months ago when an anonymous donor gifted a million donation.With that sudden infusion of cash, Laferriere and her team got to work. With help from the Pew Charitable Trust, they developed the Supporting Oyster Aquaculture and Restoration (SOAR) initiative to buy back five million oysters that needed to be harvested. The program is being deployed in seven states: Maine, New Hampshire, Massachusetts, New York, New Jersey, Maryland and Washington state.But it’s not just helping fisherman’s bottom line, it’s also helping estuaries and reefs at the bottom of the ocean.Turns out oysters don't just taste good; they can do good for the environment. That grant bought back 10,000 of Josh Carloni's oysters. And he isn't just throwing them into the ocean. Laferriere and her team have strategically told him where they should be deployed across the Great Bay Estuary along New Hampshire's coast. Eventually, the oysters will latch on to reefs below and help restore the damage done by decades of overharvesting, pollution and disease.“It’s this win-win opportunity where we get to put oysters back in the bay and help our local oyster farmers,” explained Briana Group, who also works with the Nature Conservancy of New Hampshire.One adult oyster can filter up to 30 gallons of water a day, and when they’re filtering that water, they’re removing nitrogen from the ecosystem.While the program is giving fisherman an infusion of cash, it’s also giving reefs and estuaries across the country an infusion of clean water, courtesy of a 3-inch mollusk.“There’s nothing bad about this situation; it’s only good,” Laferriere said as she looked out over the ocean.For fisherman like Josh Carloni, the program means he gets to keep his business afloat for another year, while at the same time, giving back to the environment. And it’s all because of COVID-19.“It makes us feel really good about doing something good for the environment,” he said. 3134
The Environmental Protection Agency has handed documents to Congress that show new travel expenses from agency administrator Scott Pruitt, totaling some ,000 in hotel stays and air travel, The Washington Post reported Tuesday.The documents, which were requested by House Oversight Committee Chairman Trey Gowdy and obtained by the Post, reportedly show that Pruitt traveled on government business dozens of time on first-class and domestic flights from August 2017 through February 2018.The reported expenses include a four-day, ,631 trip to Morocco in December, a series of first-class flights following Hurriciane Harvey totaling ,330, and a two-day domestic trip for media interviews and a visit to Florida that amounted to ,767. Pruitt's travel expenses listed in the records reportedly do not include the costs of his security team or aides who travel with him.The EPA justified the travel spending as necessary to ensure Pruitt's security."EPA's Protective Service Detail identified specific ongoing threats associated with Administrator Pruitt's travel and shifted his class based on certain security protocols that require him to be near the front of the plane," said Jahan Wilcox, a spokesperson for the agency.Previously, CNN reported that from June through August 2017, the EPA justified several expensive charter flights for Pruitt -- including a ,000 bill for a business trip around his home state.In late August, the EPA inspector general announced it would investigate Pruitt's travel practices. Since beginning the probe, the IG has twice expanded its scope, which now encompasses all of Pruitt's 2017 taxpayer-funded travel.According to an earlier Post analysis of other EPA records, Pruitt's travel choices distinguish him from his predecessors in that he brings a larger group of aides with him on trips, he usually flies first or business class on international and domestic trips, and he often flies Delta Airlines even though the government has contracts with certain airlines on specific routes.In response to the travel probes, earlier this month Pruitt said he'll be seeking alternative accommodations -- including potentially flying in coach class -- on his "very next flight."Other Trump administration Cabinet secretaries have attracted scrutiny of their travel spending, including Interior Secretary Ryan Zinke, Veterans Affairs Secretary David Shulkin, Treasury Secretary Steve Mnuchin and former Health and Human Services Secretary Tom Price, who resigned after using private planes for multiple government business trips.Pruitt has also been under scrutiny for the costs the agency has accrued changing EPA headquarters, including a ,000 secure phone booth for Pruitt's calls.Other Cabinet members' spending for office renovations has been criticized recently. The Federal Aviation Administration on Friday ordered new inspection requirements for engines similar to the one that failed earlier in the week on a Southwest Airlines flight, resulting in a passenger's death.The emergency airworthiness directive will require airlines to perform an ultrasonic inspection of certain CFM56-7B engines within 20 days of receipt of the order, it said. Federal safety investigators have said the naked eye cannot detect the cracks and signs of metal fatigue that doomed the engine on Southwest Flight 1380."We are issuing this AD because we evaluated all the relevant information and determined the unsafe condition described previously is likely to exist or develop in other products of the same type design," the directive said.The Southwest Boeing 737 took off Tuesday morning from New York, headed for Dallas. About 20 minutes into the flight, at about 32,500 feet, a fan blade broke off the engine and shrapnel shattered a window.Jennifer Riordan, 43 and a mother of two, was sucked out of the broken window and pulled back inside by fellow passengers. She died from blunt force trauma at a hospital after the plane's emergency landing in Philadelphia.The new inspection is to be done while the engine is on the aircraft's wing. Inspections take between two and four hours per engine, according to the FAA and manufacturer.Friday's announcement came shortly after the engine manufacturer, CFM International, issued a service bulletin recommending the CFM56-7B engine be inspected more frequently. The former head of USA Gymnastics has been accused of removing documents linked to the Larry Nassar sexual abuse case from the famed Karolyi Ranch gymnastics training facility in Texas, authorities said.Steve Penny was arrested Wednesday nearly three weeks after he was indicted by a grand jury for tampering with evidence, the Walker County District Attorney's office said.He was detained after US Marshals tracked him to a cabin in Gatlinburg, Tennessee. He is being held at the Sevier County Jail while awaiting extradition to Walker County, Texas.If convicted of the third-degree felony charge, Penny could face up to 10 years in prison and up to a ,000 fine.The indictment claims Penny ordered the removal of documents from the Karolyi Ranch in Walker County, Texas with "the purpose of impairing the ongoing investigation by destroying or hiding the documents," after he learned the investigation was underway, the Walker County District Attorney's office said.Authorities claim the documents were later delivered to Penny at the USAG headquarters in Indianapolis, Indiana. The records are currently missing.The documents would have helped law enforcement investigate Nassar and would have "assisted with the investigation of other offenses that may have occurred at the Karolyi Ranch," the district attorney's office said in a statement. 1370
