SAN DIEGO (KGTV) - Around the world in eight and a half years, one couple returns to San Diego after almost a decade of sailing. Neal Schneider and his wife Ruth left San Diego on their 48-foot sailboat in December 2010. Schneider tells 10News, “I felt like there was an invisible hand grabbing the front of my shirt saying come on you got to do this.” He initially thought it would take them four years to circumnavigate. 38 countries and 49,000 miles later, they ended up taking a little longer. Their path took them to Mexico, French Polynesia, Tonga, New Zealand, Fiji, Thailand, and Africa and beyond. In fact, they decided to spend one whole year living in Thailand. During their adventures there were times where they flew back to the United States. Two of their children got married and they attended the weddings. As the couple prepares for the final leg of their trip, Schneider says, “we are very excited on the verge of being emotional”. An eye-opening experience for the Schneiders, “what a fabulous world this is, but I’ll tell you, I think one of our favorite places in all the places is San Diego.” They are expected to arrive Tuesday evening and dock at San Diego Yacht Club. SAN DIEGO (KGTV) - By the time polls close Tuesday night at 8 p.m., the San Diego County Registrar of Voters could have already processed more than 1.1 million ballots. Registrar Michael Vu says it's possible the first results of the night, released sometime before 9 pm, could account for up to 70% of the total vote.Those numbers will include more than a million mail-in ballots that the Registrar has already received and processed, as well as any in-person votes cast between Saturday and Monday.But those early numbers may not provide clarity."In our world, nothing is over until the election is certified," says Vu.Certification doesn't happen until December 3. And mail-in ballots can still arrive at the Registrar's office as late as November 20th to be counted, as long as they were postmarked by November 3."There's 196 contests on the ballot," says Vu. "For some it will show really wide gaps. And in others, it will show like it's neck and neck and it will continue all the way through until we certify the election."For races that may be close, like the San Diego Mayor's race, those late arriving ballots could be the difference between winning and losing."When you have such a close race at the local level, 10,000 or 20,000 votes left to be counted could be quite significant," says Evan Crawford, Assistant Professor of Political Science at University of San Diego.Crawford says it's common for local races to have changes after election day, noting that early results aren't official until every ballot is counted."We might have to prepare ourselves to not know on election night," says Crawford.He points to the June Primary election for Mayor, where City Councilman Scott Sherman led Barbara Bry for the second spot in the November election. As more ballots went into the final numbers, Bry overtook Sherman to advance.Thad Kousser, the Political Science Department Chair at UC San Diego, says voters should use patience when looking for a clear winner."Even though the game ends on election night when the polls close, no one can cast a ballot after that, it's going to take a while to tally the points for both sides," Kousser says. "And those results are also going to be misleading because there were really strong partisan differences this year in who wants to cast a ballot through what means."That extends to the Presidential race as well. Kousser says states that process mail-in ballots early, like Florida, could see a large Democratic lead in the first round of numbers released. He says Republicans have traditionally preferred to vote in person.Conversely, Kousser says states like Pennsylvania, where mail-in ballots can't be processed until polls close, may see the opposite.Either way, both Kousser and Crawford say accuracy is the most important focus of election officials."Getting it right is more important than getting it quickly," says Kousser. "And making sure that no one claims a quick victory, when a close margin could be overturned by legitimate votes that have a right to be counted.""We have these local election officials," says Crawford. "They're doing the job. They're doing the work. At a certain point, we just have to remind ourselves of that and have some trust in that." 3236

  

SAN DIEGO (KGTV) -- Bombarded with long lines and time delays, the state is planning to replace the Department of Motor Vehicles facility in Hillcrest with a larger facility. The state would tear down the current 14,319 square-foot DMV at 3960 Normal Street, and replace it with a one-story 18,540 square-foot building. The new DMV would accommodate the 931 customers that use it daily, with 141 parking spaces. It would cost .7 million. "The existing DMV Normal Street field office is not sized appropriately to accommodate the existing staffing and service demand levels needed at this location," the DMV said in an environmental notice. But the threat of shorter wait times is not being met with enthusiasm from some Hillcrest residents.Mat Wahlstrom, a member of the Uptown Planning Group, sees the project as a missed opportunity. He pointed to a now-scrapped plan to add a mixed-use housing and retail project, plus a park. It would have a new, larger DMV on the south end the 2.5-acre site."This wouldn't be a deadzone every evening, which is what it's become," Wahlstrom said. "It was supposed to have been a dual use site."Christina Valdivia, a DMV spokeswoman, says the mixed-use plan didn't work because it doesn't conform with its vehicle-centric business model.Meanwhile, the Hillcrest Farmers Market is raising issue with the DMV's plan to add a 7-foot-tall wrought iron fence around the property. The market uses the DMV lots for parking and some of its vendors."It would really create this sort of fortress DMV that we are hostile to," said Ben Nichols, who heads the Hillcrest Business Association.Valdivia says the DMV is installing fences at all of its new and replacement buildings to protect against vandalism, theft, damage, and even human waste. Nichols said it would just push those problems onto the public sidewalk.Now, two state legislators, Sen. Toni Atkins, and Asm. Todd Gloria, are getting involved with the project. The plan is currently under environmental review. If all goes as planned, it would break ground in early 2020 and be complete by the first quarter of 2021.  2160

  

SAN DIEGO (KGTV) -- Authorities are resuming their search Thursday morning for actress Naya Rivera who disappeared while boating on Lake Piru with her young son.The Ventura County Sheriff's Department tweeted that Rivera may have drowned. Later Thursday, authorities began a recovery effort, saying they believed Rivera had drowned.The 33-year-old actress rented a boat at the lake with her 4-year-old son Wednesday afternoon, authorities told media. Staff at the lake found the overdue rental with her child on board but could not find Rivera.Ventura County Sheriff’s Department Cpt. Eric Buschow told the Los Angeles Times that the boy and Rivera got out of the boat for a swim but she did not follow him back onto the boat. The boy was found sleeping on the boat alone by other boaters in the lake, Buschow said.Buschow said Rivera's son is safe with family members.Rivera, from Santa Clarita, earned stardom after her breakthrough role as cheerleader Santana Lopez on the television musical "Glee." According to her biography, Rivera appeared in commercials for retailer Kmart as a baby then broke into acting at the age of four when she starred as Hillary Winston in the television sitcom "The Royal Family."Rivera recently appeared on YouTube Premium’s “Step Up” series.Tragedy struck the former cast of the hit television show twice over the last decade. Former "Glee" star Cory Monteith, 31, was found dead in a hotel room in Vancouver, British Columbia, in July 2013. Monteith's death was ruled an accidental drug overdose due to a toxic mix of heroin and alcohol. In January 2018, 35-year-old Mark Salling, known for playing "Puck," was found in a Los Angeles riverbed weeks before he was to be sentenced on charges of possessing child pornography.
