(KGTV) — California updated its reopening guidance this week to allow all personal care services to open with indoor modifications during the pandemic.The updated guidance allows personal care services including:Esthetic and skin care servicesElectrology servicesNail servicesBody art professionals, tattoo parlors, and piercing shopsMassage services (in non-healthcare settings)(California's reopening guidance and restrictions for these businesses can be found here.)The services may reopen in counties, including those listed in the state's first reopening tier (widespread/purple), with indoor modifications that "create a lower risk environment for employees and the public," according to a state release.RELATED: California theme park leaders call reopening guidance unreasonableThe California Department of Public Health says evidence has shown that the risk in the newly added businesses can be "sufficiently mitigated with modifications to allow those services to resume.""As parts of the world and much of this nation are experiencing another wave of COVID-19 cases, it’s more important than ever we take this disease seriously," said Dr. Erica Pan, Interim State Public Health Officer. “Our Blueprint for a Safer Economy is driven by science to keep the risk of COVID-19 transmission low in order to help keep Californians safe while allowing for a safer reopening of our activities. Our approach and pace intend to avoid the difficulties that result from repeatedly opening and shutting down economic activity and tries to balance the level of a myriad of activities and economic areas that are important to all of us. The most important things all Californians can do to reduce COVID-19 transmission are masking, keeping physical distance and avoiding mixing when possible.”The update was announced a day prior to the state releasing reopening guidance for theme parks to resume operations for certain tiers during the pandemic. 1949

(KGTV) – In an effort to conserve energy amid a lingering heat wave, DMV offices across California will close at 3 p.m. from Monday through Wednesday this week.The decision to close early was made to save energy and “protect the health and safety of customers and employees from high heat impacts,” officials with the agency said.The early closures run from Aug. 17-19.DMV offices will accommodate customers -- with and without appointments -- until 2:30 p.m. on the specified days.Customers who have appointments on the specified days between 2:30 p.m.-5 p.m. will be contacted and have their appointments rescheduled.DMV officials said customers can visit the agency’s website for many services.Officials added: “The DMV is also using shade structures where available, offering mobile tickets so customers can wait in an air-conditioned car or other building and return when it is their turn, and making water available to customers and employees.During the closures and where possible, DMV employees will telework. Those currently working from home during this period of excessive heat will continue to do so and are encouraged to reduce energy consumption, especially during peak hours.The DMV is also reducing energy consumption throughout the day by turning off all unnecessary lights and equipment and closing blinds and other window coverings. Gavin Newsom said that the state's counties will be allowed to reopen hair salons and barber shops starting Tuesday.Newsom said that the 47 of 58 California counties that have been allowed to proceed through Stage 2, including San Diego County, can allow hair salons and barbershops to reopen with modifications under their plans."Those counties will begin to allow for those kinds of operations with meaning full modifications with the appropriate protective gear, particularly face coverings that are so essential in that environment, sanitation requirements, and the like," Newsom said. "This is something we've always had to do, so we're just intensifying it."After the announcement was made Tuesday, Kulch said there are still some questions about the guidelines. "I was wondering if we would be allowed to blow dry? I have not seen anything saying that we can't."Corinne Lam with Solatto Salon in Rancho Bernardo said they have spent thousands of dollars on PPE and safety equipment. They have already installed plexiglass between work stations and have a team training later this week on the new protocols."Anything we have to do, we are ready to do it. We're just so excited to be able to get back to making a living and getting our clients feeling better," Lam said. Newsom said Tuesday's changes do not include nail salons or similar personal care services and that the state is still working on putting together guidelines for those businesses."The issues there require a little more specificity," Newsom said in regards to nail salons.Guidelines related to summer camps, childcare, and schools are expected to be released Wednesday. Newsom added that guidelines extending to the entertainment industry are still being discussed and will likely come later this week or into the weekend. 3427

  

(KGTV and AP) - Two suspects are in custody in the United States in connection with the deaths of nine women and children in northern Mexico, relatives of the victims report. Bryan LeBaron said Thursday U.S. officials told the family that two suspects had been detained in the United States, but did not specify what role they had played in the Nov. 4 ambush attack. Earlier this week, prosecutors said more than 40 suspects have now been identified in connection with the killings of the extended Langford and LeBaron families who have lived in northern Mexico for decades. Three mothers and six children were killed; eight others were injured. The victims were dual citizens of Mexico and the United States, and part of a Mormon community of about 3,000 members living in Mexico.
