BEIJING, July 12 (Xinhua) -- Thousands of Chinese have joined a heated discussion about new rules that are designed to curb corruption and increase transparency about the assets of government officials.A regulation that took effect Sunday extends the list declarable assets for officials and introduces dismissal as the maximum penalty for failing to report assets honestly and promptly.The regulation adds six more items to the list of declarable assets issued in 2006, bringing the total to 14. The new items include incomes from sources like lecturing, painting and calligraphy; homes owned by spouses and children; and equities and investments owned by officials, their spouses and children.A FIRM STEPThe new rules have struck a public chord and almost 50,000 people had left comments on China's two biggest Internet portal websites on Monday. Thousands more were joining the discussion on other news sites and discussion forums.More than 36,500 people had made online comments on a news entry about the regulation on leading portal Sohu.com as of 1:30 p.m., and more than 11,000 comments on an entry at Sina.com.cn.Most of the published postings welcomed the new rules, but some said they should go further."The fight against corruption has a long way to go, but I am really glad to see each firm step taken by the central authorities," said a posting from Shanghai on Sina."We want to see more detailed provisions and harsher punishments in the rule," said a post by "Shihuiwen 197" on Sohu.The regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.It requires officials at deputy county chief level and above to annually report their assets, marital status and whereabouts and employment of family members.It also empowers local provincial level CPC committees and governments to expand the regulations to officials below deputy county chief level.A CPC statement said Monday that most village or town chief level officials are prone to power-for-money transactions and corrupt actions as they are dealing with practical issues involving personnel, finance and materials.But as there are a large number of them, requiring all of them to report personal information will require much work and high costs, said the statement jointly issued by the CPC Central Commission for Discipline Inspection (CCDI) and the CPC Central Committee's Organization Department.So the central authority left the decision to local governments to decide based upon their own conditions, it said.New requirements for officials to report homes and investments reflected the need to change disciplinary structures in line with changing social and economic values, said Professor Liu Chun, deputy dean of the Graduate Institute of the Party School of the CPC Central Committee.

CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province.Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province.The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province.However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. We don't know when any of them might explode," said Chen Yanpeng, a resident of Jilin's Yushu City, who has participated in the salvage work."In addition to retrieving the barrels, people should also consider why this has happened," Cheng said.

ZHOUQU, Gansu, Aug. 16 (Xinhua) -- A new round of rains started to pound the mudslide-flattened Chinese town of Zhouqu Monday night, which has increased the possibilities of new mudslides occurring.The weather bureau in the Gannan Tibetan Autonomous Prefecture in northwest China's Gansu Province, which administers Zhouqu County, issued a rainstorm warning Monday night, warning about the likelihood of new geological disasters.Rains started pounding Zhouqu at around 10 p.m., which, according to Gansu's provincial weather bureau, could last for five days and precipitation in some regions may reach 60 to 80 mm.The massive landslide on August 8 killed 1,254 people as of 4 p.m.Monday, with 490 still missing.Residents are ferried by a boat in landslide-hit Zhouqu County, Gannan Tibetan Autonomous Prefecture in northwest China's Gansu Province, Aug. 16, 2010. Large-scaled ponding area still remained in the county although the flood has subsidised. BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.
