ANCHORAGE, Alaska (AP) — The Department of the Interior has approved an oil and gas leasing program within Alaska’s Arctic National Wildlife Refuge.The refuge is home to polar bears, caribou and other wildlife.Secretary of the Interior David Bernhardt signed the Record of Decision, which will determine where oil and gas leasing will take place in the refuge’s coastal plain.He said in a statement Monday it was a significant step in determining where and under what conditions oil and gas development will occur.Congress approved the program in 2017, and the Interior’s Bureau of Land Management in December 2018 concluded drilling could be conducted within the coastal plain area without harming wildlife. 716

As Americans slowly return to work, older workers are finding the current economic situation much harder to navigate than their younger counterparts.Many large companies, including the airlines, are offering early retirement packages. For older workers, those buyouts come with uncertainty for their financial future.“These are tough times, especially for older workers,” said Susan Weinstock with the AARP.Weinstock’s concern is older workers are being forced out of work without enough saved for retirement. According to AARP, half of full-time workers experience job loss after the age of 50. It typically takes them double the time to get back into the work force as it does a younger worker, and even if they find a job, they end up making less money.For those over the age of 50 who have suddenly lost their job because of COVID-19, there's also less time to make up retirement savings that were lost.“We know saving through work is the best way to save for retirement, and when you don’t have that option it makes it a lot harder,” Weinstock said.Weinstock's advice if you're over the age of 50 and out of work is to use this time to upscale or re-scale. She suggests finding an online class. Showing employers that you're a lifelong learner can make you more marketable.“We want to make sure older workers are able to recover from this, along with everybody else in the economy,” Weinstock added.For those working from home, Weinstock recommends taking the money you might have spent on commuting and putting it into your retirement account. 1557

As Florida and other southern states continue to report record numbers of coronavirus cases, Dr. Anthony Fauci said his concern has shifted to states in the Midwest. He called out Ohio, Kentucky, Indiana and Tennessee specifically, saying they are showing an “early indication” that cases of COVID-19 are going up.Fauci, the director of the National Institute of Allergy and Infectious Diseases, said those states should carefully follow guidelines as they open back up during an interview on ABC’s “Good Morning America” on Tuesday.Some states like Florida, Texas, Arizona and California had a major surge in coronavirus cases, he said, but it looks like cases may be cresting and coming back down.“What I'm concerned about is … that some of the other states, the Ohios, Indianas, Tennessees, Kentuckys that are starting to have that very early indication that the percent of cases regarding the number of tests that you have, that it's going up,” Fauci said. “That can be a surefire sign you've got to really be careful and you've got to — if you are trying to open up, please do it in a way that's in accordance with the guidelines.”In April, President Donald Trump rolled out a three-phase plan to ease restrictions that depend on meeting specific case count and hospital capacity thresholds.“If you do that carefully … I think we can prevent the surges that we've seen in the southern states because we just can't afford yet again another surge,” Fauci said.Fauci’s comments come a day after Gov. Andy Beshear ordered all Kentucky bars to close for two weeks. Kentucky reported its second-highest daily total Saturday with 836 more positive cases of the virus and a daily record of 979 confirmed cases on July 19.Ohio's Gov. An off-duty Forrest City, Arkansas police officer was shot and killed inside of his home Saturday afternoon from a gunman who sprayed dozens of bullets into the officer's home. An eyewitness told WREG-TV that Officer Oliver Johnson, Jr. was inside his home when someone in a vehicle sprayed the home with as many as 40 bullets. At least one of those bullets struck Johnson. Johnson's family attempted to perform CPR on the officer before paramedics arrived. Police told WREG that they do not believe Johnson was the target. "It was an encounter between the suspects and another group outside of the apartment," West Memphis Police Captain Joe Baker told WREG.  "This hits everyone a little close to home in law enforcement. He was a police officer, some of my officers did, in fact, know him."  847
