SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) -- Police have identified both the victim and the suspect after a man died following a stabbing in Rancho Pe?asquitos Thursday afternoon. According to police, the stabbing happened on the 9500 block of High Park Lane just before 2 p.m.Police arrived as they say the suspect, Howard Forrest Lowe, 52, was riding away on a bike. Lowe was arrested and will be booked into jail on suspicion of murder, police say.After entering the home’s garage, police found 72-year-old Richard Dale Munsinger. SAN DIEGO (KGTV) — Plans for a temporary observation wheel in the heart of Balboa Park have taken a step forward to becoming reality.Thursday, the Balboa Park Committee voted 7-1, with one member abstaining, to support plans for the temporary Balboa Park Star attraction, which were originally introduced by the Cohn Restaurant Group and Sky Views of America back in October.In a statement from the Assistant Deputy Director Christina Chadwick of the city's Parks & Recreation Department, while the idea has gained the committee's support, a number of potential impacts still need to be sorted out before the wheel is installed.RELATED:The Balboa Park Star Observation Wheel could bring people back to the parkIn-Depth: Balboa Park's future unfolds during COVID-19 pandemic"The Park and Recreation Department has identified a number of potential operational impacts that must be contemplated in order to fully appreciate the feasibility of this project, and given the Balboa Park Committee’s conceptual approval tonight, we will now be moving forward with the goal of getting this installation up and running on a temporary basis," Chadwick wrote.Some of those outstanding issues involve the site plan, public safety, liability, permitting, and institutional outreach.Ultimately, the hope is to see a Sky Wheel installed on a short-term basis in Plaza de Panama to attract more visitors back to the park, pending coronavirus-related restrictions on businesses, museums, and attractions.The gondolas on the observation wheel would be enclosed, climate-controlled, and sanitized after each ride. Local, state, and federal safety protocols amid the pandemic would also be observed and masks would be required.Tickets for the wheel are estimated to run - per rider and would be sold online and at the attraction. 1826

SAN DIEGO (KGTV) - Police are seeking the public's help identifying two armed robbery suspects they say hit a Carmel Valley gas station last month.A man entered the Shell gas station located at 3861 Valley Centre Drive just after 11 p.m. on Oct. 25, San Diego Police (SDPD) said in a release. The man asked the station clerk to use the bathroom and when he returned, he was armed with a machete and wearing a mask.The man demanded money from the cash register and the clerk complied, SDPD said.The man then fled westbound from the gas station.Police said the clerk noticed a woman driving a gold-colored pickup truck, believed to be a Toyota Tacoma with an extended cab, toward the man as he was running away. The clerk told police he had recognized the man and woman inside the store a few days prior to the robbery.The man described as white, in his late 20s to mid-30s, about 5-foot-7, and with medium build. He was last seen wearing a black hooded sweatshirt with a white California bear on the front, blue jeans, a dark grey or blue baseball cap with "Ford" on it, and blue Keds shoes.He was also carrying a green backpack and has a wraparound band-style tattoo on his left arm.The woman was described as white, in her 40s, with long dark hair, and was last seen wearing a black shirt and black pants.Anyone with information is asked to call SDPD's robbery unit at 619-531-2299 or Crime Stoppers at 888-580-8477. 1435

SAN DIEGO (KGTV) -- People on social media reacted after students all over San Diego County walked out of class Wednesday to show solidarity in protesting gun violence. The walkouts began at 10 a.m. and lasted 17 minutes, one minute for each of those killed in the Parkland shooting. Photos posted on various social media platforms show students holding posters and standing together in protest.  419
