SAN DIEGO (KGTV) — It's not the most family-friendly event in town, but it is one of San Diego's most time-honored bashes.The 66th Over-The-Line (OTL) World Championship returns to Fiesta Island Park for two weekends July 13 and 14, and July 20 and 21. The annual event, known for its color team names and characters, started locally in the 1950s and has since become a highlight of summertime in San Diego.What more can you ask for during the sweltering heat? Sunshine, brews, and a simple sport that everyone can follow. The batter's goal is to hit the ball into fair territory (over the line) without a fielder catching it. A hit includes any ball that lands in fair territory, if a fielder crosses over the line, or if a fielder drops the ball in fair or foul territory.If a batter connects with the ball but it does not cross the line, it can be saved and ruled a "no pitch" if the batter or pitcher are able to catch the ball before it hits the ground. Kind of like a redo pitch.An out is recorded when the ball fails to cross the line, a batter swings and misses, a fielder catches the ball in fair territory, a batter has two fouls, a player bats out of order, or if a pitcher or batter touch but do not catch a ball that falls short of the line.Nobody actually runs bases — at times, that's probably for the best — and three outs end each half of an inning just like baseball.To score:The third hit of a half-inning scores one run and each hit after that scores another run.A home run, which is when a ball lands past the last fielder without it being touched, scores a run and any hits before it. SAN DIEGO (KGTV) — In 2004, San Diego taxpayers approved a transportation tax increase that earmarked 0 million for bike projects for more bike lanes, safety features on the roads for cyclists and foot traffic, and new walking trails.Friday, SANDAG said it's going to need more. Officials said rising construction costs have called for an additional million for the projects, many of which have been started.The money would come from funds already allocated for these types of projects.RELATED: Compromise proposed for 30th Street bike lanes in North ParkCritics of the increase in funding argue only one percent of San Diegans use bikes and costs of .5 million per mile built for these bike lanes is unjustified.The San Diego Bike Coalition says the funding is needed to provide San Diegans with more transportation options, reduce auto dependency, and increase safety of bicyclists. They add that an expanded bike network will help the county move closer toward greenhouse emissions goals.SANDAG has been working toward the biking goals since 2013, when the agency approved a 0 million Bike Early Action Plan. The plan, funded by the region's half-cent tax on public transit fares, includes 40 projects totaling 77 new miles of bikeways and paths around the county.Crews broke ground on the first phase of the project last December and expects to complete two projects by early 2022. 1405

SAN DIEGO (KGTV) -- Marty Coyne snags the same prime spot at Campland on the Bay every Fourth of July weekend.He parks his massive RV right across from the water."Wouldn't trade it in for any other place to stay in the summer," he said Friday. "It's beautiful here, safe here, the grandkids can run free and have a great time."This year - however - the celebration is quite a bit different - due the outbreak of Covid 19.Campland on the Bay, on Mission Bay's north end, is like many hotels along San Diego's coastline. It's not totally booked.Elvin Lai, who owns the Ocean Park Inn in Pacific Beach, said he was booked in the high 60 percents at a time when the hotel is usually full. "It doesn't mean that I won't get last minute bookings but we're used to being sold out for the month of July months in advance, so it's different."On Friday at the campland, the mood was festive, but the activities were limited - the skate park and basketball courts were taped off. There won't be any bands for outdoor entertainment, and indoor dining is disallowed.Campland on the Bay also placed yellow cones on the beach to give people a clear path to the water. It's also requiring all tents to be spaced out by eight feet. Masks are required in public areas, and rangers are carrying around extra.Still, not every visitor was wearing a mask."Everybody doesn't follow it," said Barry Homer, who is staying on the grounds with his wife Cindy. "It'a always a problem everywhere in the world, for lots of reasons."Hotels and Campland are still open to last minute reservations."We anticipate it's going to be be like this no more than today and tomorrow, and then it'll go down to quiet as people go back to their normal lives," said Ahmed Aitlahcen, the campland's general manafger.The Auto Club predicts 107 million residents of the Pacific Coastal states will take trips this summer. SAN DIEGO (KGTV) - Many local restaurants are having a hard time finding outdoor patio heaters.The difficulty comes as restaurant owners in San Diego County prepare to close their indoor dining areas and take operations outside when new COVID-19 related restrictions take effect Saturday. The county is moving from the state's red to the purple tier following an increase in COVID-19 cases. The purple tier has the toughest COVID-19 related rules.The owners of Sisters Pizza in Hillcrest say they own four outdoor heaters and recently purchased two more from Amazon three weeks ago, one of the last left at the time. They are due to arrive any day."We paid about four times the price of our original space heater," owner Emily Green Lake said. "Right now, the heaters are really what it's all about in keeping people wanting to come back to your spot, or that second glass of wine or that dessert, and all of those extras are what's keeping businesses afloat right now."Premier Patio Heating in Oceanside, which rents out patio heaters, is out. Eddie Essey, vice president of operations, said they have a backlog of about 200 orders from restaurants and hotels. Anyone looking to get some from them now has a six-week wait."I'm saying six weeks," Essey said. "Honestly, that's a little optimistic. Realistically, I don't expect my supply chain to be where I want it to be until March or April."He's putting new orders on a waitlist but advising the customer to keep looking and trying other suppliers."Restaurants are struggling enough as it is that I don't want them to be missing out on income on their patios every night just waiting on me to get a shipment in," he said. "Everyone needs more patio heaters. People that already have some need more, people that don't have any, need some."Many restaurants told ABC 10News off-camera that they could not find any patio heaters and are still looking.
