ESCONDIDO, Calif. (KGTV) -- The man accused of hitting and killing an Escondido bicyclist appeared in court Wednesday on unrelated charges. Jamison Connor, 41, pleaded not guilty at his arraignment. The charges were unrelated to the deadly hit-and-run and were instead a result of parole violations in which Connor was found with a bag of methamphetamine and a loaded gun during a traffic stop. (KGTV) - A new technology is being hailed as a "game changer" by some experts as it takes aims at those achy, tiresome commutes.  Cadillac's Super Cruise, the only hands-free semi-autonomous driving feature on the highways, is now on roads in Southern California.Once on the highway, the feature is activated with the push of a button on the steering wheel.  The feature allows the driver to go feet- and hands-free as long as you stay in one lane. "If someone slows down in front of me, it will slow down our speed," said Drew Doran.While other driver-assistance systems use cameras to center a car, Doran says General Motors has extensive laser mapping of US highways that leads to better accuracy."It actually knows what is ahead of the vehicle," said Doran.  On a one-hour-long drive, it tracked every curve and every time, it stayed in the center of the lane. The driver is still expected to be on standby.  A camera on the steering wheel watches for distractions.  If the driver is doing something like reading and blocking that camera, it will warn the driver.When we blocked the camera, a green light flashed - the first of several alerts - before Super Cruise disengaged.  Doran says he recently went on a trip to Los Angeles with his wife.  He says he used Super Cruise for about 80 percent of a drive that left him feeling relaxed.    "Not the usual back pain. (KGTV) -- The Encinitas teenager bitten by a great white shark is thanking all who saved him and those who continue to support his recovery.It was nearly two months ago when 13-year-old Keane Webre-Hayes was attacked while lobster diving at Beacon's Beach.Webre-Hayes sustained substantial damage to his left torso and face. His humorous was broken, ball joint broke in half, and rotator cuff torn apart in several places. He also lost a significant amount of his deltoid and lat muscles.The 13-year-old underwent hours of surgeries and got 1,000 stitches."I feel really thankful to have my arm, to be alive, and I'm thankful to probably in the future help other people," said Webre-Hayes.He's now considering a career in lifeguarding. Those who helped him are on a long list of people he wants to thank.“The people that towed me in from the kayak, the first responders, the pilot, the doctors, the nurses, all the companies that have given me things, it's motivation to get back out there and do what I love, like surfing and skateboarding," said Webre-Hayes.His mother, Ellie Hayes, says she is grateful for the outpouring of support and financial donations which will help with ongoing medical expenses."It’s one of the ultimate tests, and I know that there’s a reason and meaning, and there’s good that we can do with it," said Ellie. Employers may soon be able to require workers who make tips to share that money with other staff. It's part of a new regulation from the Department of Labor.The agency says the rule could help increase pay for back of house staff, like cooks and dishwashers who have historically been excluded from tip pools.The rule says pooling is only allowed if the tipped employee makes the full federal minimum wage.Federal law allows tipped workers to make .13 an hour, as long as they earn enough tips to match the minimum. State laws vary on that point, though.The rule also gets rid of a guideline that said tipped workers must spend at least 80% of their time doing tasks that earn them gratuity.The National Restaurant Association has praised the rule, calling it a win for the industry because it clarifies laws under the Fair Labor Standards Act.“Today’s Department of Labor (DOL) final rule revising tipping regulations under the Fair Labor Standards Act (FLSA) is a year-end victory for the restaurant industry and its workers after years of litigation," said the National Restaurant Association in a statement. "The changes in this rule bring much needed regulatory clarification for the small business owners and their employees about what the law allows and requires. At a time when the restaurant industry is faced with instability, this rule provides renewed sensible regulations on tip-pooling and tip-credit standards.”We spoke to an employment attorney named Louis Pechman who founded WaiterPay.com. He said there may be some clarification in the rule, but that's not the big issue.“Tips traditionally have been viewed by management as kryptonite. Don't touch the tips, servers' tips, stay away. That's my money. Now you have a whole situation where servers, it's my money. The tip was left for me. Why am I paying a cook in the kitchen?” said Pechman.The Economic Policy Institute has estimated the rule would let employers take 0 million from tipped workers each year. That's based on numbers before the industry suffered under the pandemic.As Pechman points out, some local laws are very protective of employee tips and will supersede federal regulations.“So, it's important if you're analyzing the issue, is there a state regulation, is there a city regulation which gives more protection to workers than the FLSA does?” asked Pechman.The rule is set to go into effect in 60 days.
