WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. Speaking at a luncheon meeting at the Center for Strategic and International Studies (CSIS), Yang expressed satisfaction that the two countries have worked together and ensured a smooth transition of bilateral relations in the past 50 days since the new U.S. administration took office.     The two sides have established good working relations at the top level and between various government departments and maintained close consultation and coordination in bilateral and multilateral areas, he said. We should make concerted efforts and promote sound and steady growth of our relations," he said.     To do this, the minister proposed some guidelines which he believed could help advance China-U.S. relations in the coming years.     First, he said, both sides should adopt a strategic and long-term perspective and keep the relations on the right track.     China and the United States now have more common interests and a broader foundation of cooperation on a series of major and pressing issues facing today's world, according to the minister. The strategic significance and global influence of China-U.S. relations have further increased and their relations in the new era should be broader and deeper.     The minister believed that the two countries should work together in an all-around way to raise bilateral relations to a new and much higher level of cooperation in the 21st century on the basis of mutual respect, seeking common ground while shelving differences and cooperation for win-win results.     Second, Minister Yang said, both sides should maintain close dialogue and exchanges at the top and other levels and cement the political foundation of the relations.     Over the years, he said, close communication and frequent exchanges between the two countries "have given a strong boost to the sustained, sound and steady growth of our relations."     He hoped that both sides will work together and launch proposed "China-U.S. Strategic and Economic Dialogues" mechanism at an early date so that through continued discussions on strategic, overarching and long-term issues of mutual interest, they will further enhance mutual trust and cooperation.     Third, according to the minister, both sides should expand mutually-beneficial cooperation and inject fresh impetus into the relations. BEIJING, April 14 (Xinhua) -- Chinese cities saw the fastest economic growth among all cities internationally, in 2008, but their overall competitiveness was still only at medium or low levels globally, according to a report released here Tuesday.     The report, entitled the Blue Book of Urban Competitiveness, was released by the Chinese Academy of Social Sciences (CASS). It showed that ten of the 15 fastest-growing cities worldwide in 2008 were in China.     The ten cities are Baotou and Hohhot in the northern Inner Mongolia Autonomous Region, Yantai, Weifang and Weihai in eastern Shandong Province, Dongguan, Zhongshan and Huizhou in southern Guangdong Province, and Wuhu and Hefei in eastern Anhui Province.     However, Chinese cities ranked at only medium or low levels among world cities in terms of overall competitiveness, the report said.     The ten most competitive cities in China, according to the report, are Hong Kong, Shenzhen, Shanghai, Beijing, Taipei, Guangzhou, Qingdao, Tianjin, Suzhou and Kaohsiung. But Hong Kong only ranked the 26th among world cities, Shanghai the 41th, and the others still lower.     Ni Pengfei, a CASS scholar who led the research, said 294 large and medium-sized China cities were rated, including those in Hong Kong, Macao and Taiwan.     The overall competitiveness of a city is based on its advantages in human resources, capital, science and technology, infrastructure, environment, governance and so on.     The report was compiled by nearly 100 scholars from Chinese universities, statistics departments, and research institutes.

TAIPEI, April 20 (Xinhua) -- Taiwan authorities has temporarily raised the daily quota of mainland tourists from 3,000 to 7,200, to cope with the increasing number of travelers.     Tse Lap-kong, a Taiwanese official, said the temporary adjustment was meant to cope with the surge of tourist numbers in the coming two weeks, a travel peak season for mainlanders.     It is estimated that more than 30,000 mainland tourists could arrive in Taiwan in the coming week, with a daily average of 4,100.     Daily mainland tourist arrivals were less than 3,000 in the first few months since Taiwan was opened to them as a destination last July, and the temporary change would use the unfulfilled quota from that period, Tse said.     The daily quota would remain at 3,000 on a yearly average, he said.     Taiwan authorities might also extend the allowed period for visiting mainland businessmen and professionals, with a final decision in late April, local media reported.     Business trips would be extended from a maximum of two weeks to one month, and visiting businessmen and experts would be allowed an additional five days based on their travel schedule, according to the reports.     Industrial and commercial organizations with an annual turnover of more than 30 million New Taiwan dollars (883,260 U.S. dollars) would have the number of invited mainlanders increased from 50 to 200, while the number for those below 30 million New Taiwan dollars would rise to 45 from 15, said the reports.     Local authorities were also planning to shorten the approval time for applications of mainland businessmen from one month to two weeks.     More than 174,000 Chinese mainland tourists visited Taiwan from July last year till early April, according to mainland statistics.     The daily number of mainland visitors to the island on organized trips reached about 3,000 at the end of March, he said, adding that the number soared to more than 4,000 on April 7.     The Chinese mainland and Taiwan agreed to allow mainland touri

BEIJING, April 14 (Xinhua) -- China's top political advisor Jia Qinglin on Tuesday called for increased efforts of democratic parties and the All-China Federation of Industry and Commerce to promote the development of a poverty-stricken city in southwest China.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the call at a working conference on supporting the construction of Bijie, a city in Guizhou Province.     Bijie was approved by the State Council, China's cabinet, in 1988 as a trial zone featuring ecological environment protection and construction, development and poverty-alleviation.     Jia said the significant economic and social achievement made in Bijie over the past 20 years exemplifies the enormous advantages of the political system of multi-party cooperation and the political consultation system under the leadership of the Communist Party of China (CPC).     Jia outlined three major tasks for Bijie's future development: development and poverty alleviation, ecological construction and population control must be firmly grasped.     He also called for efforts to explore new ways to develop the region.     Efforts should be made to pursue leap-forward development in both economy and society in the region, he said.     In the same meeting, Du Qinglin, head of the United Front Work Department of the CPC Central Committee, said the construction of Bijie trial zone had made significant phase achievements.     The region, where the poor once struggled to have adequate food and clothing, was on its way to becoming a place where the people can generally lead a well-off life, he said.     Over the past two decades, people from the democratic parties offered enormous support to develop the hilly hinterland region that is home to more than 20 ethnic minorities.     They helped to contribute to local education programs, training of migrant workers, building local medical institutions, constructing hydropower stations and helped tackle prevailing ecological problems including desertification.     The CPPCC is a patriotic united front organization of the Chinese people, serving as a key mechanism for multi-party cooperation and political consultation under the leadership of the CPC, and a major manifestation of socialist democracy.
