SAN DIEGO (KGTV) - In light of the governor's directive on limiting large gatherings out of coronavirus concerns, the San Diego Half Marathon announced on Thursday that this Sunday's event will be "virtual" only. While many runners support the decision to cancel the San Diego Half Marathon, they're upset that it doesn't appear there will be any refunds.Organizers sent 10News a statement that reads in part, "By their very nature, the cost of events like ours are front loaded and [non-recoupable], which is why we do not have a refund or deferral policy. SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said.The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. SAN DIEGO (KGTV) - It appears traffic along parts of Normal Street in Hillcrest will disappear for good, giving way to the Normal Street Promenade.City Councilmember Chris Ward says the city has signed on for the project as part of the Uptown Bikeways Project with SANDAG.The east side traffic lanes would stay but the lanes on the west side will be replaced by dedicated bike lanes and a pedestrian walkway along a two-block stretch from the Hillcrest Pride Flag to Lincoln Avenue."I'm excited.  Hillcrest is a close-knit community, and this will make it even more social," said Hillcrest resident Madison Layo."A great gathering space for everyone that people can rally around ... show a little pride," said Alex Craig, another Hillcrest resident.Ward says the public space can host events like the weekly farmer's market and Pride gatherings, along with events such as street fairs, movies and concerts.  The proposal also includes 70 extra parking spaces from Lincoln Avenue to Washington Street.  Supporters believe the project could also attract business activity to the area.The Uptown Community Parking District has allocated .8 million for the project.  Community outreach for the project will begin in early 2019 with construction expected to start in 2020. 1307

SAN DIEGO (KGTV) — In San Diego Comic-Con's first foray as an online-only event, fans experienced some benefits and pitfalls of a virtual convention.While fans had arguably the most access to Comic-Con content ever, there were still some aspects that couldn't be recreated digitally. At the same time, that's all right. Exclusive content aired during panels also made their way onto the internet arguably faster than previous years. While the glitz of seeing stars, artists, and writers in person was missing, the heart of enjoying a panel for its presentation was still there.What didn't: ExclusivesAdmittedly, Comic-Con isn't just about exclusive merchandise. But many attendees enjoy being able to score gear that you'll only get at SDCC — for resale or to keep. However, when it came to exclusives, internet connection and website servers were at the will of how many people logged onto their site. So when something was highly sought after, websites saw a lot of traffic — sometimes too much. In the case of several popular merchandisers — like Funko, Mondo, or Hasbro — exclusives often sold out quickly, sometimes before the convention even occurred. FutureTechLive! also put together a virtual World Builders activation for users to unleash their imagination.What didn't: CosplayOne of the best parts of Comic-Con is seeing everyone dressed up as their favorite characters waltzing around downtown San Diego. Where else can you run into Kirk and Spock or Batman enjoying a bite to eat in broad daylight? While the convention did its best to showcase cosplayers online with a "masquerade ball" via Tumblr, it just isn't quite the same as being at the event in-person. What worked: Connecting with fansHosting Comic-Con online ensured fans can connect with their favorite comic book writers, artists, and even entertainers. Without having to manage a tight schedule of going location to location for panels and events, users could simply log on and watch a panel, win some free swag in some cases, or reach out to comic book writers and artists for commissions or to purchase their work. No walking through a packed Artist Alley or standing in line for a free t-shirt — though some may argue that's part of the appeal.What didn't: Recreating being thereSDCC made several activities available online ahead of the convention, like signs and badges to print out to dress your home for the event. A virtual exhibit floor was also offered online and while fun, was a bit tricky to navigate on your phone. Though it was great to offer those activities for fans, nothing can really recreate that feeling of walking through the halls of the convention center or visiting your favorite comic book artists. 3915
