SAN DIEGO (KGTV) — A new grant for City Heights businesses in San Diego is aimed at helping small businesses get back on their feet after pandemic impacts. The City Heights Business Relief Fund has so far grown to 0,000 and that money will go to businesses in the area. Each business can get up to ,000. To be eligible, the business must be located within City Heights. The priority is on businesses owned by women and/or minorities that are already established in the community who have not received other relief funds. Home-based businesses or franchises are not eligible.RELATED: New fund to help Black-owned businesses in San Diego survive COVID-19The link to apply for grant money can be found here. The deadline to apply is June 24.LISC San Diego Program Officer Avital Aboody said the idea started a few months ago when local leaders realized the neighborhood businesses were struggling. She said as of Thursday afternoon, they’ve received 60 applications. Of those 60, 52 are minority-owned and half are female-owned, showing the need for this demographic. She also said half of those applicants have not received any relief yet, which she said can be because of language barriers and extensive applications. Some of the money has come from donations from Price Philanthropies and U.S. Banks.Addis Ethiopian Restaurant, located at 3643 El Cajon Blvd., is one of the businesses hoping for help. The owners say they’ve had days during the pandemic where no customers have bought food. 1503

SAN DIEGO (KGTV) -- A runaway boat became lodged on rocks after taking off while the owner was trying to dock the vessel Monday afternoon.Captain Tony Olson with TowBoatUS San Diego said a man sailing from Harbor Island was trying to dock at Shelter Island when the boat took off.According to Olson, the man was trying to tie the boat off with the sail partially up and the motor running, causing it to take off without him.The 35-foot vessel became lodged on rocks at the Naval Base.It took a while for the boat to become dislodged. Olson says there doesn’t appear to be any major damage to the vessel.Olson noted that this is one of several boats that ran aground Monday.A 19-foot vessel, pictured below, also smashed into rocks at the foot of Point Loma. The Coast Guard warned people traveling through marine channel 16 of the boat that ran aground.  872

SAN DIEGO (KGTV) - A researcher at the San Diego Museum of Natural History helped identify a new species of dinosaur, which was just added to the Anatomical Record.Dr. Ashley Poust made the discovery 10 years ago while on a research trip to China."There were a couple of features that immediately stood out to me, made me thing maybe we have something new here," he says.Dr. Poust says the shape of the skull and the presence of two long, decorative tail feathers made him think this was a new species."There's not any other dinosaurs that aren't birds, that we know of, who have long feathers like that," he says.Dr. Poust named the dinosaur "Wulong Bohaiensis." The word Wulong means "Dancing Dragon" in Chinese. The other part of the name comes from the area where it was found.A find like this helps fill in the gaps in how dinosaurs and birds evolved differently. Dr. Poust says Wulong was only about 1 year old when it died. That means it grew those long feathers much earlier than birds typically do. He thinks they could be functional, or it shows a major difference between dinosaurs and birds."You can't really answer those questions in California, but you can answer those questions in a place like China," says Dr. Poust.According to a release, the dinosaur was an early relative of the Velociraptor. It lived 120 million years ago and would have been about the size of a crow or raven.Dr. Poust says he's excited to share the new species with the world. The skeleton is on display at the Dalian Museum in China. It likely will not come to San Diego, as the specimen is too delicate for such a long journey. 1628

SAN DIEGO (KGTV) — A growing group in San Diego is flipping the script on those who fight dense development in their own backyards. They're calling themselves the 'YIMBY' Democrats. YIMBY for "yes in my backyard." Their solution is for more dense development in urban areas where people can live and work. They also seek legislative reform and developments that help combat climate change."It's basic supply and demand," said member Dike Anyiwo. "The more sort of inventory that we're able to produce and build and create, then it stands to reason that prices should go down."RELATED: MISD: Granny flat permits soarTheir ideas appear to be gaining traction. The city recently passed Mayor Kevin Faulconer's plan eliminating parking requirements near transit centers. And the YIMBYs are getting visits from some key politicians, including Assemblyman Todd Gloria, City Councilmembers Monica Montgomery and Chris Ward, and County Supervisor Nathan Fletcher. Plus, some of its members are now landing spots on city planning groups. Anyiwo is now on the Midway Pacific Highway Community Planning Group. Still, concerns remain that the YIMBY plans could lead to too much crowding for the city's infrastructure. RELATED: MISD: Rent increases sharply in San Diego, new report shows"Where's all the water going to come from? What are we going to do about all the needed extra police and fire protection safety?" said Mat Wahlstrom, who recently lost his seat on the Uptown Planning Board for a slate of pro-growth candidates. Wahlstrom, a Democrat, also expressed concern that the YIMBY's would adhere to developer wishes. Anyiwo said while some YIMBY Democrats may in-fact be developers, the group's mission is people first, and that progress needs to happen. 1760

SAN DIEGO (KGTV) -- A San Carlos woman says a buzzing sound caught her off guard at home. When she looked around, she spotted a drone hovering near her bedroom window, peering in.  Yvette Skalka was hanging her laundry in the backyard on September 6 when she heard the noise. She says she looked up and a small, white drone. “It hovered for a good 3 to 5 minutes.  It gave me an uneasy feeling. It didn’t feel right,” said Skalka. The drone flew up to the top of a palm on the property for a few minutes, before flying back down.“It was near three dogs and driving them crazy, like it was tormenting them,” said Skalka.Eventually, the drone flew off.  Skalka filed a police report and posted details on the Nextdoor app.  Another neighbor responded that she believed the same drone has recently hovered near her ground-floor bedroom, watching her college-age daughter.  That family also filed a police report. 956
