They are the first school district in the county to start the year.Some parents said the one issue they ran into was technical problems. Gina Chavez, a mother of three and an elementary school teacher, said two of her three kids dealt with issues getting started. She said day one was "crazy."“My daughter started the day without an advisory class and no code for her science class,” Chavez said.Her other daughter couldn’t log onto her iPad, issued by the school district. “We had to scramble. I got my work computer, was able to log her on that way. [I] had to do a trouble ticket.”Two of her children have special needs and are on IEPs, individualized education programs. I’m still waiting and if I don’t hear by the end of the week, I will be reaching out to figure that out,” Chavez said.A district spokesperson said roughly 9,400 devices were distributed last week. The majority of students were able to hold on to their devices from last year.Regarding technical problems, spokesperson Manny Rubio acknowledged the issues, but said the “issues are being resolve fairly quickly.”“It seems as though the great majority of students were logged in and had access to their classes,” Rubio wrote in an email to ABC 10News. “We do have our IT staff as well as school site staff available to answer questions and resolve issues.”Under the distance learning model, students are block schedules with three classes per day. There will be 30 to 45 minutes of virtual face time with the student’s teacher. The remaining time will be independent study, according to the plan released by the district.“I feel like I was torn in three different directions this morning trying to help every child get where they needed to be,” Chavez said. “If I had work today… I think I would have been in tears.”Chavez said she hopes the glitches get resolved by the end of the week.The Sweetwater Union High School District is facing many challenges, including a roughly million budget shortfall.An audit of the district conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT) showed there was enough evidence that fraud or misappropriation of funds may have occurred within the district. 2491

(KGTV) -- Parents at Eastlake High School are asking the Sweetwater Union High School District board to investigate a math teacher that students accuse of making inappropriate comments. The parents say the issue started last spring when the teacher made comments about erectile dysfunction in class. Other parents say the teacher hardly teaches, forcing their kids to fall behind. Dan Huslin, a parent of an Eastlake High sophomore, said the school's principal told him last year the teacher was suspended, but this year he found out he's back in the classroom. Huslin said when he asked about why he returned, the current principal told him the district was providing the teacher counseling to help him improve. On Monday night, parents spoke at a Sweetwater district meeting and asked the board to investigate and remove the teacher. Also, parents asked the district to provide math tutoring for the students who are now behind. A district spokesperson told 10News the teacher was not suspended last year and was instead out for personal reasons, adding that they couldn't comment on whether the teacher is receiving any counseling because it is a personnel matter. CHULA VISTA, Calif. (KGTV) -- Chula Vista Police are searching for a suspect following a deadly stabbing in Chula Vista in mid-July.According to police, the stabbing happened on July 18 around 10:17 p.m. on the 200 block of Rancho Drive.Officers were called to the scene after receiving a report of a stabbing in the area. When police arrived, they found the victim, 23-year-old Ariel Burquez, suffering from multiple stab wounds. The victim was pronounced dead at the scene.Police later determined that the victim and suspect, Raymond Lynde, 28, had an argument before Lynde reportedly pulled out a knife and stabbed Burquez several times.Chula Vista Police are currently trying to locate Lynde, who is on parole for an unrelated offense, police say.“A parole violation warrant has been issued for the murder of Burquez and Lynde should be considered armed and dangerous,” police said.Anyone with information is asked to call Crime Stoppers at 888-580-8477 or CVPD at 619-691-5151. 990

CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916

(CNS) - Homicide detectives Thursday were investigating the death of a man found in a Chula Vista bank parking lot.At about 10:25 p.m. Wednesday, a 911 caller reported finding a man down on the ground with blood surrounding him in the parking lot of the Bank America branch on E Street and Third Avenue, Chula Vista police Lt. Jason Deaner said.Officers responded to the scene and found the man with apparent wounds on his body, Deaner said. The man, whose age was not immediately available, was pronounced dead at the scene.The San Diego County Medical Examiner's Office was called in and will perform an autopsy on the man to determine the cause and manner of death, the lieutenant said.No further details were immediately available. 763
