A woman in Pennsylvania cannot keep a winning lottery ticket worth more than million, a judge ruled, because of how she acquired the ticket.The case came down to how the Acme store, where Beverlie Seltzer works just outside of Philadelphia, handles lottery tickets that are printed by mistake on the automated terminal put in place by the state’s Lottery Commission.The judge noted the protocol is that the store must pay the commission for each mistake ticket, but the store can keep any winnings from those tickets.In the trial court’s summary says Seltzer began scanning the mistake tickets during her shift, shortly after the Match 6 drawing. She typically would discard losing tickets and leave winning tickets for the office coordinator to process.“As she scanned through them, she discovered that one of the mistake tickets was a winning ticket, in the amount of ,150,000.00. At this point, after learning the ticket was a winner, [instead of leaving the ticket for the coordinator to process the next day,] [Ms.] Seltzer took .00 in cash out of her purse, rang up her own transaction, and put the .00 in the register in an attempt to purchase the ticket. She was still on the clock at the time,” the court summary reads.Seltzer then reportedly told coworkers and her supervisor she won the lottery, “though claiming that she could not remember the time when she purchased the ticket.”Acme supervisors learned what happened after reviewing security tapes. When she was confronted, Seltzer denied it and contacted the lottery to claim the reward. Acme filed suit to determine the owner of the ticket.“When Ms. Seltzer in this instance deviated from the Acme procedures that she usually followed, she acted surreptitiously and was not forthcoming about the circumstances of the purchase,” the judge wrote. “Even viewing the evidence in the light most favorable to Ms. Seltzer, no reasonable fact-finder could conclude that Ms. Seltzer acted with the good faith belief that she was permitted by law or by Acme’s policies to give Acme in exchange for ,150,000. Actor, writer and media producer Tyler Perry has offered to pay for the funeral for Rayshard Brooks, the man who was killed during an altercation with police in Atlanta on Friday.Attorney L. Chris Stewart, who is representing Brooks' family, said during a press conference on Monday that Perry had offered to pay for funeral arrangements."We want to acknowledge and thank Tyler Perry, who we spoke with, who will be taking care of the funeral for the family," Stewart said. "And it's support like that and it's people who are actually in this community, that love the community, that want healing and families like this to never have to go through something like this. It's a step forward and we want to thank him for such a generous move."Perry has been known to provide funeral services for others in the past. According to ABC News, he paid for the funeral services for two 15-month-old twin sisters who died after they left in a hot car in Georgia in 2016. In 2019, he reportedly paid for the funeral of a single mother of four children from Milwaukee.Earlier this month, boxer Floyd Mayweather, Jr. paid for the funeral services for George Floyd, who died in Minneapolis police custody. Brooks was killed on Friday when police attempted to take him into custody for DUI. A struggle ensued, and Brooks stole an officer's stun gun and tried to flee the scene. Officer Garrett Rolfe shot Brooks in the back twice, and Brooks later died in surgery at a local hospital. Rolfe has since been fired from the Atlanta Police Department, and a medical examiner has ruled the death a homicide. 1595

According to court documents, the members of a militia group who allegedly plotted to kidnap and kill Michigan Gov. Gretchen Whitmer hoped to conduct executions of politicians on live TV.The documents state that Adam Fox — the man who state and federal officials have called the alleged "ringleader" of the Wolverine Watchmen militia group — devised two separate plans. "Plan A" included recruiting 200 men, taking over the entire state Capitol building, taking hostages and executing "tyrants" on live television.A secondary plan was to lock the door and set the building on fire.Fourteen men have been charged by the state and federal government in related cases. The documents were filed in Jackson County Court last month.The plot planning went on for about six months. Whitmer was allegedly targeted because she imposed the shutdowns of non-essential businesses amid the COVID-19 pandemic; the plot was supposed to be carried out before the November election.Federal and state authorities have said much more evidence will be coming out as the cases against the 14 charged move forward in court.Federal officials have asked a judge in Grand Rapids, who has jurisdiction over six of the men charged, for a protective order to keep the names of confidential informants and undercover FBI agents private.This story was originally published by WXYZ in Detroit. 1369

  

According to a new study from Common Sense Media and Boston Consulting Group, 30% of students in the U.S. either don't have internet access or access to a device adequate for distance learning. There are 9 million students across the country that don't have either.As another school year affected by COVID-19 inches closer, there are movements not only to prep kids but also to close the digital divide."It's an absolute national tragedy that we can fix," said James Steyer, the founder and CEO of Common Sense Media. "First of all, there needs to be money immediately appropriated in the next stimulus bill that would cover the cost of devices and connectivity for every student and every family in the United States. That's imminently doable and critical to our educational needs."Steyer says it's "shocking" that so many students lack the resources to e-learn — but the students aren't alone. The study also found that teachers are underpaid and working in under-resourced areas."Between 300,000 and 400,000 teachers in this country — essentially 10% of the teaching force — also have the digital divide and don't have the device and connectivity they need to teach in a distance learning environment," Steyer said. "We have a huge challenge, and we need to meet it now."Steyer is leading the charge for change. In a letter to Congress, he and more than a dozen well-known organizations called on lawmakers to "connect all students."One of the organizations in that group was Khan Academy — a non-profit funded by philanthropic donations. The online educational site offers free learning for anyone, anywhere — no strings attached."We've been talking about it well before COVID-19 — that learning should not be bound by time or space," founder Sal Khan said. "Wherever a student is, they should have support to fill in the gaps — to be able to practice things, to get immediate feedback on things, to get lessons on things — wherever they are."There's always a "summer slide" for students — a time when students regress as they fall out of pattern and often spend a portion of the new school year reviewing content. But the slide is deeper this year, thanks to the pandemic."Some of the research partners we work with think there may be a year of loss learning," Khan said. "Not only are kids not learning for those few months, but they're also atrophying — forgetting. And they're going to be out of school for so long; they'll have lost the habits of school."Khan said entire school districts and states aren't doing the educational prep they should be doing. Districts everywhere are scrambling to figure out what school will look like this fall and what their curriculum should entail."If we don't do a full-court press here, some very bad things could happen," Khan said.Right now, Khan Academy is working with school districts to prepare. They estimate a huge increase in users this fall."It's great, we're reaching 30 to 40 million. But, how do we reach them deeply, and how do we move the dial for them?" Khan said. "There's a billion kids we need to reach and reach deeply."Steyer says the way to reach those kids is through Congressional funding."We have been in touch with leaders on both sides of the aisle in House and Senate," Steyer said. "We almost had funding for the digital divide in the first major stimulus package, but it got taken out at the last minute. But we are optimistic that people will do the right thing once and for all and put the resources into the next stimulus package that will make it possible for all kids to do quality distance learning in this country."Steyer says the time is now for supporters to join their charge, or call local leaders so that they can, in some way, affect the learning loss and close the digital divide. 3778

  

A Highlands County, Florida resident has died from rabies after being bitten by a bat, the Florida Department of Health has confirmed.The DOH says that the disease was likely transmitted when the individual was bitten by the bat. They say that the individual did not seek treatment at that time and did not receive rabies post-exposure prophylaxis. The individual passed away from the rabies infection.DOH says that it is important to avoid direct contact with wildlife. If you believe you may have been exposed to rabies, including any physical contact with a bat, contact your health care provider and your county health department right away.If an exposure occurred, it is important to administer treatment in a timely manner.
