NEW DELHI, Aug. 7 (Xinhua) -- Sonia Gandhi, chairperson of India's ruling Congress-led United Progress Alliance (UPA), Friday expressed her wish that relations between India and China can be enhanced with common efforts by the two countries.     During a meeting with visiting Chinese State Councilor Dai Bingguo, Gandhi said that there exists a very solid basis for developing friendly and cooperative relations between India and China. Dai conveyed cordial greeting and good wishes from General Secretary of the Central Committee of the Communist Party of China and Chinese President Hu Jintao, who also expressed his congratulations to the Congress party and the UPA for successfully winning a second term of government in the general elections this year. He said that President Gandhi has personally made great efforts for the development of Sino-Indian relations as leader of the UPA and the Congress party.     Dai also said China is willing to make common efforts with India to upgrade the bilateral strategic cooperative partnership to a new level.     Gandhi also memorized the 1988 historic visit to China by her late husband, former Prime Minister Rajiv Gandhi, as well as her attendance of the opening ceremony of the 2008 Beijing Olympics.     She expressed her wish that as the 60th anniversary of establishment of diplomatic relations between India and China is nearing, the peoples of India and China, especially the youth of the two countries, increase human exchanges to build a good social foundation for furthering friendship between the two countries.     Dai and Gandhi also exchanged views on strengthening friendly ties between the Communist Party of China and the Congress party of India.

KAMPALA, Aug. 5 (Xinhua) -- Chinese Special Envoy on African Affairs Liu Guijin on Wednesday called for concerted efforts to be made especially by western countries toward an early ending of Darfur crisis in western Sudan through negotiations between warring parties.     "There is no military solution on the ground. The only possible solution to Darfur problem is the political process," Liu told reporters in a press briefing held here at the Chinese Embassy.     "We need a comprehensive approach to address the problem. To have embargoes or sanctions will not solve the problem," he said during a two-day visit here.     Liu said that China has been extensively involved in facilitating the peace process in Darfur by persuading the Sudanese government to show more flexibility, which has led to Sudan's acceptance of a hybrid peacekeeping mission in the region led by the African Union (AU) and the United Nations (UN).     He further urged his western colleagues, who seem to have more access to and influence on rebels, to spare no effort to bring them to the negotiation table.     "We appeal to our western partners to exert more influence to convince the rebels to agree and come to the negotiating table with the government of Sudan," he said.     The smooth implementation of the Darfur Peace Agreement (DPA) and the Comprehensive Peace Agreement (CPA) reached between northern and southern Sudan is the only means to achieve total and sustainable peace in the country, he noted.     The envoy said he fully supports the position taken by the AU and the Arab League on the arrest warrant for Sudanese President Omar al Bashir issued by the International Criminal Court (ICC) in March this year.     The warrant details charges of crimes against humanity and war crimes committed during the conflict in Darfur.     The AU has decided not to cooperate with ICC before an independent investigation is done by former South African President Thabo Mbeki.     "We criticize such move and refuse to cooperate with it. The position of the Chinese government is in compliance with the AU and the Arab League position," Liu said, noting President Bashir has a significant role to play in the implementation of CPA and DPA.     "President Bahir has played a very key role in DPA and CPA. How can you implement them without the involvement of the Sudanese government? If you want peace to be realized in Sudan, the government is a must in this process," he said.     On the concern that the deteriorating relationship between Sudan and neighboring Chad could further impede the peace process in Darfur, Liu said China has been mediating between the two countries to normalize their bilateral relations.     In his recent visits to the two countries, he had tried to persuade the two sides that normalizing the bilateral relationship is for their mutual and shared interests, Liu said. 

BEIJING, Oct. 11 (Xinhua) -- China honored a common officer, who devoted himself to his work as a file clerk at the military archives, at a ceremony held here Sunday.     Liu Yiquan had worked as a clerk and then a consultant at the archives of the People's Liberation Army (PLA) for about 38 years. He had processed more than 830,000 pieces of military archives. BEIJING, Sept. 24 (Xinhua) -- The Eight Conference of the Board of Directors of the Chinese Council for the Promotion of Peaceful National Reunification (CCPPNR) came to an end Thursday, re-electing senior leader Jia Qinglin the council's chairman.     Jia is a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).     He attended the closing session and congratulated its success on behalf of the CPC Central Committee, saying facts indicate that the council has become a major link between the mainland and overseas Chinese, and a bridge between Chinese compatriots living on the two sides of the Taiwan Strait.     He highlighted the role of the CPC in the great changes of New China in the past 60 years, stressing, "the Chinese nation will definitely play an even more splendid movement in the process of its great rejuvenation." TAIPEI, Oct. 4 (Xinhua) -- Taiwan is on high alert and taking early actions including pre-storm evacuations in expectation of typhoon Parma, barely two months after typhoon Morakot devastated the island.     More than 1,200 villagers from four counties including Nantou, Chiayi, Kaohsiung and Pingtung have been evacuated as of 1 p.m. on Sunday, in case of mudslides triggered by Parma. These people were sheltered in safer places, local authorities said.     "Taiwan has been working hard to get ready for the typhoon, in the hope of reducing people's losses. Even if Parma doesn't come, we take it as successful relief exercises," said Wu Den-yih, head of "Executive Yuan"on the island.     Wu and deputy head Chu Liluan inspected precaution work against the typhoon in various places on Sunday.     It started raining after noon Sunday in Taitung County, and evacuation in several villages were completed in the evening. Classes in a village schools would be suspended on Monday, local media reported.     Chou Hsi-wei, head of Taipei County, said on Sunday authorities of cities, towns and counties could decide by themselves whether to suspend classes or work.     In early morning of Sunday, Taiwan's meteorological authorities issued warnings of torrential rain across the island from Sunday to Wednesday. Local observatory also forecast heavy rainstorms in northern, eastern and southermost Taiwan from Sunday to Monday.     The island's rescue authorities have prepared 70 helicopters and more than 100 ships for disaster relief operations.
