TIANJIN, Nov. 7 (Xinhua) -- A senior Chinese legislator on Saturday said China is drafting a law to act to combat climate change, a move that signals the country's proactive role in honoring its commitment to curtailing emissions, among other measures, in tackling climate change."The responsibility of lawmakers is to urge the government to take concrete steps to meet its promises," Chen Zhili, vice chairwoman of the Standing Committee of the National People's Congress (NPC), told experts attending a two-day forum on climate change legislation being held in Tianjin beginning Saturday.Chen said despite a broad range of government issues, China is taking serious measures in dealing with climate change and has achieved remarkable progress.Chen said lawmakers will particularly base China's climate change legislation on a resolution passed by the NPC last August.The resolution says China will adhere to "the basic framework" set up in the UN Framework Convention on Climate Change (UNFCCC), signed by more than 150 countries in 1992, and the Kyoto Protocol, agreed to in 1997 by the majority of the international community, to set binding targets for developed countries to reduce CO2 emissions, along with the principles of UNFCCC-endorsed "common but differentiated responsibilities" as well as "sustainable development."Chen said many developing countries are gravely suffering from the damage caused by extreme weathers this year. The international community should provide greater support to these countries in terms of finance, technical support, and capability building to boost their ability to deal with natural disasters.More than 60 lawmakers and law experts from 16 countries and regions are participating in the Tianjin forum on climate change legislation, co-hosted by the NPC and Global Legislators Organization for a Better Environment.

ATHENS, Oct. 2 (Xinhua) -- Chinese Premier Wen Jiabao arrived here Saturday, kicking off his three-day official visit to Greece.The Greece visit, the first stop of Wen's four-nation Europe tour, is the first by a Chinese premier in 24 years.During his stay, Premier Wen is due to meet Greek President Karolos Papoulias and Parliament Speaker Philippos Petsalnikos and hold talks with Greek Prime Minister George Papandreou before witnessing the signing of a series of deals. Wen will also deliver a speech in the Greek parliament on China-Greece and China-EU relations."Coping with the financial crisis will be an important topic for talks between Wen and Greek leaders. BEIJING, Sept. 10 (Xinhua) -- Property prices in 70 major cities rose 9.3 percent in August year on year but were unchanged on a month-on-month basis from July, China's National Bureau of Statistics (NBS) said Friday.The year-on-year growth rate was one percentage point lower than the year-on-year growth rate in July, a statement on the NBS website said Friday.The year-on-year growth rate was the slowest in the past eight months this year.On a year-on-year basis, China's home prices rose 7.8 percent in December 2009, 9.8 percent in January 2010, 10.7 percent in February, 11.7 percent in March, 12.8 in April, 12.4 percent in May, 11.4 percent in June and 10.3 percent in JulyNew home prices rose 11.7 percent year on year in August, down 1.2 percentage points from July. New home prices in August were unchanged from July, too.Prices of second-hand homes rose 6.2 percent year on year in August, down 0.5 percentage points from July. Prices of second-hand homes in August increased on a month-on-month basis, up 0.1 percent from July.The Chinese government took measures in April to cool soaring home prices, including curbing lending to developers, limiting loans for third-home purchases and requiring higher down-payments for second-home purchases.
